Access guidelines

ABC TV's iview service

Australian audiences today make greater use of technology both inside and outside the home in order to view television content. The ABC has been at the forefront of developing services for new platforms to meet changing audience behaviour and expectations. Enabling audiences to access the ABC on new platforms is intrinsic to maximising the audience reach for ABC programs and is central to the ABC Charter to deliver innovative and comprehensive broadcasting and digital media services of a high standard.

Launched in July 2008, the ABC’s free online service “ABC iview” compliments the ABC’s broadcast services: ABC, ABC2, ABC ME, ABC Kids and ABC News 24. iview is a service which provides Australian audiences with access to quality, on-demand, full-screen viewing of television programs over online services, including the internet. The service includes catch-up television, with programs available for 14-30 days following broadcast, as well as ABC KIDS iview and ABC ME mobile apps providing a separate, safe environment for pre-school and primary-school aged children respectively. The iview service also includes television programs unique to the platform which enhance the ABC’s broadcast offering.

On website and mobile apps, ABC iview also provides simulcast live streaming of ABC, ABC2, ABC ME, ABC Kids and ABC News 24 broadcast channels.

Online and internet based services are increasingly accessible on a range of devices and platforms, including computers, mobile phones, tablets, game consoles, set-top boxes, digital video recorders and internet protocol based television services. In addition, third party aggregators providing set top box based IPTV are bringing paid and free services together on one platform. Audiences now seek to consume their media content on the device or platform of their choice.

The ABC seeks to make its publicly funded iview service available on third party devices and platforms wherever the public choose to consume media content and will do so within an ABC branded, commercial free environment.

The ABC will consider providing such third party device and platform partners with access to the iview service within the following framework:

  1. The ABC will not offer ‘exclusive’ arrangements to particular partners.

  2. In selecting partners, the ABC will have regard to all relevant considerations, including availability of access and potential audience reach, quality of service, technical and administrative cost, willingness and ability of the partner to integrate with the ABC’s technical specifications, the ability of the platform to replicate the iview experience, and partner alignment with ABC values, policies and strategies. ABC is unable to make guarantees that any particular device will continue to carry iview for any specific period.

  3. Terms offered should be, wherever possible and taking into consideration differences in circumstances, materially the same for all access arrangements.

  4. All partners shall offer iview within an ABC approved and ABC branded environment, free of any non-ABC sponsorship, promotion or advertising, and any commercial activities of the partner shall not adversely affect the independence and integrity of the ABC.

  5. iview must be available either free of charge or, for aggregated services, at the lowest possible tier of any subscription offer. The ABC will not obtain any revenue for providing access to iview.

  6. iview’s on-demand service shall be provided in its entirety, subject to any applicable rights or technical constraints and the needs of our children’s audiences.

  7. iview shall be accessed via on-demand streaming technology..

  8. All content made available on iview shall remain under the ABC’s control.

  9. The service will only be accessible geo-blocked to Australia.

  10. All partnerships shall be subject to the legal obligations and editorial policies governing the ABC.

  11. The ABC reserves the right to withdraw its access to iview at any time in its complete discretion.

Program availability

Why do the programs expire?

The expiry period for programs on ABC iview is largely determined by the terms under which the ABC licenses programs from content providers. In most cases those rights are for 14 days, though in some instances programs are made available for up to 30 days.

Why can’t I find the program I’m looking for?

ABC iview displays a range of programs which have been broadcast on ABC, ABC2, ABC3, ABC Kids and ABC News 24, in addition to a selection of programs which have been chosen just for iview. Some programs cannot be made available on ABC iview due to restrictions in the license terms with studios. If you would like to suggest a program you would like to see on ABC iview, you can submit a program request via the iview contact form.

How often is ABC iview updated with new programs?

In most instances, programs will be available one hour after they have been broadcast on the ABC’s TV channels, however some programs such as live shows, news bulletins, sport and special events may take longer. In those cases, we aim to have the program published by 7am the following day.

