On July 17, 2014, Eric Garner died in Staten Island, New York City, after a New York City Police Department (NYPD) officer put him in what has been described as a chokehold for about 15 to 19 seconds while arresting him. The New York City Medical Examiner's Office attributed Garner's death to a combination of a chokehold, compression of his chest, and poor health. NYPD policy prohibits the use of chokeholds, and the Patrolmen's Benevolent Association (PBA), a NYPD police union, said that the officer did not use a chokehold.
NYPD officers approached Garner on suspicion of selling "loosies" (single cigarettes) from packs without tax stamps. After Garner told the police that he was tired of being harassed and that he was not selling cigarettes, the officers went to arrest Garner. When officer Daniel Pantaleo took Garner's wrist behind his back, Garner swatted his arms away. Pantaleo then put his arm around Garner's neck and pulled him backwards and down onto the ground. After Pantaleo removed his arm from Garner's neck, he pushed Garner's face into the ground while four officers moved to restrain Garner, who repeated "I can't breathe" eleven times while lying facedown on the sidewalk. After Garner lost consciousness, officers turned him onto his side to ease his breathing. Garner remained lying on the sidewalk for seven minutes while the officers waited for an ambulance to arrive. The officers and EMTs did not perform CPR on Garner at the scene; according to a spokesman for the PBA, this was because they believed that Garner was breathing and that it would be improper to perform CPR on someone who was still breathing. He was pronounced dead at the hospital approximately one hour later.

Murder is the killing of another human being without justification or valid excuse, and it is especially the unlawful killing of another human being with malice aforethought. This state of mind may, depending upon the jurisdiction, distinguish murder from other forms of unlawful homicide, such as manslaughter.
Most societies, from ancient to modern, have considered murder a very serious crime deserving harsh punishment for purposes of retribution, deterrence, rehabilitation, or incapacitation. There are many reasons why murder has been criminalized, including its costs to society as well as being considered intrinsically wrong. For example, murder may be considered intrinsically wrong because it violates a right to life or is oppressive; murder may be costly to society by undermining law and order, by squandering potential accomplishments of the victims, by risking escalation of violence, or by spreading fear and grief.
In most countries, a person convicted of murder is typically given a long prison sentence, possibly a life sentence where permitted. In other countries, the death penalty may be imposed for such an act; this practice, however, is becoming less common.
The given name Eric, Erik, or Erick is derived from the Old Norse name Eiríkr (or Eríkr in Eastern Scandinavia due to monophthongization). The first element, ei- is derived either from the older Proto-Norse *aina(z) meaning "one" or "alone" or from Proto-Norse *aiwa(z) meaning "ever" or "eternal". The second element -ríkr derives either from *rík(a)z meaning "ruler" or "prince" (cf. Gothic reiks) or from an even older Proto-Germanic *ríkiaz which meant "powerful" and "rich". The name is thus usually taken to mean "one ruler", "autocrat", "eternal ruler" or "ever powerful", "warrior", and "government".
The most common spelling in Scandinavia is Erik. In Norway, another form of the name (which has kept the Old Norse diphthong) Eirik is also commonly used. In Finland, the form Erkki is also used. The modern Icelandic version is Eiríkur, while the modern Faroese version is Eirikur. Éric [eʁik] is used in French, and in Germany Eric, Erik and Erich are used.
Although the name was in use in Anglo-Saxon England, its use was reinforced by Scandinavian settlers arriving before the Norman Invasion. It was an uncommon name in England until the Middle Ages, when it gained popularity, and finally became a common name in the 19th century. This was partly because of the publishing of the novel Eric, or, Little by Little by Frederick William Farrar in 1858.
