A war crime is an act that constitutes a serious violation of the law of war that gives rise to individual criminal responsibility. Examples of war crimes include intentionally killing civilians or prisoners, torture, wantonly destroying property, taking hostages, perfidy, rape, using child soldiers, pillaging, declaring that no quarter will be given, and using weapons that cause superfluous injury or unnecessary suffering.
The concept of war crimes began to emerge during the end of the 19th century and the beginning of the 20th century when the body of customary international law applicable to warfare between sovereign states was codified. Such codification occurred at the national level, such as with the publication of the Lieber Code in the United States, and at the international level with the adoption of the treaties during the Hague Conventions of 1899 and 1907. Moreover, trials in national courts during this period further helped clarify the law. Following the end of World War II, major developments in the law occurred. Numerous trials of Axis war criminals established the Nuremberg principles, such as notion that war crimes constituted crimes defined by international law. Additionally, the Geneva Conventions in 1949 defined new war crimes and established that states could exercise universal jurisdiction over such crimes. In the late 20th century and early 21st century, following the creation of several international courts, additional categories of war crimes applicable to armed conflicts other than those between states, such as civil wars. The United States, Israel and Russia are the only OECD countries that do not accept war crime jurisdiction of the International Criminal Court (ICC) over its nationals, since they have not signed the Rome Statute.
The Empire of Japan (大日本帝國, Dai Nippon Teikoku, literally "Greater Japanese Empire") was the historical Japanese nation-state that existed from the Meiji Restoration in 1868 to the enactment of the 1947 constitution of modern Japan.
Imperial Japan's rapid industrialization and militarization under the slogan Fukoku Kyōhei (富国強兵, "Enrich the Country, Strengthen the Armed forces") led to its emergence as a world power and the establishment of a colonial empire. Economic and political turmoil in the 1920s led to the rise of militarism, eventually culminating in Japan's membership in the Axis alliance and the conquest of a large part of the Asia-Pacific region. At the height of its power in 1942, the Empire ruled over a land area spanning 7,400,000 square kilometres (2,857,000 sq mi), making it one of the largest maritime empires in history.
After several large-scale military successes during the Second Sino-Japanese War (1937–1945) and the Pacific War, the Empire also gained notoriety for its war crimes against the peoples it conquered. After suffering many defeats and following the Soviet Union's declaration of war against Japan and invasion of Manchuria, and the atomic bombings of Hiroshima and Nagasaki, however, the Empire surrendered to the Allies on August 15, 1945. A period of occupation by the Allies followed the surrender, and a new constitution was created with American involvement in 1947, officially dissolving the Empire. Occupation and reconstruction continued well into the 1950s, eventually forming the current nation-state whose full title is the "State of Japan" or simply rendered "Japan" in English.
Japanese war crimes occurred in many Asian and Pacific countries during the period of Japanese imperialism, primarily during the Second Sino-Japanese War and World War II. These incidents have also been described as an Asian Holocaust and Japanese war atrocities. Some war crimes were committed by military personnel from the Empire of Japan in the late 19th century, although most took place during the first part of the Shōwa Era, the name given to the reign of Emperor Hirohito, until the surrender of the Empire of Japan, in 1945.
Historians and governments of some countries hold Japanese military forces, namely the Imperial Japanese Army, the Imperial Japanese Navy, and the Imperial Japanese family, especially Emperor Hirohito, responsible for killings and other crimes committed against millions of civilians and prisoners of war. Some Japanese soldiers have admitted to committing these crimes.Airmen of the Imperial Japanese Army Air Service and Imperial Japanese Navy Air Service were not included as war criminals as there was no positive or specific customary international humanitarian law that prohibited the unlawful conducts of aerial warfare before and during World War II. The Imperial Japanese Army Air Service took part in conducting chemical and biological attacks on enemy nationals during the Second Sino-Japanese War and World War II and the use of such weapons in warfare were generally prohibited by international agreements signed by Japan, including the Hague Conventions (1899 and 1907), which banned the use of "poison or poisoned weapons" in warfare.

Two brief periods of independence occurred during the 20th century, once near the end of World War I and another during World War II, but both occasions would ultimately see Ukraine's territories conquered and consolidated into a Soviet republic, a situation that persisted until 1991, when Ukraine gained its independence from the Soviet Union in the aftermath of its dissolution at the end of the Cold War.
