Philippines : Duterte declares martial law after Mindanao attack
Emergency declaration follows heavy clashes between security forces and fighters in Mindanao's Marawi city.
President Rodrigo Duterte has placed Mindanao under martial law, Presidential Spokesperson Ernesto Abella said late Tuesday night.
Speaking in a joint press briefing in Moscow, Russia along with Defense Secretary Delfin Lorenzana and Foreign Affairs Secretary Alan Peter Cayetano, Abella said the President made the declaration at 10 p.m., Manila time, in connection with the clashes between government forces and terrorist groups in Marawi City which erupted Tuesday afternoon.
"(Senior Deputy Executive Secretary Menardo Guevarra) has clarified that this was possible on the grounds of existence of rebellion because of what is happening in Mindanao based on Article 7, Section 18 of the Constitution. This is good for 60 days," Abella said.
For his part, Lorenzana said although the current armed conflict was only confined in Marawi City, the President decided to declare martial law all over Mindanao since there were also security problems in nearby areas like in Sulu, Zamboanga peninsula, Central Mindanao and the Davao Region.
President Duterte said in his previous speeches that once he declares martial law in Mindanao, he would want to solve all of the security problems there, once and for all.
Lorenzana said the declaration of martial law will help the government control the terrorists' movements.
"Lahat ng gagawin na dapat gawin sa martial law (Everything that needs to be done during the martial law), we will implement. Control of movement, searches and arrest of detained people for suspension of writ of habeas corpus," he said, adding details will follow in the next days.

CPP-NPA attack on a CAFGU Detachment in vicinity SUMIFRU compound in Barangay Tuburan, Mawab, Compostela Valley Province in the morning of January 15, 2012. Six (6) CPP-NPA members were killed in this incident.
The soldiers recovered one (1) M60 Machinegun; two (2) M14; two (2) M16 rifles; one (1) caliber .45 pistol; six (6) cadavers; and a dump truck in the encounter site. There was no casualty on the government side.
A concerned civilian in the area alerted the CAFGU members and soldiers of 66th Infantry Battalion about the planned attack of the NPA. More or less 20 NPA were on board a stolen dump truck when the 15-minute attack occurred. Other NPA members including the leader ran for their lives after the incident. Accordingly, SUMIFRU did not heed to the NPA's extortion demand. SUMIFRU (Philippines) Corporation is a Japanese company operates in Mindanao for banana, pineapple and papaya production.
The villagers were commended by the local government of Compostela Valley Province and the 10th Infantry Division for timely reporting to the military on the NPA's attack plan.

Mindanao
Mindanao (/mɪndəˈnaʊ/ min-də-NOW) is the second largest and southernmost major island in the Philippines. It is also the name of one of the three island groups in the country (the other two being Luzon and the Visayas), consisting of the island of Mindanao and smaller outlying islands. Davao City is the largest city in Mindanao. As of the 2010 census, the island's population itself is 20,281,545 people, while the Mindanao island group has 21,968,174 inhabitants.
Parts of south-western Mindanao island group, particularly the provinces of Maguindanao, Basilan, Lanao del Sur, Sulu, and Tawi-Tawi (part of the Autonomous Region of Muslim Mindanao (ARMM)), are home to a sizeable Muslim population, making the island group, along with Palawan, the only area of the Philippines with a significant Muslim presence. Due to widespread poverty and religious differences, the island has seen a communist insurgency as well as armed Moro separatist movements.
Mindanao is considered the food basket of the Philippines. Eight of the top 10 agri-commodities exported from the Philippines come from here. Mindanao is also dubbed with the moniker as The Philippines' Land of Promise.

