The new chief constable of North Yorkshire wasted no time in making his presence felt after helping to detain a man just hours into his first shift.
Chief Constable Dave Jones was visiting Catterick Garrison Police Station as part of a tour of the county, when reports of a man being assaulted in Richmond town centre were radioed in at around 12.50am on Monday 3 June 2013.
Chief Constable Jones attended the scene of the incident, where local officers had stopped three men in their 20s. At this point, one of the suspects ran off towards Station Bank and onto station Road.
Chief Constable Jones gave chase on foot with other officers and they were directed by CCTV operators to where the suspect was last seen.
During a search of the area the suspect was spotted down an alleyway climbing over a wall. Chief Constable Jones went after him in company with another officer who arrested him on suspicion of affray.
The other two men were also arrested in connection with the incident.
Chief Constable Jones said: "It was important for me to get out and see the officers on the ground as soon as possible and it was good to be able to muck in with them so soon into my first shift!
"It was great to get involved, though, and it was good to be out there with them on the front line.
"Fortunately, the rest of my first shift was a bit quieter and I was able to get around the rest of the county and meet some of the officers and our partners who help to make North Yorkshire and the City of York one of the safest places in the country."
Sgt Simon Gannon, of North Yorkshire Police, said: "It was great to see the new Chief Constable getting out and about and responding to calls with local officers."
Catterick Garrison was the first stop for Chief Constable Jones who started his first shift with North Yorkshire Police at 12 midnight on Monday 3 June 2013. He responded to a suspected drink driver at Tesco in the Garrison before moving on to meet the Royal Military Police at the police station they share with local officers.
He then stopped off at the station's CCTV room before attending the incident in Richmond.
The next stop was Harrogate Police Station where he was shown round the new custody suite before heading to York for a visit to the Force Control Room.
Chief Constable Jones met the on-duty control room Chief Inspector and thanked the Richmond controllers for their great work in assisting the incident he had been involved in earlier in the night.
He also met officers from North Yorkshire Police's Armed Response Unit and called into meet the night duty Detective Sgt in York CID.
Next he travelled east to Scarborough and then on to Northallerton for their 7am briefing.
By 7.30am Chief Constable Jones was settling into his new office at the Force's headquarters, in Newby Wiske, and preparing for his introduction to the region's media back in Northallerton at 1pm.
Following the press conference, Chief Constable Jones had a very productive meeting with the Police and Crime Commissioner Julia Mulligan.
In all, Chief Constable Jones covered 190 miles during his first shift.

This case related to whether the police were liable in negligence and/or in relation to article 2 of the European Convention on Human Rights in respect of the death of a woman, Miss Michael, following the mishandling of 999 calls she made on the night she was killed. The police accept that the handling of the calls was seriously defective. Miss Michael’s estate and family raised claims in negligence and in terms of article 2 of the European Convention on Human Rights against the two police forces involved. At first instance, the claims were allowed to proceed but the Court of Appeal awarded summary judgment in favour of the police on the negligence claim and ruled that the Article 2 ECHR claim should proceed to trial. The appellants appealed to the Supreme Court on the negligence claim and the respondents appealed against the Court of Appeal decision on the Article 2 ECHR claim.
The Supreme Court dismisses the Appellants’ appeal by a majority of 5-2 (Lady Hale and Lord Kerr dissenting) and unanimously dismisses the Respondents’ cross-appeal. Lord Toulson (with whom Lord Neuberger, Lord Mance, Lord Reed and Lord Hodge agree) gives the lead judgment. Lady Hale and Lord Kerr give separate judgments both allowing the Appellants’ appeal (in dissent) and dismissing the Respondent’s cross-appeal.

