State of Crisis: Chronic Neglect and Underfunding for Louisiana’s Public Defense System
Much coverage of the public defense crisis in Louisiana has focused its attention on the consequences of the crisis rather than its causes. For this report, NACDL compiled a history of Louisiana’s public defense system from 1963 to the present, uncovering some of the structural issues and deficiencies that have led to a system that exists in a constant state of emergency. Based on its findings, the report offers recommendations for reform.