Why are live streams on some devices only?

Our live streaming technology supports the ABC and ABC News 24 live streams on the website Flash player, and within the ABC iview app for tablets and smart phones. Currently, iview on other devices does not support the live stream. Audience members can still access the live channels either via ABC broadcast television, and on the ABC News 24 website.

Website accessibility

ABC iview's media player on the iview website is keyboard-accessible and works best with JAWS 16 and IE11. The player will also work with NVDA and IE11. Any other browser and screenreader combination may not be supported.

You can fast-forward and rewind programs, as well as mute and adjust the volume control, by using ENTER on the slider controls and arrow keys to forward, back, move up or down. Exit the full screen view by hitting ESCAPE.

Navigation

You can navigate the player using the following keyboard shortcuts:

  • TAB and SHIFT + TAB – moves focus forwards and backwards through the player controls.

  • ENTER – activates a control.

  • Up/right and down/left arrows – increases or decreases the volume or fast-forwards or rewinds the video. These work when the focus is on volume or video slider.

Troubleshooting tips

  • Once the play button has been found and activated (by pressing ENTER), you'll need to ensure that the Virtual PC Cursor is switched off (Insert + Z) if you wish to interact with the slider controls to fast-forward, rewind or adjust the volume.

  • Turning the Virtual PC cursor back on while focus is on either of the slider controls may cause JAWS to lose focus. If this happens, you may need to shut down the app. It is recommended that the Virtual PC Cursor is only switched off if you wish to interact with the slider controls and focus is returned to other controls before turning it back on again.

  • JAWS sometimes instructs users to use SPACEBAR to activate controls, however you should always use ENTER to activate a control. SPACEBAR is actually a shortcut to play and pause videos in iview.

  • Current playing position and total playing time are unable to be read when the Virtual Cursor is turned off. If you wish to read this information, you'll need to leave the Virtual Cursor on.

Known issues

To make the ABC iview player more accessible, we roll out fixes wherever the technology allows. However, changes in versions of the Flash Player, the browser or the screen reader may affect the accessibility of the player.

While some of these issues are within our control, others may be due to Flash security restrictions or browser issues.

Here are some known issues with screen readers on ABC iview:

  • SHIFT + TAB may not work in full screen in some browsers due to Adobe restrictions.

  • Playing and escaping out of a single program multiple times causes JAWS to stop being able to access all labels on the page. Refreshing the page should rectify the issue.

  • JAWS sometimes gets stuck on the slider controls. Refreshing the page should rectify the issue however you may lose your playing position

Streaming and downloads

Why does ABC iview allow streaming only, and not downloads?

The ABC enters into licensing agreements with studios to allow programs to be streamed for days online via iview. These agreements currently restrict the ABC from providing the option to download the programs. We are working to enable more ways to watch ABC iview in future to make ABC iview even more convenient and widely available.

Unmetering, and internet download limits

What is unmetering?

Some ISPs (internet service providers) have opted to make watching iview through a computer browser unmetered. This means that the video streaming though iview will not count towards your monthly allowable bandwidth. If you unsure of what your download quota is, please check with your ISP.

For ISPs who don’t currently unmeter iview, watching any of the streaming video on iview will count towards your download limit.

Information on the program file size and duration is provided beside each program on the iview website, on the program’s detail page. This is provided to help you manage the bandwidth you consume. For example, a half hour episode of Australian Story will consume up to 125MB. However, if you only watch 10 minutes of it, you might only use 40MB of data.

Does watching iview affect my internet download limits?

If your monthly allowance or plan is with an ISP that does not unmeter iview, yes, watching iview will count towards your monthly allowable bandwidth.

Below is an indication of the data usage and consumption you can expect from the average program lengths.

  • A 60 minute program will consume up to 300MB of data
  • A 30 minute program will consume up to 150MB of data
  • A 10 minute program will consume up to 50MB of data
  • A 5 minute program will consume up to 25MB of data

Which devices does my ISP unmeter iview on?

