Toson Hulstai natural reserve is located in North-Eastern Mongolia, in a transition zone between forest steppe and grassland ecosystems. The area is designated as a Natural Reserve to protect the low mountains, rolling hills, and dry steppe ecosystems that are the habitat for the Mongolian gazelle and other wildlife. Toson Hulstai natural reserve encompasses parts of Bayan-Ovoo and Norovlin soums of Khentii province, and, Bayantumen, Tsagaan ovoo and Holonbuir soums of Dornod province. The natural reserve is officially managed by the Eastern Mongolian Protected Areas Administration headquartered in Choibalsan.
