I took America to war in Iraq. It was all me.
OK, it was mostly me.
I had some help from a clueless President George W. Bush and his neo-conservative puppet master, Vice President Dick Cheney. Senior White House fanatics spoon fed reporters like me cherry-picked intelligence about Iraq’s alleged Weapons of Mass Destruction so that America could invade Iraq and seize its oil.
None of this is true, but many Americans continue to believe it.
People died. It was a war. But President Bush didn’t lie us into it.
The false narrative that he did is, itself, a lie and deserves to be, at last, retired.
There was no shortage of mistakes about Iraq, and some of the media’s prewar WMD stories were wrong, including some of mine. But so is the enduring, pernicious accusation that the Bush administration fabricated WMD intelligence to take the country to war. Before the 2003 invasion, President Bush and other senior officials cited the intelligence community’s incorrect conclusions about Saddam’s WMD capabilities and, on occasion, went beyond them. But relying on the mistakes of others -- completely understandable mistakes given Saddam’s horrendous record -- and making errors of judgment are not the same as lying.
American, European and arms-control experts, counterterrorism agents, and analysts who studied Iraq and briefed White House officials and journalists were the same people who gave me and my fellow reporters at the New York Times accurate information for years about Osama bin Laden and al Qaeda’s growing threat to America. In fact, eight months before 9/11, the Times published a series of articles on that threat -- a series for which the Times staff, including me, won a Pulitzer Prize.
The members of the intelligence community with whom I dealt were overwhelmingly reliable, hardworking and honest. But they were also human, and, in the aftermath of 9/11, they were very wary of ever again underestimating a terrorist threat.

In the Republican presidential debate in South Carolina on Saturday night, Donald Trump said something about the Bush administration and the Iraq War that is essentially illegal for Republican politicians.
“They lied,” he said. “They said there were weapons of mass destruction, there were none. And they knew there were none.”
Trump has subsequently walked it back a bit, but he shouldn’t have. I’ve followed the issue of Iraq’s WMD programs for 20 years, and won a $1,000 bet in 2003 that if the U.S. invaded, we would find nothing. There’s no question that the Bush administration lied enthusiastically about what it knew about Iraq and WMD.
There is an enormous amount of powerful evidence to prove it:
Former Vice President Dick Cheney kicked off the push for war in August 2002 by claiming: “There is no doubt that Saddam Hussein now has weapons of mass destruction. There is no doubt he is amassing them to use against our friends, against our allies, and against us.” Cheney’s speech had not been vetted by the CIA, and John McLaughlin, the CIA’s deputy director, shortly afterward told Congress that the likelihood of Iraq initiating a WMD attack “would be low.” Another CIA official later recalled that the agency’s reaction to Cheney’s speech was, “Where is he getting this stuff from?”
The Bush administration said that aluminum tubes Iraq had tried to import were “only really suited for nuclear weapons programs” — even as Bush himself was being told the State Department and Energy Department believed (correctly, of course) they were intended to be used as conventional rockets.
Bush declared in his 2003 State of the Union address that “Saddam Hussein recently sought significant quantities of uranium from Africa,” even though his administration had been repeatedly warned this was dubious (and it turned out to originate with crudely forged documents).

The war would not have been politically viable, and the September 11th attacks would not have been politically powerful, had not the Bush Administration lied to the American people and to Congress about Weapons of Mass Destruction, and bogus links between 9/11 and Iraq. Judith Miller, the dupe journalist who will go down in history as having helped catapult the propaganda and single-handedly disgraced The New York Times, is out with a new web video apologizing for her conduct by pretending that all the lies were honest mistakes. Some people have no conscience. And for those who are more than stooges, Dick Cheney, Donald Rumsfeld, Condi Rice, and others, it's a good thing they don't. Imagine if power and greed (and the fear of losing power) had caused you to commit acts that harmed your country, and set in motion what could turn out to be a century of war, terror, death, and misery. Imagine if your lies had cost the nation that you live trillions of dollars and undermined the ability of that nation to invest in its people. Imagine you had lied to send your nation to war and you had a conscience as well.