If your ISP has opted to make watching iview unmetered, then watching iview through a computer browser will not count towards your monthly allowable bandwidth.

However, please note that at present due to technical constraints, all watching on other devices including tablets, smart phones and internet-connected TVs will count towards your quota, regardless of your ISP.

Which Internet Service Providers offer unmetered access to iview?

The ABC assists ISPs that opt to offer ABC iview unmetered on computers and is working to make unmetered watching possible on other devices. ABC iview is unmetered on computers with these ISPs:

AARNet
Adam Internet
Apex Telecom
BarNet
Cinenet
Comcen
Dreamtilt
Engin
IIG
iiNet
Internode
iPrimus
My Telecom
Spectrum Networks
Spintel (Dependent on customer’s plan. Please check with your ISP).
Westnet

Why isn’t iview unmetered on all devices?

We are currently only able to provide unmetering via the ABC’s Flash streaming servers. We are hoping to overcome this technical constraint in future but in the meantime iview is metered for all users on non-Flash devices (including tablets, smart phones and others).

Why is the ABC News 24 live stream always metered?

We are currently unable to include the simulcast of ABC News 24 with the other programs which can be unmetered through unmetering ISPs. At this point in time, the live stream is metered. This is due to capacity constraints on our content distribution network, and the potential of unmetering a live stream to place a huge additional load on ISPs who choose to unmeter iview.

We hope to find a solution that will allow unmetering of live streams in the future.

Watching on mobile networks

Data consumption and charges

How am I charged for watching video over a Mobile Data connection?

Please note: you are responsible for the data transfer and consumption charges incurred by you when using any ABC app. The ABC disclaims all liability for such charges.

The amount you are charged for watching video over Mobile Data depends on several things:

  • How much data your mobile phone company allows you to download each month at no extra cost (your quota)
  • How much data you've already downloaded in that month, and how much of your quota remains
  • How much your mobile phone company charges you when you download more than your monthly quota

If you have a small monthly quota, or have used almost all of your monthly quota, watching video over a Mobile Data connection could be expensive. Do check your quota with your mobile phone company, and monitor your usage. Your mobile phone company may be able to send you alerts when you reach the limit of your monthly quota.

How much data will I use if I watch iview over a mobile network?

  • A 60 minute program will consume up to 300MB of data
  • A 30 minute program will consume up to 150MB of data
  • A 10 minute program will consume up to 50MB of data
  • A 5 minute program will consume up to 25MB of data

This assumes watching over a strong 3G/4G connection, when data consumption is highest, and assumes that no data has been consumed other than via watching iview streaming video.

What should I do to avoid high data costs with my mobile phone company?

Do check your data allowance with your mobile phone company and monitor your usage when watching video over 3G/4G. Your mobile phone company may be able to send you alerts when you reach the limit of your monthly quota. To disable Cellular Data and restrict all data to Wi-Fi in your device, visit Settings > General > Network, and turn 'Cellular Data' to Off.

High quality video

To test audience demand and costs, ABC iview is currently running a trial to make high quality video streams available for some content on some devices.

What is "higher quality video"?

The standard iview video quality is resolution 640x360 pixels at a bitrate of approximately 650Kbps. Selecting higher quality video introduces two higher "renditions" of 800x450 at 1000Kbps and 1024x576 at 1500Kbps.

What connection speed do I need to watch higher quality video?

Apart from a few select platforms such as HbbTV and XBox 360, all iview video streams are "adaptive", which means that they adjust to network conditions.

For best results, you will require an internet connection speed of at least 1.5Mbps and above. Most ADSL or internet cable connections should be sufficient. For devices such as connected TVs and games consoles, we do recommend using a network cable rather than WiFi to guarantee network stability and speed.

How much data will the higher quality video use?