Chief constable
Chief constable is the rank used by the chief police officer of every territorial police force in the United Kingdom except for the City of London Police and the Metropolitan Police, as well as the chief officers of the three 'special' national police forces, the British Transport Police, Ministry of Defence Police, and Civil Nuclear Constabulary. The title is also held by the chief officers of the principal Crown Dependency police forces, the Isle of Man Constabulary, States of Guernsey Police Service, and States of Jersey Police. The title is also held, ex officio, by the president of the Association of Chief Police Officers under the Police Reform Act 2002. It was also the title of the chief officer of the Royal Parks Constabulary until this agency was disbanded in 2004.
Throughout the United Kingdom and Crown Dependencies there are currently 50 chief constables. These consist of the chief officers of 37 English territorial forces outside London, 4 Welsh territorial forces, the Police Service of Scotland, the Police Service of Northern Ireland, 3 special national forces, 3 Crown Dependency constabularies, and the President of ACPO, Sir Hugh Orde.

Police officer
A police officer (also known as a policeman or police agent in some forces, particularly in the United Kingdom and other Commonwealth nations) is a warranted law employee of a police force. In the United States, "officer" usually is the formal name of the lowest police rank. In many other countries, "officer" is a generic term not specifying a particular rank, and the lowest rank is often "constable". In some nations the use of the rank "officer" is legally reserved for military personnel. Police officers are generally charged with the apprehension of criminals and the prevention and detection of crime, protection and assistance of the general public, and the maintenance of public order. Police officers may be sworn to an oath, and have the power to arrest people and detain them for a limited time, along with other duties and powers. Some police officers may also be trained in special duties, such as counter-terrorism, surveillance, child protection, VIP protection, civil law enforcement, and investigation techniques into major crime including fraud, rape, murder, and drug trafficking. Although many police officers wear a corresponding uniform, some police officers are plain-clothed in order to dissimulate as ordinary citizens.

The new chief constable of North Yorkshire wasted no time in making his presence felt after helping to detain a man just hours into his first shift.

Chief Constable Jones attended the scene of the incident, where local officers had stopped three men in their 20s. At this point, one of the suspects ran off towards Station Bank and onto station Road.
Chief Constable Jones gave chase on foot with other officers and they were directed by CCTV operators to where the suspect was last seen.
During a search of the area the suspect was spotted down an alleyway climbing over a wall. Chief Constable Jones went after him in company with another officer who arrested him on suspicion of affray.
The other two men were also arrested in connection with the incident.
Chief Constable Jones said: "It was important for me to get out and see the officers on the ground as soon as possible and it was good to be able to muck in with them so soon into my first shift!
"It was great to get involved, though, and it was good to be out there with them on the front line.
"Fortunately, the rest of my first shift was a bit quieter and I was able to get around the rest of the county and meet some of the officers and our partners who help to make North Yorkshire and the City of York one of the safest places in the country."
Sgt Simon Gannon, of North Yorkshire Police, said: "It was great to see the new Chief Constable getting out and about and responding to calls with local officers."
Catterick Garrison was the first stop for Chief Constable Jones who started his first shift with North Yorkshire Police at 12 midnight on Monday 3 June 2013. He responded to a suspected drink driver at Tesco in the Garrison before moving on to meet the Royal Military Police at the police station they share with local officers.
He then stopped off at the station's CCTV room before attending the incident in Richmond.
The next stop was Harrogate Police Station where he was shown round the new custody suite before heading to York for a visit to the Force Control Room.
Chief Constable Jones met the on-duty control room Chief Inspector and thanked the Richmond controllers for their great work in assisting the incident he had been involved in earlier in the night.
He also met officers from North Yorkshire Police's Armed Response Unit and called into meet the night duty Detective Sgt in York CID.
Next he travelled east to Scarborough and then on to Northallerton for their 7am briefing.
By 7.30am Chief Constable Jones was settling into his new office at the Force's headquarters, in Newby Wiske, and preparing for his introduction to the region's media back in Northallerton at 1pm.
Following the press conference, Chief Constable Jones had a very productive meeting with the Police and Crime Commissioner Julia Mulligan.
In all, Chief Constable Jones covered 190 miles during his first shift.