Rodrigo Duterte
Rodrigo "Rody" Roa Duterte (born March 28, 1945), nicknamed Digong, is a Filipino lawyer and politician of Visayan descent. Duterte is among the longest-serving mayors in the Philippines. He has been mayor of Davao City, a highly urbanized city on Mindanao island, for 7 terms, totalling more than 22 years. He has also served as vice-mayor and congressman in the city.
On November 21, 2015, Duterte declared his candidacy for President of the Philippines in the upcoming 2016 election after a period of banter.
Early life
Duterte was born on March 28, 1945 in Maasin, Leyte in the Philippine Commonwealth to Vicente G. Duterte, who served as Governor of (the then-undivided) Davao and Soledad Roa, a native of Cabadbaran, Agusan who was a school teacher and a civic leader. Duterte's father Vicente, prior to being provincial governor of Davao, was once a mayor of Danao in Cebu. Rodrigo's cousin Ronald, on the other hand, served as Cebu City mayor from 1983 to 1986. Ronald’s father, Ramon Duterte, also held the position from 1957 to 1959. The Dutertes consider the political families of the Durano and the Almendras clan as relatives.

President Rodrigo Duterte has placed Mindanao under martial law, Presidential Spokesperson Ernesto Abella said late Tuesday night.
Speaking in a joint press briefing in Moscow, Russia along with Defense Secretary Delfin Lorenzana and Foreign Affairs Secretary Alan Peter Cayetano, Abella said the President made the declaration at 10 p.m., Manila time, in connection with the clashes between government forces and terrorist groups in Marawi City which erupted Tuesday afternoon.
"(Senior Deputy Executive Secretary Menardo Guevarra) has clarified that this was possible on the grounds of existence of rebellion because of what is happening in Mindanao based on Article 7, Section 18 of the Constitution. This is good for 60 days," Abella said.
For his part, Lorenzana said although the current armed conflict was only confined in Marawi City, the President decided to declare martial law all over Mindanao since there were also security problems in nearby areas like in Sulu, Zamboanga peninsula, Central Mindanao and the Davao Region.
President Duterte said in his previous speeches that once he declares martial law in Mindanao, he would want to solve all of the security problems there, once and for all.
Lorenzana said the declaration of martial law will help the government control the terrorists' movements.
"Lahat ng gagawin na dapat gawin sa martial law (Everything that needs to be done during the martial law), we will implement. Control of movement, searches and arrest of detained people for suspension of writ of habeas corpus," he said, adding details will follow in the next days.

CPP-NPA attack on a CAFGU Detachment in vicinity SUMIFRU compound in Barangay Tuburan, Mawab, Compostela Valley Province in the morning of January 15, 2012. Six (6) CPP-NPA members were killed in this incident.
The soldiers recovered one (1) M60 Machinegun; two (2) M14; two (2) M16 rifles; one (1) caliber .45 pistol; six (6) cadavers; and a dump truck in the encounter site. There was no casualty on the government side.
A concerned civilian in the area alerted the CAFGU members and soldiers of 66th Infantry Battalion about the planned attack of the NPA. More or less 20 NPA were on board a stolen dump truck when the 15-minute attack occurred. Other NPA members including the leader ran for their lives after the incident. Accordingly, SUMIFRU did not heed to the NPA's extortion demand. SUMIFRU (Philippines) Corporation is a Japanese company operates in Mindanao for banana, pineapple and papaya production.
The villagers were commended by the local government of Compostela Valley Province and the 10th Infantry Division for timely reporting to the military on the NPA's attack plan.

Beware when traveling to the Southern Island of Mindanao in the Philippines. I have been getting quite a few comments and questions with regard to my trips to Mindanao in the Southern Philippines. Asking if I'm a bit concerned for my safety. I would say yes maybe a little bit more now after these comments. I am always a little nervous on my way over there, but once I hit the airport in General Santos City I'm good. On my very first trip there I was a little bit worried, because of what I had read about the problems they are having with terrorism and the kidnappings on the Island of Mindanao along with the travel warnings issued by the US state department. When we were coming in for a landing at GenSan you fly out over the Sarangani bay and then turn and bank in for the landing. I've spent 15 years in the military and on my first landing there I was thinking that if were going to get shot down this is the perfect chance to do it.
I went there to meet a girl I had been chatting with on Skype who I had meant on one of the online dating sites. The trip was wonderful, the Sarangani area is beautiful, there was lots to do with so many resorts along the bay and the Festivals. On that trip I fell in love with the Philippines. I had absolutely no trouble nor did I see any trouble and the people were extremely hospitable and Friendly. I had registered my trip through the state departments STEP program or the Smart Travelers Enrollment Program. There will forward your travel itinerary to the US Embassy in Manila. They will then text out any necessary travel warnings, weather alerts and such. I recommend you registering with STEP for all your international travels and it's free. When I registered my trip within a few hours I got a text warning that I should not travel to Mindanao. So yes, I was a little bit concerned.