The highest possible video bitrate is been increased from 650Kbps to 15000Kbps, but for most programs the highest bitrate averages at around 1200Kbps. A 60 minute program which previously consumed about 300MB will require around 600MB-650MB at higher quality.

On what platforms can I see higher quality video?

Higher quality videos are currently available on PlayStation 3, PlayStation 4 and Apple TV (4th generation). Due to technical limitations we cannot provide higher quality video to HbbTV (FreeviewPlus) devices at this stage.

Why isn’t the high bitrate content available on all platforms?

The ABC recognises that image quality is an acute problem for users of devices plugged in to large screens, so we are making higher quality content to large screen devices such as games consoles as a priority. Dependant on audience feedback we will look at rolling out the higher quality content to more platforms and devices in future.

Which content is available in high quality?

Currently only content from the main ABC TV channel is available in high quality. This doesn't include news content.

Why is only some content available at high quality?

The publication workflow required to deliver higher quality is still somewhat manual, and prone to errors if too much content is processed. As we move to newer, automated transcoding and delivery platforms we expect to provide higher quality streams for more content in the near future.

What about high definition video?

"HD" generally refers to content at resolutions 720p and above. iview content is not currently available in HD. As the ABC updates its video workflows and delivery infrastructure we hope to be able to provide HD quality in future, but cannot provide a timeframe at this stage.

Will the launch of ABC HD impact iview or the ABC iview Live Stream?

No.

Live streaming

Why can't I live stream on my TV?

For now, live streaming has been rolled out to devices without easy access to broadcast TV.

Are closed captions available on live streamed programs?

For now, due to a technical limitation, closed captions are not available on live streamed programs. We expect to resolve this limitation in 2016 so that closed captioning can be provided.

Are audio described programs available?

The live streams will not be audio described.

I've missed the start of a live program. Can I rewind?

For legal reasons, the ability to rewind a live stream is not currently available.

Can I control what's shown in the stream?

The programs shown in the live stream are determined by the broadcast TV schedule and cannot be altered.

As a parent, how can I ensure my kids only see programs suitable for them?

Within the iview app, there is a Parental Filter feature which allows you to control the channels your child can access. Select 'Parental Filter' from within the app menu, enter a PIN and choose the channels you would like your child to access. This will hide all programs and live streams from other channels and ensure your child can only access the live streams for ABC ME and/or ABC KIDS.

I'm overseas. Can I watch the stream?

Under its program licensing agreements, ABC iview is geo-blocked to Australia. This means programs shown on iview, including those live streamed, are not made available outside of Australia.

Content availability

Why aren't all programs available in the live stream?

Due to legal reasons, not all programs can be live streamed on iview. However in most cases the program can be watched on iview after the TV broadcast has finished.

Why can't I live stream my local news?

For now, the streams provided are the Sydney NSW services. Live streaming will be extended to other state-based metropolitan services over time.

Why doesn't the live stream match the TV schedule in my area?

As the streams provided are the Sydney NSW services, the programs shown in the stream may not match the broadcast schedules in your area.

When are more channels coming? Currently, the live streaming service provided on iview includes ABC, ABC News 24, ABC2, ABC ME and ABC KIDS and certain major events. Live streaming will be extended to other state-based metropolitan services over time.

Is there a TV guide for the ABC live stream?

While there isn't a specific guide for live streaming, the schedule will very closely match TV guide for the channels in Sydney NSW.

Data usage

How much data will the live streams use?

Watching the live streams may consume slightly more data compared to regular programs on iview.

  • Watching for 60 minutes may consume up to 360MB of data

  • Watching for 30 minutes may consume up to 180MB of data

  • Watching for 10 minutes may consume up to 60 MB of data

  • Watching for 5 minutes may consume up to 30MB of data

This assumes watching over a strong connection, when data consumption is highest, and assumes that no data has been consumed other than via watching iview streaming video. For more information on data usage please see our FAQs page.

