Public security

Public security is the function of governments which ensures the protection of citizens, organizations, and institutions against threats to their well-being – and to the prosperity of their communities.

To meet the increasing challenges in the public security area, responsible public institutions and organisations can tap into their own intelligence to successfully address possible threats in advance. They optimise their internal structures, use synergies, and carefully balance costs and benefits of their measures.

Framework

Organised crime and international terrorism are hardly deterred by geographical, linguistic, or financial barriers. Competence and administrative hurdles play into their hands.

The latter has largely contributed to public security becoming an important political and economic issue, nationally as well as internationally. Politics, public organisations and businesses closely collaborate to guarantee public security and maintain a stable environment for economic prosperity.

Security

Security is the degree of resistance to, or protection from, harm. It applies to any vulnerable and valuable asset, such as a person, dwelling, community, item, nation, or organization.

As noted by the Institute for Security and Open Methodologies (ISECOM) in the OSSTMM 3, security provides "a form of protection where a separation is created between the assets and the threat." These separations are generically called "controls," and sometimes include changes to the asset or the threat.

Security has two dialogues. Negative dialogue is about danger, risk, threat and etc. Positive dialogue is about opportunities, Interests, profits and etc. Negative dialogue needs military equipment, armies, police. Positive dialogue needs social capital, Education, social interaction.

Perceived security compared to real security

Perception of security may be poorly mapped to measureable objective security. For example, the fear of earthquakes has been reported to be more common than the fear of slipping on the bathroom floor although the latter kills many more people than the former. Similarly, the perceived effectiveness of security measures is sometimes different from the actual security provided by those measures. The presence of security protections may even be taken for security itself. For example, two computer security programs could be interfering with each other and even cancelling each other's effect, while the owner believes s/he is getting double the protection.

Public

In public relations and communication science, publics are groups of individual people, and the public (a.k.a. the general public) is the totality of such groupings. This is a different concept to the sociological concept of the Öffentlichkeit or public sphere. The concept of a public has also been defined in political science, psychology, marketing, and advertising. In public relations and communication science, it is one of the more ambiguous concepts in the field. Although it has definitions in the theory of the field that have been formulated from the early 20th century onwards, it has suffered in more recent years from being blurred, as a result of conflation of the idea of a public with the notions of audience, market segment, community, constituency, and stakeholder.

The name "public" originates with the Latin publicus (also poplicus), from populus, and in general denotes some mass population ("the people") in association with some matter of common interest. So in political science and history, a public is a population of individuals in association with civic affairs, or affairs of office or state. In social psychology, marketing, and public relations, a public has a more situational definition.John Dewey defined (Dewey 1927) a public as a group of people who, in facing a similar problem, recognize it and organize themselves to address it. Dewey's definition of a public is thus situational: people organized about a situation. Built upon this situational definition of a public is the situational theory of publics by James E. Grunig (Grunig 1983), which talks of nonpublics (who have no problem), latent publics (who have a problem), aware publics (who recognize that they have a problem), and active publics (who do something about their problem).

Freedom of information laws by country

Freedom of Information laws (FOI laws) allow access by the general public to data held by national governments. They establish a "right-to-know" legal process by which requests may be made for government-held information, to be received freely or at minimal cost, barring standard exceptions. Also variously referred to as open records, or sunshine laws (in the United States), governments are typically bound by a duty to publish and promote openness. In many countries there are constitutional guarantees for the right of access to information, but these are usually unused if specific support legislation does not exist.

Introduction

Over 95 countries around the world have implemented some form of freedom of information legislation.Sweden's Freedom of the Press Act of 1766 is the oldest in the world.

Most freedom of information laws exclude the private sector from their jurisdiction thus information held by the private sector cannot be accessed as a legal right. This limitation has serious implications because the private sector performs many functions which were previously the domain of the public sector. As a result, information that was previously public is now within the private sector, and the private contractors cannot be forced to disclose information.