Iraq War
The Iraq War was a protracted armed conflict that began with the 2003 invasion of Iraq by a United States-led coalition. The invasion regime toppled the government of Saddam Hussein. However, the conflict continued for much of the next decade as an insurgency emerged to oppose the occupying forces and the post-invasion Iraqi government. An estimated 151,000 to 600,000 or more Iraqis were killed in the first 3–4 years of conflict. The United States officially withdrew from the country in 2011 but became re-involved in 2014 at the head of a new coalition; the insurgency and many dimensions of the civil armed conflict continue.
The invasion began on 20 March 2003, with the U.S., joined by the United Kingdom and several coalition allies, launching a "shock and awe" bombing campaign. Iraqi forces were quickly overwhelmed as U.S. forces swept through the country. The invasion led to the collapse of the Ba'athist government; Saddam was captured in December 2003 and executed by a military court three years later. However, the power vacuum following Saddam's demise and the mismanagement of the occupation led to widespread sectarian violence between Shias and Sunnis as well as a lengthy insurgency against U.S. and coalition forces. The United States responded with a troop surge in 2007 to attempt to reduce the violence. The U.S. began withdrawing its troops in the winter of 2007–08. The winding down of U.S. involvement in Iraq accelerated under President Barack Obama. The U.S. formally withdrew all combat troops from Iraq by December 2011.

The southern part of Iraq is within the Arabian Peninsula. The capital, Baghdad, is in the centre of the country and its largest city. The largest ethnic groups in Iraq are Arabs and Kurds. Other ethnic groups include Assyrians, Turkmen, Shabakis, Yazidis, Armenians, Mandeans, Circassians, and Kawliya. Around 95% of the country's 36 million citizens are Shia or Sunni Muslims, with Christianity, Yarsan, Yezidism, and Mandeanism also present.
Iraq has a narrow section of coastline measuring 58 km (36 mi) on the northern Persian Gulf and its territory encompasses the Mesopotamian Alluvial Plain, the northwestern end of the Zagros mountain range, and the eastern part of the Syrian Desert. Two major rivers, the Tigris and Euphrates, run south through the centre of Iraq and flow into the Shatt al-Arab near the Persian Gulf. These rivers provide Iraq with significant amounts of fertile land.

Saddam Hussein
Saddam Hussein Abd al-Majid al-Tikriti (Arabic: صدام حسين عبد المجيد التكريتي Ṣaddām Ḥusayn ʿAbd al-Maǧīd al-Tikrītī; 28 April 1937 – 30 December 2006) was the fifth President of Iraq, serving in this capacity from 16 July 1979 until 9 April 2003. A leading member of the revolutionary Arab Socialist Ba'ath Party, and later, the Baghdad-based Ba'ath Party and its regional organization Ba'ath Party – Iraq Region—which espoused Ba'athism, a mix of Arab nationalism and socialism—Saddam played a key role in the 1968 coup (later referred to as the 17 July Revolution) that brought the party to power in Iraq.
As vice president under the ailing General Ahmed Hassan al-Bakr, and at a time when many groups were considered capable of overthrowing the government, Saddam created security forces through which he tightly controlled conflict between the government and the armed forces. In the early 1970s, Saddam nationalized oil and other industries. The state-owned banks were put under his control, leaving the system eventually insolvent mostly due to the Iran–Iraq War, the Gulf War, and UN sanctions. Through the 1970s, Saddam cemented his authority over the apparatuses of government as oil money helped Iraq's economy to grow at a rapid pace. Positions of power in the country were mostly filled with Sunni Arabs, a minority that made up only a fifth of the population.

