Submission of State Reports
In accordance with Article 62 of the African Charter on Human and Peoples' Rights, States Parties to the Charter are required to submit every two years, a report on the legislative or other measures taken, with a view to giving effect to the rights and freedoms recognised and guaranteed by the Charter.
The following Initial/Periodic State reports have been submitted to the African Commission on Human and Peoples' Rights as per Article 62, and are hereby made public in accordance with Rule 74 of the Rules of Procedure of the African Commission:

Public Consultation on the Zero Draft Principles on the Declassification and Decriminalization of Petty Offences in Africa
The Special Rapporteur on Prisons, Conditions of Detention and Policing in Africa (the Special Rapporteur) seeks to provide State Parties to the African Charter on Human and Peoples’ Rights with a normative standard against which laws that criminalize petty offences can be reviewed and revised, to ensure the enjoyment of African Charter rights equally by all persons. In view of this, the African Commission on Human and Peoples’ Rights (the Commission) decided to support the Special Rapporteur’s proposal to develop Principles on the Declassification and Decriminalization of Petty Offences in Africa during the 21st Extra-Ordinary Session held from 23 February to 4 March 2017, to develop strategies for preventing imprisonment through the use of alternatives forms of punishment and the decriminalization of petty offences.

The Special Rapporteur invites all stakeholders to forward their inputs on the Zero Draft Principles on the Declassification and Decriminalization of Petty Offences in Africa before 1 May 2017. DEADLINE FOR SUBMITTING SHADOW REPORTS
In terms of Rule 74 (2) of the Rules of Procedure of the Commission, "Institutions, organizations or any interested party wishing to contribute to the examination of a State Report and the human rights situation in the country concerned, shall send their contributions, including shadow reports, to the Secretary of the Commission at least 60 days prior to the examination of the Report."
