Media reforms: and the winner is?

The Federal Government recently announced what it called 'major reforms to support Australian broadcasters'. The changes that got the headlines are abolishing broadcasting licence fees and restrictions on gambling advertising in live sporting events before 8.30 pm.

But who really benefits from the new reforms and can they save the dying giants of commercial TV from the onslaught of digital platforms like Facebook and Netflix?