It was all me. OK, it was mostly me. I had some help from a clueless President George W. Bush and his neo-conservative puppet master, Vice President Dick Cheney. Senior White House fanatics spoon fed reporters like me cherry-picked intelligence about Iraq’s alleged Weapons of Mass Destruction so that America could invade Iraq and seize its oil. None of this is true, but many Americans continue to believe it. People died. It was a war. But President Bush didn’t lie us into it. The false narrative that he did is, itself, a lie and deserves to be, at last, retired. There was no shortage of mistakes about Iraq, and some of the media’s prewar WMD stories were wrong, including some of mine. But so is the enduring, pernicious accusation that the Bush administration fabricated WMD intelligence to take the country to war. Before the 2003 invasion, President Bush and other senior officials cited the intelligence community’s incorrect conclusions about Saddam’s WMD capabilities and, on occasion, went beyond them. But relying on the mistakes of others -- completely understandable mistakes given Saddam’s horrendous record -- and making errors of judgment are not the same as lying. American, European and arms-control experts, counterterrorism agents, and analysts who studied Iraq and briefed White House officials and journalists were the same people who gave me and my fellow reporters at the New York Times accurate information for years about Osama bin Laden and al Qaeda’s growing threat to America. In fact, eight months before 9/11, the Times published a series of articles on that threat -- a series for which the Times staff, including me, won a Pulitzer Prize. The members of the intelligence community with whom I dealt were overwhelmingly reliable, hardworking and honest. But they were also human, and, in the aftermath of 9/11, they were very wary of ever again underestimating a terrorist threat. And they knew there were none.” Trump has subsequently walked it back a bit, but he shouldn’t have. I’ve followed the issue of Iraq’s WMD programs for 20 years, and won a $1,000 bet in 2003 that if the U.S. invaded, we would find nothing. There’s no question that the Bush administration lied enthusiastically about what it knew about Iraq and WMD. There is an enormous amount of powerful evidence to prove it: Former Vice President Dick Cheney kicked off the push for war in August 2002 by claiming: “There is no doubt that Saddam Hussein now has weapons of mass destruction. There is no doubt he is amassing them to use against our friends, against our allies, and against us.” Cheney’s speech had not been vetted by the CIA, and John McLaughlin, the CIA’s deputy director, shortly afterward told Congress that the likelihood of Iraq initiating a WMD attack “would be low.” Another CIA official later recalled that the agency’s reaction to Cheney’s speech was, “Where is he getting this stuff from?” The Bush administration said that aluminum tubes Iraq had tried to import were “only really suited for nuclear weapons programs” — even as Bush himself was being told the State Department and Energy Department believed (correctly, of course) they were intended to be used as conventional rockets. Bush declared in his 2003 State of the Union address that “Saddam Hussein recently sought significant quantities of uranium from Africa,” even though his administration had been repeatedly warned this was dubious (and it turned out to originate with crudely forged documents). I took America to war in Iraq. It was all me.
OK, it was mostly me.
I had some help from a clueless President George W. Bush and his neo-conservative puppet master, Vice President Dick Cheney. Senior White House fanatics spoon fed reporters like me cherry-picked intelligence about Iraq’s alleged Weapons of Mass Destruction so that America could invade Iraq and seize its oil.
None of this is true, but many Americans continue to believe it.
People died. It was a war. But President Bush didn’t lie us into it.
The false narrative that he did is, itself, a lie and deserves to be, at last, retired.
There was no shortage of mistakes about Iraq, and some of the media’s prewar WMD stories were wrong, including some of mine. But so is the enduring, pernicious accusation that the Bush administration fabricated WMD intelligence to take the country to war. Before the 2003 invasion, President Bush and other senior officials cited the intelligence community’s incorrect conclusions about Saddam’s WMD capabilities and, on occasion, went beyond them. But relying on the mistakes of others -- completely understandable mistakes given Saddam’s horrendous record -- and making errors of judgment are not the same as lying.
American, European and arms-control experts, counterterrorism agents, and analysts who studied Iraq and briefed White House officials and journalists were the same people who gave me and my fellow reporters at the New York Times accurate information for years about Osama bin Laden and al Qaeda’s growing threat to America. In fact, eight months before 9/11, the Times published a series of articles on that threat -- a series for which the Times staff, including me, won a Pulitzer Prize.
The members of the intelligence community with whom I dealt were overwhelmingly reliable, hardworking and honest. But they were also human, and, in the aftermath of 9/11, they were very wary of ever again underestimating a terrorist threat.

In the Republican presidential debate in South Carolina on Saturday night, Donald Trump said something about the Bush administration and the Iraq War that is essentially illegal for Republican politicians.
“They lied,” he said. “They said there were weapons of mass destruction, there were none. And they knew there were none.”
Trump has subsequently walked it back a bit, but he shouldn’t have. I’ve followed the issue of Iraq’s WMD programs for 20 years, and won a $1,000 bet in 2003 that if the U.S. invaded, we would find nothing. There’s no question that the Bush administration lied enthusiastically about what it knew about Iraq and WMD.
There is an enormous amount of powerful evidence to prove it:
Former Vice President Dick Cheney kicked off the push for war in August 2002 by claiming: “There is no doubt that Saddam Hussein now has weapons of mass destruction. There is no doubt he is amassing them to use against our friends, against our allies, and against us.” Cheney’s speech had not been vetted by the CIA, and John McLaughlin, the CIA’s deputy director, shortly afterward told Congress that the likelihood of Iraq initiating a WMD attack “would be low.” Another CIA official later recalled that the agency’s reaction to Cheney’s speech was, “Where is he getting this stuff from?”
The Bush administration said that aluminum tubes Iraq had tried to import were “only really suited for nuclear weapons programs” — even as Bush himself was being told the State Department and Energy Department believed (correctly, of course) they were intended to be used as conventional rockets.
Bush declared in his 2003 State of the Union address that “Saddam Hussein recently sought significant quantities of uranium from Africa,” even though his administration had been repeatedly warned this was dubious (and it turned out to originate with crudely forged documents).

