ROUGH CUT (NO REPORTER NARRATION) STORY: U.S. House of Representatives Speaker John Boehner, who struggled with repeated rebellions by conservatives during a tumultuous five-year reign as the chamber's top Republican, will step down from the speakership and leave the House at the end of October. Boehner was seen walking through the halls of the Capitol flanked by reporters and heard saying "a wonderful day," though he did not answer questions about why he resigned or how he was feeling. The Ohio lawmaker, age 65, stunned Republican House members at a morning meeting on Friday with the announcement he will leave the top job in the 435-seat chamber and resign his seat effective on Oct. 30. U.S. Representative Kevin McCarthy of California, the No. 2 House Republican, quickly became the leading contender to replace Boehner as speaker, lawmakers said. Representative Paul Ryan, a former U.S. vice presidential candidate, told reporters in a Capitol hallway that McCarthy would likely be the next speaker. Ryan said, "I don't want to be speaker." Boehner's decision eased the threat of a government shutdown next week, with many Republicans saying they would forge ahead with a "clean" spending bill that does not withhold funding from the women's reproductive health group Planned Parenthood, as threatened by conservatives who objected to the group's abortion services. John Boehner
John Andrew Boehner (/ˈbeɪnər/ BAY-nər; born November 17, 1949) is an American politician who served as the 53rd Speaker of the United States House of Representatives from 2011 to 2015. A member of the Republican Party, he was the U.S. Representative from Ohio's 8th congressional district, serving from 1991 to 2015. The district included several rural and suburban areas near Cincinnati and Dayton.
Boehner previously served as the House Minority Leader from 2007 until 2011, and House Majority Leader from 2006 until 2007. Boehner's almost nine years as the Republican Leader in the House (four years as Minority Leader and nearly five years as Speaker) was the longest consecutive tenure for a Republican Leader in the House since Bob Michel of Illinois served 14 years as House Minority Leader from 1981 through 1995.
On September 25, 2015, Boehner announced he would resign the Speakership and retire from Congress effective October 30. However, due to later developments in the succession plans of Majority Leader Kevin McCarthy, Boehner announced he would remain Speaker until the election of a successor, potentially delaying his originally planned retirement.

House of Representatives is the name of legislative bodies in many countries and sub-national entitles. In many countries, the House of Representatives is the lower house of a bicameral legislature, with the corresponding upper house often called a "Senate". In some countries, the House of Representatives is the sole chamber of a unicameral legislature.
The functioning of a house of representatives can vary greatly from country to country, and depends on whether a country has a parliamentary or a presidential system. Members of a House of Representatives are typically apportioned according to population rather than geography.
National legislatures
The Indonesian People's Representative Council (Dewan Perwakilan Rakyat, DPR) is generally known in English as the "House of Representatives", as is the Dewan Rakyat of the Parliament of Malaysia and the Dáil Éireann of the Irish Oireachtas parliament. In the 2012 draft for a new Constitution of Egypt, the People's Assembly is called "House of Representatives".

Speaker (politics)
The Speaker of a deliberative assembly, especially a legislative body, is its presiding officer (chair). The title was first used in 1377 in England.
Usage
The speaker's official role is to moderate debate, make rulings on procedure, announce the results of votes, and the like. The speaker decides who may speak and has the powers to discipline members who break the procedures of the house. The speaker often also represents the body in person, as the voice of the body in ceremonial and some other situations. The title was first recorded in 1377 to describe the role of Thomas de Hungerford in the Parliament of England.
By convention, Speakers are normally addressed in Parliament as 'Mister Speaker', if a man, or 'Madam Speaker', if a woman. In other cultures other styles are used, mainly being equivalents of English "chairman" or "president". Many bodies also have a speaker pro tempore (or deputy speaker), designated to fill in when the speaker is not available.
Australia
The Speaker of the Australian House of Representatives is the presiding officer of the Australian House of Representatives, the lower house of the Parliament of Australia. The current Speaker has been Tony Smith since 10 August 2015, after the resignation of embattled speaker Bronwyn Bishop.