Here is my second gopro video about my adventure trip to the beautiful and exquisite island of Siargao. The island is so breathtaking located 800 kilometers southeast of Manila in the province of Surigao del Norte. There are different ways to get there. You can take the Manila to Cebu flight via the different air carriers. Then from Cebu, take a flight to Sayak airport in Siargao island. You can get or hire a local tour guide with his matching tricycle to tour you around and everywhere on the island.
Siargao contains the largest mangrove forest reserve in Mindanao. That's why we saw plenty of them around during our tour. We checked in at the local Reef9 Beach Houses which is a very, very good accommodation for travellers, budgetwise. We first sought the famous Sohoton cave and stingless jellyfish reserves in Socorro island but due to adverse weather and wave conditions, we had to cancel and turn back. We then went island hopping to the three famous islands off Siargao's coast, Guyam, Daku and Naked islands. And then we also went surfing to the famous Cloud 9 surf spot with its famous tubing waves. I would recommend coming to the island before April ends where there are no storms or low pressure areas forming and by September where the start of the Cloud 9 international and local surfing competitions are held which are frequented by local and international surfers. I got to try them myself. Please see this video made using my Gopro Hero 4.

President Rodrigo Duterte has placed Mindanao under martial law, Presidential Spokesperson Ernesto Abella said late Tuesday night. Speaking in a joint press briefing in Moscow, Russia along with Defense Secretary Delfin Lorenzana and Foreign Affairs Secretary Alan Peter Cayetano, Abella said the President made the declaration at 10 p.m., Manila time, in connection with the clashes between government forces and terrorist groups in Marawi City which erupted Tuesday afternoon. "(Senior Deputy Executive Secretary Menardo Guevarra) has clarified that this was possible on the grounds of existence of rebellion because of what is happening in Mindanao based on Article 7, Section 18 of the Constitution. NPA Attack
CPP-NPA attack on a CAFGU Detachment in vicinity SUMIFRU compound in Barangay Tuburan, Mawab, Compostela Valley Province in the morning of January 15, 2012. Six (6) CPP-NPA members were killed in this incident. The soldiers recovered one (1) M60 Machinegun; two (2) M14; two (2) M16 rifles; one (1) caliber .45 pistol; six (6) cadavers; and a dump truck in the encounter site. There was no casualty on the government side. A concerned civilian in the area alerted the CAFGU members and soldiers of 66th Infantry Battalion about the planned attack of the NPA. More or less 20 NPA were on board a stolen dump truck when the 15-minute attack occurred. Other NPA members including the leader ran for their lives after the incident. President Rodrigo Duterte has placed Mindanao under martial law, Presidential Spokesperson Ernesto Abella said late Tuesday night.
Speaking in a joint press briefing in Moscow, Russia along with Defense Secretary Delfin Lorenzana and Foreign Affairs Secretary Alan Peter Cayetano, Abella said the President made the declaration at 10 p.m., Manila time, in connection with the clashes between government forces and terrorist groups in Marawi City which erupted Tuesday afternoon.
"(Senior Deputy Executive Secretary Menardo Guevarra) has clarified that this was possible on the grounds of existence of rebellion because of what is happening in Mindanao based on Article 7, Section 18 of the Constitution. This is good for 60 days," Abella said.
For his part, Lorenzana said although the current armed conflict was only confined in Marawi City, the President decided to declare martial law all over Mindanao since there were also security problems in nearby areas like in Sulu, Zamboanga peninsula, Central Mindanao and the Davao Region.
President Duterte said in his previous speeches that once he declares martial law in Mindanao, he would want to solve all of the security problems there, once and for all.
Lorenzana said the declaration of martial law will help the government control the terrorists' movements.
"Lahat ng gagawin na dapat gawin sa martial law (Everything that needs to be done during the martial law), we will implement. Control of movement, searches and arrest of detained people for suspension of writ of habeas corpus," he said, adding details will follow in the next days.