The war would not have been politically viable, and the September 11th attacks would not have been politically powerful, had not the Bush Administration lied to the American people and to Congress about Weapons of Mass Destruction, and bogus links between 9/11 and Iraq. Judith Miller, the dupe journalist who will go down in history as having helped catapult the propaganda and single-handedly disgraced The New York Times, is out with a new web video apologizing for her conduct by pretending that all the lies were honest mistakes. Some people have no conscience. And for those who are more than stooges, Dick Cheney, Donald Rumsfeld, Condi Rice, and others, it's a good thing they don't. Imagine if power and greed (and the fear of losing power) had caused you to commit acts that harmed your country, and set in motion what could turn out to be a century of war, terror, death, and misery. OK, it was mostly me.
I had some help from a clueless President George W. Bush and his neo-conservative puppet master, Vice President Dick Cheney. Senior White House fanatics spoon fed reporters like me cherry-picked intelligence about Iraq’s alleged Weapons of Mass Destruction so that America could invade Iraq and seize its oil.
None of this is true, but many Americans continue to believe it.
People died. It was a war. But President Bush didn’t lie us into it.
The false narrative that he did is, itself, a lie and deserves to be, at last, retired.
There was no shortage of mistakes about Iraq, and some of the media’s prewar WMD stories were wrong, including some of mine. But so is the enduring, pernicious accusation that the Bush administration fabricated WMD intelligence to take the country to war. Before the 2003 invasion, President Bush and other senior officials cited the intelligence community’s incorrect conclusions about Saddam’s WMD capabilities and, on occasion, went beyond them. But relying on the mistakes of others -- completely understandable mistakes given Saddam’s horrendous record -- and making errors of judgment are not the same as lying.
American, European and arms-control experts, counterterrorism agents, and analysts who studied Iraq and briefed White House officials and journalists were the same people who gave me and my fellow reporters at the New York Times accurate information for years about Osama bin Laden and al Qaeda’s growing threat to America. In fact, eight months before 9/11, the Times published a series of articles on that threat -- a series for which the Times staff, including me, won a Pulitzer Prize.
The members of the intelligence community with whom I dealt were overwhelmingly reliable, hardworking and honest. But they were also human, and, in the aftermath of 9/11, they were very wary of ever again underestimating a terrorist threat.

In the Republican presidential debate in South Carolina on Saturday night, Donald Trump said something about the Bush administration and the Iraq War that is essentially illegal for Republican politicians.
“They lied,” he said. “They said there were weapons of mass destruction, there were none. And they knew there were none.”
Trump has subsequently walked it back a bit, but he shouldn’t have. I’ve followed the issue of Iraq’s WMD programs for 20 years, and won a $1,000 bet in 2003 that if the U.S. invaded, we would find nothing. There’s no question that the Bush administration lied enthusiastically about what it knew about Iraq and WMD.
There is an enormous amount of powerful evidence to prove it:
Former Vice President Dick Cheney kicked off the push for war in August 2002 by claiming: “There is no doubt that Saddam Hussein now has weapons of mass destruction. There is no doubt he is amassing them to use against our friends, against our allies, and against us.” Cheney’s speech had not been vetted by the CIA, and John McLaughlin, the CIA’s deputy director, shortly afterward told Congress that the likelihood of Iraq initiating a WMD attack “would be low.” Another CIA official later recalled that the agency’s reaction to Cheney’s speech was, “Where is he getting this stuff from?”
The Bush administration said that aluminum tubes Iraq had tried to import were “only really suited for nuclear weapons programs” — even as Bush himself was being told the State Department and Energy Department believed (correctly, of course) they were intended to be used as conventional rockets.
Bush declared in his 2003 State of the Union address that “Saddam Hussein recently sought significant quantities of uranium from Africa,” even though his administration had been repeatedly warned this was dubious (and it turned out to originate with crudely forged documents).