Pope Francis
Pope Francis (Latin: Franciscus; Italian: Francesco; Spanish: Francisco; born Jorge Mario Bergoglio, 17 December 1936) is the 266th and current Pope of the Roman Catholic Church, a title he holds ex officio as Bishop of Rome, and Sovereign of the Vatican City. He chose Francis as his papal name in honor of Saint Francis of Assisi. Francis is the first Jesuit pope, the first from the Americas, the first from the Southern Hemisphere and the first non-European pope since the Syrian Gregory III in 741.
Born in Buenos Aires, Argentina, Bergoglio worked briefly as a chemical technologist and nightclub bouncer before beginning seminary studies. He was ordained a Catholic priest in 1969 and from 1973 to 1979 was Argentina's provincial superior of the Society of Jesus. He was accused of handing two priests to the National Reorganization Process during the Dirty War, but the lawsuit was ultimately dismissed. He became the Archbishop of Buenos Aires in 1998 and was created a cardinal in 2001 by Pope John Paul II. He led the Argentine Church during the December 2001 riots in Argentina, and the administrations of Néstor Kirchner and Cristina Fernández de Kirchner considered him a political rival. Following the resignation of Pope Benedict XVI on 28 February 2013, a papal conclave elected Bergoglio as his successor on 13 March.

ROUGH CUT (NO REPORTER NARRATION) STORY: U.S. House of Representatives Speaker John Boehner, who struggled with repeated rebellions by conservatives during a tumultuous five-year reign as the chamber's top Republican, will step down from the speakership and leave the House at the end of October. Boehner was seen walking through the halls of the Capitol flanked by reporters and heard saying "a wonderful day," though he did not answer questions about why he resigned or how he was feeling. The Ohio lawmaker, age 65, stunned Republican House members at a morning meeting on Friday with the announcement he will leave the top job in the 435-seat chamber and resign his seat effective on Oct. 30. U.S. Representative Kevin McCarthy of California, the No. 2 House Republican, quickly became the leading contender to replace Boehner as speaker, lawmakers said. Representative Paul Ryan, a former U.S. vice presidential candidate, told reporters in a Capitol hallway that McCarthy would likely be the next speaker. Ryan said, "I don't want to be speaker." Boehner's decision eased the threat of a government shutdown next week, with many Republicans saying they would forge ahead with a "clean" spending bill that does not withhold funding from the women's reproductive health group Planned Parenthood, as threatened by conservatives who objected to the group's abortion services. Prior to that, she founded and served as Executive Director of the Center for the Advancement and Study of International Education (CASIE) in Atlanta, whose board she now chairs. She also serves on the board of the United World College in New Mexico.
Between 1982 and 2002, she was Curator of Near Eastern Art at the Carlos Museum of Emory University and taught courses on Ancient Archaeology and Islamic Art in the University's Art History Department. Seefried has been a regular pro-bono lecturer on art and archaeology topics as well as on international education and more recently on World War I, its causes and its consequences.
Born a French citizen in Tunisia, Seefried became a US citizen in 1985. After a classical (Latin/Greek) secondary education, she did her undergraduate and graduate studies in History at the Sorbonne University in Paris from where she also holds her Ph.D. She is fluent in English, French, German and Italian. In 2005, the French Government made her a "chevalier" in the Order of the Academic Palms, and in 2009 in the Order of Merit.

