I'm just speculating but they did mention in the article that it allows them to expand on their VCE program. As a former teacher (at a very small school) I have seen the effects of a small enrollment. Subjects get cut because they don't have enough students to run it. This often leads to students being forced to take classes that weren't their first choice, which is obviously not ideal.

By increasing enrolment numbers, it allows schools to expand their programs and offer subjects they might not otherwise be able to.

I reckon it's from the beach volleyball at the Sydney Olympics. The women in the pic were being paid to promote Bonds underwear or something IIRC. Note the 2000 era haircuts and sunnies on the other people in the crowd.