Our Chief Constable commends detectives for their commitment
Two detectives received a commendation from our Chief Constable Stephen Kavanagh at a special ceremony at our HQ in Chelmsford. Detective Inspector Alan Pitcher and Detective Constable Stephen Cunningham received commendations for their dedication, commitment and professionalism during the investigation into a series of dwelling burglaries in November 2015. Over 150 house burglaries were solved as a result of the investigation, which was complex and involved the co-ordination of enquiries across different police forces, which included the extensive use of ANPR, forensic examination and mobile phone data analysis. Many of the victims were re-united with their property and the suspects received a significant custodial sentence, totalling 12 years. -
Our Chief Constable commends a detective for his dedication
A detective received a commendation from our Chief Constable Stephen Kavanagh at a special ceremony at our HQ in Chelmsford. Detective Constable Cornelius Bowen received a commendation for his dedication, commitment and professionalism in securing the conviction of an historical sexual abuser in May 2015. Dc Bowen identified seven separate victims who had reported historical sexual abuse between the 1970s and 1990s which amounted to offences of rape, indecent assault and gross indecency. Dc Bowen provided consistent support to the victims, gaining their confidence to provide evidence at court. The suspect was found guilty of these offences and sentenced to 15 years imprisonment. Upon passing sentence, the Crown Court Judge commended Dc Bowen on his level of investigation. -
A member of the public receives commendation from our Chief Constable for act of bravery
A member of the public received a commendation from our Chief Constable Stephen Kavanagh for his brave actions when saving a man’s life. Mr Martin Bell received a commendation from Mr Kavanagh – one of the highest accolades a Chief Constable can give - for his bravery and public spirited actions whilst saving the life of a man. He was invited to a special ceremony at our HQ in Chelmsford last month. In September 2015, Mr Bell was driving on Springfield Road, Chelmsford, on his way to work at around 6am when he saw a man climb over a bridge and jump into the river below. West Yorkshire Police encourage everyone – whether they are a victim or witness of a hate crime or a hate incident, to report it to us straightaway. We take all reports of hate very seriously and we will not tolerate it.
Hate crime can take many forms including verbal or online abuse, harassment, threats, intimidation, physical abuse and vandalism. It may be that some incidents fall short of actually being a crime, but we still need to know about these hate incidents, as by letting us know we can make sure that the support and advice is offered to those involved, and take action where needed.
Hate crime is any crime committed against someone where it’s perceived the drive and motivation is based on hostility and prejudice towards that person because of their race, religion, disability, sexual orientation or gender identity.
A Hate incident follows the same themes, but is behaviour which falls below the criminal threshold.
Across West Yorkshire, we have worked really hard over the last year or so, to raise awareness of hate crimes and hate incidents by using our ‘Hate Hurts’ campaign. We have seen increases in reporting, which we are really pleased and reassured about. Over recent weeks, we have seen some slight increases in hate crime and hate incident reporting, linked to the race and religion strands, which we believe are linked to the Brexit decision, yet I still believe there is some under reporting of the hate incidents.
When I’ve spoken to community groups and people across West Yorkshire, they inform me that people either don’t report the incidents as they feel they won’t be taken seriously or as they are not crimes, nothing will be done. I would encourage anyone who is a victim of a hate crime or a hate incident to come forward and tell us about it. If it’s a crime in action, then of course 999 should be used, but if the situation is not an emergency, then matters can be reported on line, or on the 101 number or by a Third Party Reporting Centre. We have 142 such Third Party Reporting Centres across the Force areas are they are in local housing offices, Local Authority drop in centres, library’s, colleges, Citizen Advice Bureaus – lots of places really. All the details are on our website.
At each of our Districts and at Headquarters too, we have specialist Hate Co-ordinators who can support you and whilst we are only human and sometimes don't get everything right, 85% of Hate victims are happy with our service. Victims should take reassurance from this.

