The President of the European Council (sometimes referred to as the President of the European Union) is a principal representative of the European Union (EU) on the world stage, and the person presiding over and driving forward the work of the European Council. This institution comprises the college of heads of state or government of EU member states as well as the President of the European Commission, and provides political direction to the European Union (EU). The current president is the former Polish Prime Minister Donald Tusk.
From 1975 to 2009, the head of the European Council was an unofficial position (often referred to as President-in-Office) held by the head of state or government of the member state holding the semiannually rotating Presidency of the Council of the European Union at any given time. However, since the Treaty of Lisbon, article 15 of Treaty on European Union states that the European Council appoints a full-time president for a two-and-a-half-year term, with the possibility of renewal once. Appointments, as well as the removal of incumbents, require a double majority support in the European Council.
A president is the leader of a country or a division or part of a country, typically a republic, a democracy, or a dictatorship. The title "president" is sometimes used by extension for leaders of other groups, including corporate entities.
Etymologically, a president is one who presides (from Latin prae- "before" + sedere "to sit"; giving the term praeses). Originally, the term referred to the presiding officer of a ceremony or meeting (i.e., chairman), but today it most commonly refers to an executive official. Among other things, "President" today is a common title for the heads of state of most republics, whether presidential republics, semi-presidential republics or parliamentary republics.
The title President is derived from the Latin prae- "before" + sedere "to sit." As such, it originally designated the officer who presides over or "sits before" a gathering and ensures that debate is conducted according to the rules of order (see also chairman and speaker). Early examples are from the universities of Oxford and Cambridge (from 1464) and the founding President of the Royal Society William Brouncker in 1660. This usage survives today in the title of such offices as "President of the Board of Trade" and "Lord President of the Council" in the United Kingdom, as well as "President of the Senate" (one of the roles constitutionally assigned to the Vice-President of the United States). The officiating priest at certain Anglican religious services, too, is sometimes called the "President" in this sense. However the most common modern usage is as the title of a head of state in a republic.
The European Council is the Institution of the European Union (EU) that comprises the heads of state or government of the member states, along with the council's own president and the president of the Commission. The High Representative of the Union for Foreign Affairs and Security Policy also takes part in its meetings. Established as an informal summit in 1975, the council was formalised as an Institution in 2009 upon the entry into force of the Treaty of Lisbon. The current president of the European Council is Donald Tusk.
While the European Council has no formal legislative power, it is a strategic (and crisis-solving) body that provides the union with general political directions and priorities, and acts as a collective presidency. The European Commission remains the sole initiator of legislation, but the European Council is able to provide an impetus to guide legislative policy.
The meetings of the European Council, still commonly referred to as EU summits, are chaired by its president and take place at least twice every six months; usually in the Justus Lipsius building, the headquarters of the Council of the European Union in Brussels. Decisions of the European Council are taken by consensus, except where the Treaties provide otherwise.
Donald Franciszek Tusk ([ˈdɔnalt franˈt͡ɕiʂɛk ˈtusk]; born 22 April 1957) is a Polish politician and historian. He has been President of the European Council since 1 December 2014. Previously he was Prime Minister of Poland (2007 — 2014) and a co-founder and chairman of the Civic Platform (Platforma Obywatelska) party.
Tusk began his public career as an activist in his home town of Gdańsk, supporting Solidarity and organizing his fellow university students. With the exception of one four-year stretch, Tusk has served in the Third Republic Sejm] (parliament) continuously since its first elections in 1991. He was Vice Marshal (deputy speaker) of the Senate from 1997 to 2001 and Vice Marshal of the Sejm from 2001 to 2005.
Tusk was officially designated as Prime Minister on 9 November 2007 and took office on 16 November. His cabinet won a vote of confidence in the Sejm on 24 November 2007. In October 2011, Tusk's Civic Platform won a plurality of seats in the Polish parliamentary election, meaning that Tusk became the first Prime Minister to be re-elected since the fall of Communism in Poland.
