A Senate is a deliberative assembly, often the upper house or chamber of a bicameral legislature or parliament. The name comes from the ancient Roman Senate (Latin: Senatus), so-called as an assembly of the senior (Latin: senex meaning "the elder" or "the old one") and therefore allegedly wiser and more experienced members of the society or ruling class.
Thus, the literal meaning of the word "senate" is: Assembly of Elders.
Many countries have an assembly named a senate, composed of senators who may be elected, appointed, have inherited the title, or gained membership by other methods, depending on the country. Modern senates typically serve to provide a chamber of "sober second thought" to consider legislation passed by a lower house, whose members are usually elected.
The modern word senate is derived from the [Latin] word senātus (senate), which comes from senex, “old man”. The members or legislators of a senate are called senators. The Latin word senator was adopted into English with no change in spelling. Its meaning is derived from a very ancient form of social organization, in which advisory or decision-making powers are reserved for the eldest men. For the same reason, the word senate is correctly used when referring to any powerful authority characteristically composed by the eldest members of a community, as a deliberative body of a faculty in an institution of higher learning is often called a senate. This form adaptation was used to show the power of those in body and for the decision-making process to be thorough, which could take a long period of time. The original senate was the Roman Senate, which lasted until 580 (various efforts to revive it were made in Medieval Rome). In the Eastern Roman Empire, the Byzantine Senate continued until the Fourth Crusade, circa 1202–1204.
Sally Quillian Yates (born August 20, 1960) is the Deputy Attorney General of the United States, as of March 2015.
Yates was born in Atlanta, Georgia. She attended the University of Georgia, receiving her B.A. degree in 1982. Her J.D. degree, magna cum laude, is from the University of Georgia Law School, awarded in 1986.
From 1985 to 1989, Yates practiced with King & Spalding, in Atlanta. From 1989 to 2015, she was with the U.S. Attorney's Office for the Northern District of Georgia, rising from Assistant U.S. Attorney in 1994 to Chief of the Fraud and Public Corruption Section, in 2002 to First Assistant U.S. Attorney, in 2004 to Acting U.S. Attorney, and in 2010 to U.S. Attorney. She was the lead prosecutor in the prosecution of Olympic bomber Eric Rudolph. During her time as a U.S. Attorney, Yates was appointed by Attorney General Eric Holder to serve as Vice Chair of the Attorney General’s Advisory Committee.
On May 13, 2015, the United States Senate voted 84-12 to confirm Yates as Deputy Attorney General of the United States.
The Director of the Federal Bureau of Investigation is the head of the Federal Bureau of Investigation, and responsible to the Attorney General for its operations. The FBI Director is appointed by the President and confirmed by the Senate.
The current Director of the FBI is James Comey, who assumed office on September 4, 2013.
Along with the Deputy Director, the Director ensures cases and operations are handled correctly. The Director also is in charge of staffing the leadership in any one of the FBI field offices with qualified agents. The Director briefed the president on any issues that arose from within the FBI until the Intelligence Reform and Terrorism Prevention Act of 2004 was enacted in response to the September 11 attacks. Since then, the director reports to the Director of National Intelligence, who in turn reports to the President.
When the Bureau of Investigation (BOI) was established in 1908, its head was called the Chief of the Bureau of Investigation. It was changed to the Director of the Bureau of Investigation since the term of William J. Flynn (1919–1921), and to its current name when the BOI was renamed FBI in 1935.
James Brien Comey, Jr. (born December 14, 1960) is an American lawyer. He is the seventh and current Director of the Federal Bureau of Investigation.
He was the United States Deputy Attorney General, serving in President George W. Bush's administration. As Deputy Attorney General, Comey was the second-highest-ranking official in the United States Department of Justice (DOJ) and ran the day-to-day operations of the Department, serving in that office from December 2003 through August 2005. He was U.S. Attorney for the Southern District of New York prior to becoming Deputy Attorney General.
In December 2003, as Deputy Attorney General, Comey appointed the U.S. Attorney in Chicago, close friend and former colleague Patrick Fitzgerald, as Special Counsel to head the CIA leak grand jury investigation after Attorney General John Ashcroft recused himself. In August 2005, Comey left the DOJ and he became General Counsel and Senior Vice President of Lockheed Martin. In 2010, he became General Counsel at Bridgewater Associates. In early 2013, he left Bridgewater to become Senior Research Scholar and Hertog Fellow on National Security Law at Columbia Law School. He also joined the London-based board of directors of HSBC Holdings.