West Yorkshire Police encourage everyone – whether they are a victim or witness of a hate crime or a hate incident, to report it to us straightaway. We take all reports of hate very seriously and we will not tolerate it.
Hate crime can take many forms including verbal or online abuse, harassment, threats, intimidation, physical abuse and vandalism. It may be that some incidents fall short of actually being a crime, but we still need to know about these hate incidents, as by letting us know we can make sure that the support and advice is offered to those involved, and take action where needed.
Hate crime is any crime committed against someone where it’s perceived the drive and motivation is based on hostility and prejudice towards that person because of their race, religion, disability, sexual orientation or gender identity.
A Hate incident follows the same themes, but is behaviour which falls below the criminal threshold.
Across West Yorkshire, we have worked really hard over the last year or so, to raise awareness of hate crimes and hate incidents by using our ‘Hate Hurts’ campaign. We have seen increases in reporting, which we are really pleased and reassured about. Over recent weeks, we have seen some slight increases in hate crime and hate incident reporting, linked to the race and religion strands, which we believe are linked to the Brexit decision, yet I still believe there is some under reporting of the hate incidents.
When I’ve spoken to community groups and people across West Yorkshire, they inform me that people either don’t report the incidents as they feel they won’t be taken seriously or as they are not crimes, nothing will be done. I would encourage anyone who is a victim of a hate crime or a hate incident to come forward and tell us about it. If it’s a crime in action, then of course 999 should be used, but if the situation is not an emergency, then matters can be reported on line, or on the 101 number or by a Third Party Reporting Centre. We have 142 such Third Party Reporting Centres across the Force areas are they are in local housing offices, Local Authority drop in centres, library’s, colleges, Citizen Advice Bureaus – lots of places really. All the details are on our website.
At each of our Districts and at Headquarters too, we have specialist Hate Co-ordinators who can support you and whilst we are only human and sometimes don't get everything right, 85% of Hate victims are happy with our service. Victims should take reassurance from this.

Detective Inspector Alan Pitcher and Detective Constable Stephen Cunningham received commendations for their dedication, commitment and professionalism during the investigation into a series of dwelling burglaries in November 2015.
Over 150 house burglaries were solved as a result of the investigation, which was complex and involved the co-ordination of enquiries across different police forces, which included the extensive use of ANPR, forensic examination and mobile phone data analysis.
Many of the victims were re-united with their property and the suspects received a significant custodial sentence, totalling 12 years.

Mr Martin Bell received a commendation from Mr Kavanagh – one of the highest accolades a Chief Constable can give - for his bravery and public spirited actions whilst saving the life of a man. He was invited to a special ceremony at our HQ in Chelmsford last month.
In September 2015, Mr Bell was driving on Springfield Road, Chelmsford, on his way to work at around 6am when he saw a man climb over a bridge and jump into the river below.
Fearing for the man’s life, he immediately pulled over and dialled 999. He quickly gave details to the call taker and then drove down towards the river.
Upon reaching the river he saw that the man was floating face down in the water and without a thought for himself he jumped into the water and swam out to him. He pulled the man to the edge of the water but was unable to get out over the concrete wall surrounding the water. Mr Bell managed to grab onto ropes above the concrete and hold onto the unconscious man whilst he gave him life-saving CPR in the water.
Police arrived at the scene soon after and helped Mr Bell get the man out of the water. The man was later conveyed to hospital and officers and ambulance staff at the scene praised Mr Bell for his quick thinking actions that undoubtedly saved the man’s life.
Mr Bell said: “I really can’t believe that I’ve got this (a commendation) I just want to say thank you to Essex Police. It’s just a job that people in emergency services do every day and to me I was just in the right place at the right time.”
Chief Constable Stephen Kavanagh said: “We succeed because we do remarkable things but we must never forget the support we get from the public and the remarkable things they do on occasions.
“Mr Bell is one of the most modest men I’ve ever seen but he did something special that day and somebody is still walking around today because of him. That’s a pretty special thing to do and that’s why he got one of my commendations.”
