Classified information

Classified information is material that a government body claims is sensitive information that requires protection of confidentiality, integrity, or availability. Access is restricted by law or regulation to particular groups of people, and mishandling can incur criminal penalties and loss of respect. A formal security clearance is often required to handle classified documents or access classified data. The clearance process usually requires a satisfactory background investigation. Documents and other information assets are typically marked with one of several (hierarchical) levels of sensitivity—e.g. restricted, confidential, secret and top secret. The choice of level is often based on an impact assessment; governments often have their own set of rules which include the levels, rules on determining the level for an information asset, and rules on how to protect information classified at each level. This often includes security clearances for personnel handling the information. Although "classified information" refers to the formal categorization and marking of material by level of sensitivity, it has also developed a sense synonymous with "censored" in US English. A distinction is often made between formal security classification and privacy markings such as "commercial in confidence". Classifications can be used with additional keywords that give more detailed instructions on how data should be used or protected.

Area 51

The United States Air Force facility commonly known as Area 51 is a remote detachment of Edwards Air Force Base, within the Nevada Test and Training Range. According to the Central Intelligence Agency (CIA), the correct names for the facility are Homey Airport (ICAO: KXTA) and Groom Lake, though the name Area 51 was used in a CIA document from the Vietnam War. Other names used for the facility include Dreamland, and nicknames Paradise Ranch,Home Base and Watertown. The special use airspace around the field is referred to as a Restricted Area 4808 North (R-4808N).

The base's current primary purpose is publicly unknown; however, based on historical evidence, it most likely supports development and testing of experimental aircraft and weapons systems (black projects). The intense secrecy surrounding the base has made it the frequent subject of conspiracy theories and a central component to unidentified flying object (UFO) folklore. Although the base has never been declared a secret base, all research and occurrences in Area 51 are Top Secret/Sensitive Compartmented Information (TS/SCI). In July 2013, following an FOIA request filed in 2005, the CIA publicly acknowledged the existence of the base for the first time, declassifying documents detailing the history and purpose of Area 51.

Sensitive Compartmented Information

Sensitive compartmented information (SCI) is a type of United States classified information concerning or derived from sensitive intelligence sources, methods, or analytical processes. All SCI must be handled within formal access control systems established by the Director of National Intelligence. Although some sources refer to SCI control systems as special access programs, the intelligence community itself considers SCI and SAPs distinct kinds of controlled access programs.

SCI is not a classification. SCI clearance has sometimes been called "above Top Secret," but information at any classification level may exist within an SCI control system. When "decompartmented," this information is treated the same as collateral information at the same classification level.

Access

Eligibility for access to SCI is determined by a Single Scope Background Investigation (SSBI) or periodic reinvestigation. Because the same investigation is used to grant Top Secret security clearances, the two are often written together as TS/SCI. Eligibility alone does not confer access to any specific SCI material; it is simply a qualification. One must receive explicit permission to access an SCI control system or compartment. This process may include a polygraph or other approved investigative or adjudicative action.

Hillary Diane Rodham Clinton (born October 26, 1947) is an American politician and former United States Senator from New York from 2001 to 2009. She is the wife of the 42nd President of the United States William "Bill" Jefferson Clinton, and was First Lady of the United States during his tenure from 1993 to 2001. She served under current President Barack Obama as the 67th United States Secretary of State from 2009 to 2013. A native of the Chicago area, Hillary Rodham graduated from Wellesley College in 1969, where she became the first student commencement speaker. She went on to earn her J.D. from Yale Law School in 1973. After a stint as a congressional legal counsel, she moved to Arkansas, marrying Bill Clinton in 1975. She co-founded Arkansas Advocates for Children and Families in 1977, became the first female chair of the Legal Services Corporation in 1978, and was named the first female partner at Rose Law Firm in 1979. While First Lady of Arkansas from 1979 to 1981, and 1983 to 1992, she led a task force that reformed Arkansas' public school system, and served on the board of directors of Wal-Mart among other corporations.