Is the live stream metered?

Due to technical reasons, for now, live streaming is metered on iview and will count towards your monthly download limit. However, depending on your ISP, other programs are unmetered when watched via the iview website on a computer. For more information regarding unmetering, including a list of unmetering ISPs, visit our FAQs page.

Video quality

Why does the live stream look different in quality compared to broadcast TV?

iview video, including live streaming, is provided at a quality lower than broadcast TV. For more information regarding video quality visit our FAQs page.

Why is there a slight delay between broadcast TV and the live stream?

You might notice a slight delay between broadcast TV and the live stream on iview. This is due to the time it takes iview to receive the live signal and reformat it for the internet.

Technical Assistance

General Troubleshooting Tips

1. Check your Connection Speed

ABC iview is designed to work best with devices which have a high speed broadband connection like ADSL2+ (1.1Mbps and above) or 4G mobile data. Dial-up or slower mobile connections may not be sufficient to handle streaming video.

If other people or software applications (such as backup tools) are accessing internet content on your network, then that may adversely affect playback performance. If you are using WiFi please check that your device has a strong signal. If you're not particularly close to the modem, the transmission can be obstructed by obstacles such as walls and closed doors. If possible, switch to a wired network connection instead.

2. Don't access via a custom DNS or a VPN

The content delivery network (CDN) for delivering iview video relies on network identifiers such as your IP address and DNS configuration in order to stream video efficiently to your computer or device. Please check that your device and internet router DNS is set up according to instructions from your ISP.

We recommend not accessing iview via a VPN which disguises or changes your location as that will hamper our CDN's ability to identify the closest available streaming servers and is likely to adversely affect video streaming performance.

3. Update your computer/device

Check that your device is updated to the latest firmware, as device manufacturers usually resolve video playback or software issues as part of their updates.

For personal computer users, please ensure:

  • your operating system is up-to-date
  • your web browser is updated
  • you are have installed the latest version of Adobe Flash Player for your platform

Safari Users Please Note: Safari has a preference which stops plug-ins running in order to save power. Open preferences in Safari, then under the "Advanced" tab uncheck the checkbox labelled "Stop plug-ins to save power".

4. Check the the clock on your device

On many devices ABC iview relies on the time being set correctly in order to play video. Please check the system clock on your device and confirm that it is set correctly to your local timezone.

5. Check for firewalls

If you have firewall software installed on your machine (e.g. CA/VET, Norton's and McAfee's Firewall) or your home network please ensure that ABC iview has been added to the list of trusted programs within that software and/or within Parental Controls, otherwise your firewall software may prevent ABC iview from connecting to the internet.

For personal computer users, ABC iview uses the standard network port of 1935 to stream Flash video, so please ensure that port 1935 is not blocked by your firewall or broadband router. For further information on the usage of port 1935 by Flash Media Server, visit the Adobe website.

6. Check your router

If you continue to have problems, try power cycling (restarting your modem-router) and/or installing any firmware updates for this equipment.

Why do the iview programs expire?

The expiry period for programs on iview is largely determined by the terms under which the ABC licenses programs from studios. In most cases those rights are for 14 days, though in some instances programs may be available anywhere from 7 days to up to 30 days.

Why can’t I find the program I’m looking for?

ABC iview displays a range of programs which have been broadcast on ABC1, ABC2, ABC3, ABC KIDS and ABC News 24 in addition to a selection of programs which have been chosen just for iview. Some programs cannot be made available on iview to restrictions in the license terms with studios. If you would like to suggest a program you would like to see on iview, you can submit a program request via ABC iview contact form.

Why has this program taken so long to be upload/ How are new programs added?

In most instances, programs will be available on iview one hour after they have been broadcast on the ABC’s TV channels, however some programs such as live shows, news bulletins, sport and special events may take longer. In those cases, we aim to have the program on iview by 7am the next day.

Why does iview allow streaming only, and not downloads?