Journalism is under attack everywhere in Asia -- Kevin Lau is chopped in Hong Kong, China's government claws back central control over a burgeoning media industry, murders in Mindanao go unpunished, reporters are arrested in newly opened Burma for exposing a chemical weapons lab. Many big media companies lack the budget or commitment to push back against government intimidation. In spite of this, investigative journalism has taken root in the region as it spread globally over the past 15 years. Investigative teams in Brazil, China, and India are now capable of doing world-class work, while data journalism and digital tools have expanded the reach of reporters across borders. Mr. Kaplan will look at the prospects for the field's continued growth -- in Asia and around the world.
Over a 35-year career, Mr Kaplan has reported from two dozen countries and won more than 20 major awards. He was a chief investigative correspondent for U.S. News & World Report, and his books include YAKUZA, on the Japanese mafia, and Fires of the Dragon, on the murder of Chinese-American journalist Henry Liu. The Global Investigative Journalism Network is composed of nonprofit investigative journalism organizations that produce stories, conduct training, provide resources, and encourage the creation of similar nonprofit groups. It was created in 2003 when more than 300 journalists from around the world gathered for the second Global Investigative Journalism Conference in Copenhagen. Since then it has grown to more than 90 member organizations in 40 countries.

Presidential Spokesperson Edwin Lacierda said during the regular press briefing in Malacanang on Wednesday that the government is enforcing a stricter procedure in screening passengers at the country's international airports.
"We are monitoring any possible entrance of enterovirus through people coming from abroad. So we are making sure that this is being addressed and so far wala pa naman tayong incident of enterovirus coming from abroad," Lacierda said.
Lacierda noted that the Department of Health (DOH) has already instructed the Bureau of Quarantine to further increase the screening of all arriving travelers as a routine precaution.
Health Secretary Enrique T. Ona alerted all hospitals to ensure timely reporting of suspected cases and outbreaks of enterovirus-71, according to Lacierda.
The DOH received an official report from the World Health Organization (WHO) that it discovered the presence of Enterovirus 71 in samples that were collected from these patients in Cambodia.
The health department averred that the Cambodian deaths were compatible with a fatal disease (encephalitis) associated with EV-71 rather than the milder hand, foot and mouth disease (HFMD) contrary to earlier report.
The DOH also clarifed that the hand, foot and mouth disease (HFMD) should not be confused with foot and mouth disease in animals.
Non-fatal EV-1 infections including HFMD have been infrequently reported in the past in the Philippines. The DOH is now working with WHO authorities to guarantee proper reporting of these cases.
No travel restrictions to and from Cambodia are necessary at this time even as the DOH Bureau of Quarantine continue to screen in-bound travelers at all points of entry. (js)

Malacanang condemned Wednesday the recent bombing in Mindanao saying the Aquino administration wouldn't be deterred by violence in carrying out reforms in the Autonomous Region in Muslim Mindanao (ARMM).
Another bomb attack was reported in the ARMM on Monday injuring two, which authorities said may be linked to the ongoing voter's registration in the region.

Palace defends conditional cash transfer program
Malacañang defended on Wednesday its conditional cash transfer (CCT) program, saying that the funding aid provided to marginalized members of society was an "investment on the people."
In a press briefing in Malacañang, Presidential Spokesperson Edwin Lacierda said the CCT has provided the future generation of Filipino children with opportunities to earn an education and at the same time has given Filipino mothers a chance to live healthy lives in order to help them care for their families.