Exclusive interview with WeHo’s (likely) next Congress person, Adam Schiff
West Hollywood’s annual CSW LA Gay Pride festival and parade enjoyed a singular first this year – the first time in history that its congress member from the United State House of Representative (presumptive) attended and rode in the parade.
WeHo News took the opportunity to interview Rep. Adam Schiff, currently serving the 29th Congressional District and presumably representing West Hollywood/Hollywood after his re-election to his newly-drawn 28th District in November.
If re-elected, he will begin actively serving the Creative City when Congress swears itself in in January, 2013. He will replace Rep. Henry Waxman, who has represented West Hollywood since 1975.
The interview was far ranging and focused on what he can do for West Hollywood and its interests from his seat on two powerful committees.
Congress member Schiff serves on the Permanent Select Committee on Intelligence.
The committee oversees the nation’s intelligence activities, including the Central Intelligence Agency (CIA), the Office of the Director of National Intelligence (DNI), and the National Security Agency (NSA).
As a member of the committee, Rep. Schiff serves as Ranking Member on the Subcommittee on Technical and Tactical Intelligence.
He also serves on the House Appropriations Committee. The powerful Appropriations Committee is charged with funding many of the core functions of the federal government.
As a Democrat in a Republican-controlled House of Representatives, Rep. Schiff can have little direct influence over legislation passed in the House these days, but actively agitates for Democrat Party principles of government from his committees and by using discretionary power through his office.
WeHo News sat down with the Representative in the shaded VIP area of the CSW LA Gay Pride 2012 festival on a bright, breezy Saturday afternoon and conducted a 35 minute interview, which can be heard in its entirety below.
This is the first installment of a three-part interview. The subjects discussed herein are on issues of intense local interest, including gay rights, intellectual property and copyright protections and tourism.
Future installments of this interview will deal with the federal budget issues and the Congress member’s role on the Appropriations Committee and foreign policy and security issues and his role on the Permanent Select Committee on Intelligence.
WeHo News: This is your first time at LA Gay Pride.
Rep. Adam Schiff: This is my first time at this Pride Festival and I am delighted to be here and having a great time. This is a city that knows how to enjoy itself.
WeHo News: You’ll be in the parade tomorrow, accompanying the Mayor, right? I hope you’re able to get out of the car and witness some of the goings-on.
Rep. Adam Schiff: (jesting) I hear it’s quite a tame, sedate and tranquil event.
WeHo News: We’ve had a couple of decisions at the Federal Appeal Court level in the past ten days. The 1st Circuit Court struck down the Defense of Marriage Act (DOMA) and the 9th Circuit decided not to re-hear Prop 8.
Where are you on (House Speaker) John Boehner’s legal defense fund and is there any way you can throw a wrench into those works?
Rep. Adam Schiff: I strongly disagree with what the Speaker is doing. The Speaker is using the resources of the House of Representatives to defend a law that I feel is unconstitutional, and that is DOMA.
Unfortunately we are still in the minority and the Speaker has already spent $750,000 on this litigation and is now seeking to spend another three-quarters of a million dollars.
At a time when we’re fighting to keep health care services funded and so many other urgent priorities, to be throwing money up to defend an unconstitutional law seems to me a terrible disservice to the country.
I was delighted to see the 1st Circuit opinion striking down DOMA, am a strong supporter of Marriage Equality, am very proud of our President and was very gratified that the California 9th Circuit will not revisit the Proposition 8 decision.
All will ultimately rest with the US Supreme Court and it’s my hope the Supreme Court will do the right thing, although I have to say, these days I’m not all that encouraged by the Supreme Court.
WeHo News: Turning to civic affairs, West Hollywood’s economic base is in tourism, and hoteliers and the Marketing and Visitors Bureau tells me that severe limitations on travel visas prevent overseas visitors from reaching our hotels.
Rep. Adam Schiff: There are an enormous number of visitors who want to come as tourists, particularly from Asia, who have a very hard time getting their visas to visit. It takes so long to get through the security clearance.

Rep. Adam Schiff: This is my first time at this Pride Festival and I am delighted to be here and having a great time. This is a city that knows how to enjoy itself.
WeHo News: You’ll be in the parade tomorrow, accompanying the Mayor, right? I hope you’re able to get out of the car and witness some of the goings-on.
Rep. Adam Schiff: (jesting) I hear it’s quite a tame, sedate and tranquil event.
WeHo News: We’ve had a couple of decisions at the Federal Appeal Court level in the past ten days. The 1st Circuit Court struck down the Defense of Marriage Act (DOMA) and the 9th Circuit decided not to re-hear Prop 8.
Where are you on (House Speaker) John Boehner’s legal defense fund and is there any way you can throw a wrench into those works?
Rep. Adam Schiff: I strongly disagree with what the Speaker is doing. The Speaker is using the resources of the House of Representatives to defend a law that I feel is unconstitutional, and that is DOMA.
Unfortunately we are still in the minority and the Speaker has already spent $750,000 on this litigation and is now seeking to spend another three-quarters of a million dollars.
At a time when we’re fighting to keep health care services funded and so many other urgent priorities, to be throwing money up to defend an unconstitutional law seems to me a terrible disservice to the country.
I was delighted to see the 1st Circuit opinion striking down DOMA, am a strong supporter of Marriage Equality, am very proud of our President and was very gratified that the California 9th Circuit will not revisit the Proposition 8 decision.
All will ultimately rest with the US Supreme Court and it’s my hope the Supreme Court will do the right thing, although I have to say, these days I’m not all that encouraged by the Supreme Court.
WeHo News: Turning to civic affairs, West Hollywood’s economic base is in tourism, and hoteliers and the Marketing and Visitors Bureau tells me that severe limitations on travel visas prevent overseas visitors from reaching our hotels.
Rep. Adam Schiff: There are an enormous number of visitors who want to come as tourists, particularly from Asia, who have a very hard time getting their visas to visit. It takes so long to get through the security clearance.