The war would not have been politically viable, and the September 11th attacks would not have been politically powerful, had not the Bush Administration lied to the American people and to Congress about Weapons of Mass Destruction, and bogus links between 9/11 and Iraq. Judith Miller, the dupe journalist who will go down in history as having helped catapult the propaganda and single-handedly disgraced The New York Times, is out with a new web video apologizing for her conduct by pretending that all the lies were honest mistakes. Some people have no conscience. And for those who are more than stooges, Dick Cheney, Donald Rumsfeld, Condi Rice, and others, it's a good thing they don't. Imagine if power and greed (and the fear of losing power) had caused you to commit acts that harmed your country, and set in motion what could turn out to be a century of war, terror, death, and misery. Imagine if your lies had cost the nation that you live trillions of dollars and undermined the ability of that nation to invest in its people. Imagine you had lied to send your nation to war and you had a conscience as well.

Once again the US invokes false flag attacks and outright lies to stoke the flames of war. John "Lurch" Kerry gave a speech today that is going to lead us to WW3. Channeling Colin Powell, Dubya and the Kuwaiti Incubator Girl, "Lurch" the ketchup baron laid out a series of lies and falsehoods about the Syrian government to justify more military action in that region. Of course "Lurch" said they will never be able to find proof of who carried out the attack.
The military industrial complex is going into over drive as two large wars and numerous covert ops around the world are not enough satisfy our satanic overlords. They want more blood more dead kids and Al-Qaeda outposts in every middle eastern country. It's time to call the government puppets out, they are liars.

LaRouchePAC Friday Webcast, April 7, 2017-- With the world on the cusp of a promising new great powers relationship between China, Russia, and the United States, the decision to launch a military strike on a Syrian government airbase yesterday threatens to destroy that potential and thrust the world right back to the brink of WWIII. As Lyndon and Helga Zepp-LaRouche stated, this was stupid, the result of confusion in the administration and neocon elements who do not want to see the new power relationships that could come out of a US-Russia-China alliance. How did this come to be? Apparently there is a big brawl inside the Trump administration. Someone must have manipulated Trump to do this, or lied to President Trump. The question must be asked, did the advisors to the President withhold crucial intelligence, or intentionally lie to him, to bring about such a dangerous action on his part? Will this prove to be another case of the infamous Iraqi WMD, or even another Bay of Pigs? President Kennedy fired the Dulles brothers for double-crossing him and pushing him into that disastrous decision. Will President Trump do the same?

A memo written by Sec. Rumsfeld dated Nov 27, 2001 considers a US-Iraq war. One section of the memo questions "How start?", listing multiple possible justifications for a US-Iraq War.
During 2002 the amount of ordnance used by British and American aircraft patrolling the no-fly zones of Iraq increased compared to the previous years and by August had "become a full air offensive". Tommy Franks, the allied commander, later stated that the bombing was designed to "degrade" the Iraqi air defense system before an invasion.
In October 2002, a few days before the U.S. Senate voted on the Joint Resolution to Authorize the Use of United States Armed Forces Against Iraq, about 75 senators were told in closed session that Iraq had the means of attacking the Eastern Seaboard of the U.S. with biological or chemical weapons delivered by unmanned aerial vehicles (UAVs.) On 5 February 2003, Colin Powell presented further evidence in his Iraqi WMD program presentation to the UN Security Council that UAVs were ready to be launched against the United States. At the time, there was a vigorous dispute within the U.S. military and intelligence communities as to whether CIA conclusions about Iraqi UAVs were accurate and other intelligence agencies suggested that Iraq did not possess any offensive UAV capability, saying the few they had were designed for surveillance and intended for reconnaissance. The Senate voted to approve the Joint Resolution with the support of large bipartisan majorities on 11 October 2002, providing the Bush administration with a legal basis for the U.S. invasion under U.S. law.
The resolution granted the authorization by the Constitution of the United States and the United States Congress for the President to command the military to fight anti-United States violence. Citing the Iraq Liberation Act of 1998, the resolution reiterated that it should be the policy of the United States to remove the Hussein regime and promote a democratic replacement. The authorization was signed by President George W. Bush on 16 October 2002.
Chief UN weapons inspector Hans Blix remarked in January 2003 that "Iraq appears not to have come to a genuine acceptance—not even today—of the disarmament, which was demanded of it and which it needs to carry out to win the confidence of the world and to live in peace." Among other things he noted that 1,000 short tons (910 t) of chemical agent were unaccounted for, information on Iraq's VX nerve agent program was missing, and that "no convincing evidence" was presented for the destruction of 8,500 litres (1,900 imp gal; 2,200 US gal) of anthrax that had been declared.
In the 2003 State of the Union address, President Bush said "we know that Iraq, in the late 1990s, had several mobile biological weapons labs". On 5 February 2003, Secretary of State Colin Powell appeared before the UN to present American evidence that Iraq was hiding unconventional weapons. The French government also believed that Saddam had stockpiles of anthrax and botulism toxin, and the ability to produce VX. In March, Blix said progress had been made in inspections, and no evidence of WMD had been found. Iraqi scientist Rafid Ahmed Alwan al-Janabi codenamed "Curveball", admitted in February 2011, that he lied to the CIA about biological weapons in order to get the US to attack and remove Hussein from power.
In early 2003, the U.S., British, and Spanish governments proposed the so-called "eighteenth resolution" to give Iraq a deadline for compliance with previous resolutions enforced by the threat of military action. This proposed resolution was subsequently withdrawn due to lack of support on the UN Security Council. In particular, North Atlantic Treaty Organization (NATO) members France, Germany and Canada and non-NATO member Russia were opposed to military intervention in Iraq, due to the high level of risk to the international community's security, and defended disarmament through diplomacy.