Staten Island /ˌstætən ˈaɪlənd/ is one of the five boroughs (counties) of New York City, in the state of New York, in the United States. In the southwest of the city, Staten Island is the southernmost part of both the city and state of New York, with Conference House Park at the southern tip of the island and the state. The borough is separated from New Jersey by the Arthur Kill and the Kill Van Kull, and from the rest of New York by New York Bay. With a 2014 Census-estimated population of 473,279, Staten Island is the least populated of the boroughs but is the third-largest in area at 58 sq mi (150 km2). The borough is coextensive with Richmond County, and until 1975 was officially the Borough of Richmond. Its flag was later changed to reflect this, though the official seal remains unchanged. Staten Island has been sometimes called "the forgotten borough" by inhabitants who feel neglected by the city government.
The North Shore — especially the neighborhoods of St. George, Tompkinsville, Clifton, and Stapleton — is the most urban part of the island; it contains the officially designated St. George Historic District and the St. Paul’s Avenue-Stapleton Heights Historic District, which feature large Victorian houses. The East Shore is home to the 2.5-mile (4 km) F.D.R. Boardwalk, the fourth-longest in the world. The South Shore, site of the 17th-century Dutch and French Huguenot settlement of developed rapidly beginning in the 1960s and 1970s; it is mostly suburban in character. The West Shore is the least populated and most industrial part of the island.
A Staten Island grand jury decided not to indict Officer Daniel Pantaleo after video showed him putting Garner in an apparent chokehold.
Daniel Pantaleo, the police officer who was stripped of his gun and shield after he put Eric Garner in a fatal chokehold almost exactly one year ago, wants to return to his old job. Pantaleo is under 24-hour police protection due to the reported amount of death threats he receives. Although a Staten Island grand jury voted not to indict Pantaleo last year, a Department of Justice investigation into Garner's death is still underway. His lawyer, Stuart London, told the New York Daily News that hasn't discouraged Pantaleo. "The unbelievable part is this has not sourced him one bit on doing law enforcement, said London. A Staten Island grand jury has elected not to charge an NYPD officer for his role in Eric Garner's death. The 43-year-old died in July after officer Daniel Pantaleo placed him in a chokehold. The encounter, which was caught on camera, incited outrage after going viral. According to the New York Post, the grand jury reached a "no bill" vote, clearing Pantaleo of any potential charges. Earlier today, it was reported that the panel would decide by the end of the week whether or not Pantaleo would be charged. The decision was reached after months of testimony, including from the officer who used the chokehold, Daniel Pantaleo. Eric Garner's family intends to sue the city of New York for $75 million in damages, officials say. The 43-year-old Staten Island native died in July after NYPD Officer Daniel Pantaleo applied a chokehold in an attempt to subdue him. According to the Associated Press, Garner's family filed a notice with the city comptroller's office yesterday, initiating the legal process. The Associated Press adds that the suit also targets the NYPD and six of its officers. New York Police Commissioner Bill Bratton on Thursday unveiled sweeping new rules under which officers must document every time they use force - not just in arrests but also in brief encounters with the public - amid a national outcry over police violence. The guidelines for the department, the largest U.S. police force with more than 35,000 officers, will go into effect in early 2016. Bratton said they may serve as a national template for reporting and investigating use of force. Former police officer Ken Williams gives direct and specific information about the police death of Eric Garner, who died in the hands of the NYPD. According to Williams, the officers involved in the incident, along with the medical personnel in involved in the case, were blatantly negligent in not administering CPR to Garner when he was on the ground. He also says that there was a fraud committed by officers and medical professionals who basically pretended that a dead man was alive while the cameras were rolling. In a move that surprised everyone, the NY Police Officer's union came forth to talk about the recent killing of Eric Garner at the hands of the NYPD. Rather than expressing condolences for the family or admitting any wrong-doing of their own, the NYPD has concluded that Eric Garner did not die form a chokehold last week. This was surprising, since the medical examiner, who works for the very same government as the NYPD, ruled Garner's death a homicide. New York Democrats spoke Tuesday in reaction to a New York grand jury's decision not to indict NYPD officer Daniel Pantaleo in the death of unarmed, 43-year-old Eric Garner. Speakers included U.S. Representatives Hakeem Jeffries, Charlie Rangel, Nydia Velazquez, Gregory Meeks, Yvette Clarke, Jose Serrano and other members of the New York Congressional delegation.