As the date for Israeli Prime Minister Benjamin Netanyahu's speech at US Congress draws near, there are serious criticism about the necessity for his visit.
Earlier this week, a number of Democrats urged US House Speaker John Boehner to postpone Netanyahu's Congress speech, saying the address threatens Iran’s nuclear talks.
The upcoming speech has been criticized by top American officials because it has not been consulted with President Barack Obama.
Meanwhile, President Obama said he has serious differences with Netanyahu on Iran’s nuclear program and warned him against souring negotiations with Tehran.

Israeli Prime Minister Benjamin Netanyahu is about to address a joint session of Congress on the dangers of a possibly impending nuclear deal with Iran, which reportedly involves a 10-15 year restraint on the Iranian nuclear program that would reportedly allow Tehran to operate as many as 6,500 uranium enrichment centrifuges.
The speech (11 a.m. EST) was arranged on the initiative of House Speaker John Boehner. It was not authorized by the executive branch and has already harmed relations between the US and Israel.
The administration is scaling back the information it shares with Israel about the Iran negotiations. President Barack Obama, Vice President Joe Biden, and 56 out of 188 congressional democrats will not be attending the speech. Neither will Secretary of State John Kerry, who will be meeting with Iranian foreign minister Javad Zarif in Montreux, Switzerland instead.
Whatever Netanyahu actually says, the purpose of his speech is to build up congressional opposition to the coming deal.
Congress cannot stop a deal on its own, since the accord will be structured as a series of nonbinding political agreements precisely in order to circumvent any constitutional need for US congressional consent. But it can impact a nuclear agreement in other ways.
Congress could refuse to lift the sanctions on Iran that it passed, forcing Obama to affect a deal through a series of executive waivers — and raising the possibility that a future president would simply decide to stop issuing those waivers and re-impose sanctions.
As former US ambassador to Iraq and Washington Institute for Near East Policy scholar James Jeffrey argued, Congress could also strengthen the deal by providing "advance authorization for the administration to use force if Iran races to a weapons capability."
And Jeffrey notes that strategic concert with Iran is also a broader diplomatic project than Obama could possibly implement during his remaining years in office (Jeffrey argues that detente with China actually took decades to implement). Both the current Congress and a future presidential administration could have a role to play in firming up a deal while undercutting Iran's strategic ambitions.
Even if Congress can't cancel out or scuttle a deal, Netanyahu can at least make the case for damage control — and demonstrate that most of the US Congress and even most of the members of Congress from the president's own party are at least willing to hear him out.
The big question is what kind of approach Netanyahu will take.

Missouri Congressman Emanuel Cleaver will not join fellow Democrats in boycotting Tuesday’s controversial speech by Israeli Prime Minister Benjamin Netanyahu.
“As a Member of Congress, I feel it is my duty to attend and listen respectfully,” Cleaver said in a statement.
More than 50 Democrats plan to skip Netanyahu’s speech before a joint session of Congress on Tuesday because they say his appearance undermines President Barack Obama. They are upset that House Speaker John Boehner, R-Ohio, invited Netanyhu to speak without clearing it with the White House. The speech also comes at a politically sensitive time as Netanyahu faces re-election in Israel.
Many of those who chose to skip Netanyahu’s speech Tuesday are members of the Congressional Black Caucus, including chairman Rep. G.K. Butterfield, D-N.C., and Rep. John Lewis, D-Ga., a civil rights icon.
Cleaver, who previously served as chairman of the caucus, said in a statement Tuesday that he decided to attend Netanyahu’s speech “after much consideration” because it was the civil thing to do.
“This event has added more heat than light to the already acrimonious atmosphere in the halls of Congress,” said Cleaver, a minister who often writes “Dear Colleague” letters to other lawmakers, urging them to tone down bipartisan rancor.