In October 2002, a few days before the U.S. Senate voted on the Joint Resolution to Authorize the Use of United States Armed Forces Against Iraq, about 75 senators were told in closed session that Iraq had the means of attacking the Eastern Seaboard of the U.S. with biological or chemical weapons delivered by unmanned aerial vehicles (UAVs.) On 5 February 2003, Colin Powell presented further evidence in his Iraqi WMD program presentation to the UN Security Council that UAVs were ready to be launched against the United States. At the time, there was a vigorous dispute within the U.S. military and intelligence communities as to whether CIA conclusions about Iraqi UAVs were accurate and other intelligence agencies suggested that Iraq did not possess any offensive UAV capability, saying the few they had were designed for surveillance and intended for reconnaissance. The Senate voted to approve the Joint Resolution with the support of large bipartisan majorities on 11 October 2002, providing the Bush administration with a legal basis for the U.S. invasion under U.S. law.
The resolution granted the authorization by the Constitution of the United States and the United States Congress for the President to command the military to fight anti-United States violence. Citing the Iraq Liberation Act of 1998, the resolution reiterated that it should be the policy of the United States to remove the Hussein regime and promote a democratic replacement. The authorization was signed by President George W. Bush on 16 October 2002.
Chief UN weapons inspector Hans Blix remarked in January 2003 that "Iraq appears not to have come to a genuine acceptance—not even today—of the disarmament, which was demanded of it and which it needs to carry out to win the confidence of the world and to live in peace." Among other things he noted that 1,000 short tons (910 t) of chemical agent were unaccounted for, information on Iraq's VX nerve agent program was missing, and that "no convincing evidence" was presented for the destruction of 8,500 litres (1,900 imp gal; 2,200 US gal) of anthrax that had been declared.
In the 2003 State of the Union address, President Bush said "we know that Iraq, in the late 1990s, had several mobile biological weapons labs". On 5 February 2003, Secretary of State Colin Powell appeared before the UN to present American evidence that Iraq was hiding unconventional weapons. The French government also believed that Saddam had stockpiles of anthrax and botulism toxin, and the ability to produce VX. In March, Blix said progress had been made in inspections, and no evidence of WMD had been found. Iraqi scientist Rafid Ahmed Alwan al-Janabi codenamed "Curveball", admitted in February 2011, that he lied to the CIA about biological weapons in order to get the US to attack and remove Hussein from power.
In early 2003, the U.S., British, and Spanish governments proposed the so-called "eighteenth resolution" to give Iraq a deadline for compliance with previous resolutions enforced by the threat of military action. This proposed resolution was subsequently withdrawn due to lack of support on the UN Security Council. In particular, North Atlantic Treaty Organization (NATO) members France, Germany and Canada and non-NATO member Russia were opposed to military intervention in Iraq, due to the high level of risk to the international community's security, and defended disarmament through diplomacy.
