Inner north residents woke on Sunday to find emergency services swarming Newmarket Road in Windsor and an exclusion zone in place, as police negotiated with an armed man who was refusing to leave his unit.
It all started at 3.40am when police responded to a noise complaint at the 42-year-old man's unit, located in a complex near the intersection with Lutwyche Road, and they returned about 5am when the loud music hadn't been turned down.
Upon arrival during the second visit, police saw the man inside the apartment with a replica handgun, initially thought to be real, and two knives.
After unsuccessful attempts to get the man to come outside, police declared an emergency just before 6am.
An exclusion zone was set up in an area bordered by Green Terrace, Cox Road, Prospect Road, Eildon Road, Lutwytche Road and Nicholas Street.
Acting Inspector Catherine Jones said among the police who responded were Special Emergency Response Team officers armed with rifles and riot shields as well as negotiators.
About two hours later, the situation was ended peacefully, with the man taken into custody.
He was charged with two counts of serious assault police while pretending to be armed, as well as possession of drug utensils.
More than 30 officers were called to the emergency situation, however the exclusion zone was removed about 8.45am and by 9.15am the area had returned to normal.
There were no injuries as a result and Acting Inspector Jones said she believed there was never any threat to other residents in the building.

A resident in the building, who didn't want to be named, said the man at the centre of the incident had previously walked around shouting and making threats, but it had never escalated to the level seen on Sunday.