The administration is scaling back the information it shares with Israel about the Iran negotiations. President Barack Obama, Vice President Joe Biden, and 56 out of 188 congressional democrats will not be attending the speech. Neither will Secretary of State John Kerry, who will be meeting with Iranian foreign minister Javad Zarif in Montreux, Switzerland instead.
Whatever Netanyahu actually says, the purpose of his speech is to build up congressional opposition to the coming deal.
Congress cannot stop a deal on its own, since the accord will be structured as a series of nonbinding political agreements precisely in order to circumvent any constitutional need for US congressional consent. But it can impact a nuclear agreement in other ways.
Congress could refuse to lift the sanctions on Iran that it passed, forcing Obama to affect a deal through a series of executive waivers — and raising the possibility that a future president would simply decide to stop issuing those waivers and re-impose sanctions.
As former US ambassador to Iraq and Washington Institute for Near East Policy scholar James Jeffrey argued, Congress could also strengthen the deal by providing "advance authorization for the administration to use force if Iran races to a weapons capability."
And Jeffrey notes that strategic concert with Iran is also a broader diplomatic project than Obama could possibly implement during his remaining years in office (Jeffrey argues that detente with China actually took decades to implement). Both the current Congress and a future presidential administration could have a role to play in firming up a deal while undercutting Iran's strategic ambitions.
Even if Congress can't cancel out or scuttle a deal, Netanyahu can at least make the case for damage control — and demonstrate that most of the US Congress and even most of the members of Congress from the president's own party are at least willing to hear him out.
The big question is what kind of approach Netanyahu will take.

Missouri Congressman Emanuel Cleaver will not join fellow Democrats in boycotting Tuesday’s controversial speech by Israeli Prime Minister Benjamin Netanyahu.
“As a Member of Congress, I feel it is my duty to attend and listen respectfully,” Cleaver said in a statement.
More than 50 Democrats plan to skip Netanyahu’s speech before a joint session of Congress on Tuesday because they say his appearance undermines President Barack Obama. They are upset that House Speaker John Boehner, R-Ohio, invited Netanyhu to speak without clearing it with the White House. The speech also comes at a politically sensitive time as Netanyahu faces re-election in Israel.
Many of those who chose to skip Netanyahu’s speech Tuesday are members of the Congressional Black Caucus, including chairman Rep. G.K. Butterfield, D-N.C., and Rep. John Lewis, D-Ga., a civil rights icon.
Cleaver, who previously served as chairman of the caucus, said in a statement Tuesday that he decided to attend Netanyahu’s speech “after much consideration” because it was the civil thing to do.
“This event has added more heat than light to the already acrimonious atmosphere in the halls of Congress,” said Cleaver, a minister who often writes “Dear Colleague” letters to other lawmakers, urging them to tone down bipartisan rancor.

Its critics have stated it acts as an agent of the Israeli government with a "stranglehold" on the United States Congress with its power and influence. There is some disagreement as to where AIPAC's agenda lies ideologically. Some critics on the political left allege that AIPAC holds views that are politically conservative in their nature, while AIPAC's membership has also been described as "overwhelmingly Democratic" by conservatives. AIPAC describes itself as a bipartisan organization, and bills it lobbies for in Congress are always jointly sponsored by both a Democrat and Republican.
In 2005, a Pentagon analyst pled guilty to charges of passing US government secrets to two AIPAC staffers in what is known as the AIPAC espionage scandal. Both staffers were later fired by AIPAC. In 2009 all charges against the former AIPAC employees were dropped.
The annual AIPAC Policy Conference is the largest gathering of the pro-Israel movement. Thousands of participants, up to 13,000 in the 2012 conference, come from all 50 states to take part in "three of the most important days affecting Israel's future." Held at the Washington Convention Center in Washington, D.C., numerous speakers, including Presidents and Prime Ministers, speak about the importance of the U.S.-Israel Relationship.