The ABC enters into licensing agreements with studios to allow programs to be streamed for at least 14 days online via Iview. These agreements currently restrict the ABC from providing the option to download the programs. We are working to enable more ways to watch iview in future to make iview even more convenient and widely available.

Links to Buy

In response to audience feedback and changes in how media is consumed by audiences, ABC has enabled Links to Buy within iview.

Links to Buy provide easy access to buy programmes on DVD/Blu-ray from ABC Shop Online and to buy episodes or series and download from other online digital media stores. This means you can now see more of your favourite programs, outside of the free period on iview so you can continue to build a personal library of programs.

iview continues to offer Australia’s most comprehensive range of free and ad-free programs. The amount of free programs have not been, and will not be, reduced as a result of Links to Buy.

If you have questions about Links to Buy please continue to our FAQs below. If you have comments or suggestions on how we can make iview an ever better experience, please let us know via the iview contact form.

What are Links to Buy, and why are they in iview?

Links to Buy are a new feature providing easier access to programs that already exist in online digital media stores and ABC Shop. Links to Buy have been added in response to audience feedback and do not affect the amount of free programs available to watch in iview. They just provide a way to access more content beyond the free to view period.

Is the ABC supposed to charge for programs?

The ABC provides independent commercial free television, radio and digital media services. Under its founding legislation it is also able to engage in a range of commercial activities. All profits from such commercial activities are re-invested into the production of ABC content. The ABC’s commercial arm has for many years distributed high quality content for purchase by consumers as physical DVDs and as digital download. Links to Buy is simply an extension of this activity.

Links to Buy have been added in response to customer feedback and changes in how media is purchased and consumed by audiences.

Links to Buy provides audiences with another way to access programs as high quality downloads to own via digital media stores or on DVD or Blu-ray through ABC Shop. They enable people to build their own personal collection of ABC content.

How much does it cost?

Am I paying more if I click through to buy from iview compared to visiting a store directly?

No, you will not pay more by using Links to Buy in iview. You will be charged the same amount as you would from visiting your preferred store directly. Links to Buy are just a shortcut to your store.

Content availability

How long are programs available for free?

Programs are usually available to watch for free on iview for a period of 14 days but availability may vary depending on free streaming rights agreements with program makers and studios. This remains unchanged with the introduction of Links to Buy.

Why are some programs only available to buy?

Once a program is no longer available to watch for free on iview due to the free streaming rights agreement, you may still be able to buy it from an online store due to the program having a separate rights agreement permitting download to own. Additional information

ABC Commercial is the commercial division of the ABC, offering services that complement and extend the ABC’s public broadcasting activities in accordance with the ABC Act and ABC Charter.

To provide the audience with access to programs outside the broadcast TV catch up window, ABC Commercial is launching a “links to buy” service which will provide audiences with links to the ABC Shop Online for DVDs and to other services offering commercial downloads of programs previously available on iview. ABC Commercial may partner with third party services in providing “links to buy” from iview in order to enable audiences to more easily access commercial content already available via third party services. However, the following ABC Commercial guidelines will apply.

a) The “links to buy” service will be available for general (non-children’s) programs in iview (subject to availability) except regular news and sport. Children’s programs are excluded from the “links to buy” service for editorial reasons under the ABC’s editorial policies.

b) In selecting commercial partners, ABC Commercial will have regard to all relevant considerations, including range of existing ABC Commercial programs available and potential customer reach, value for ABC audiences and stakeholders, quality of service, technical and administrative cost, willingness and ability of the partner to integrate with the ABC’s technical specifications and partner alignment with ABC values, policies and strategies.

c) Only the “link to buy” button will appear in iview for associated programs. There will be no partner promotions within the iview service and iview will not carry partner-sponsored material.

d) ABC TV’s iview service will continue to be non-revenue earning and any revenue earned by ABC Commercial relates to the “links to buy” service only and not any of the ABC’s free streaming services.
