In modern politics and history, a parliament is a legislative, elected body of government. Generally a modern parliament has three functions: representing the electorate, making laws, and overseeing the government (i.e., hearings, inquiries).
Although some restrict the use of the word parliament to parliamentary systems, it is also commonly used to describe the legislature in presidential systems (i.e. the French parliament), even where it is not in the official name.
Historically, parliaments included various kinds of deliberative, consultative, and judicial assemblies (i.e. the mediaeval parlements).
The term is derived from Anglo-Norman parlement, from the verb parler 'talk'. The meaning evolved over time: originally any discussion, conversation, or negotiation (attested around 1100), through various kinds of deliberative or judicial groups, often summoned by the monarch. By 1400, it had come to mean in Britain specifically the British supreme legislature.
Various parliaments are claimed to be the oldest in the world, under varying definitions:
The Superb was used as U.S. President Warren G. Harding's personal Pullman railroad car in a cross-country tour in 1923. After Harding's death, the car returned his body from San Francisco to Washington, D.C.. Built in 1911, it is the second-oldest steel private car in existence. It had been used by Woodrow Wilson. In 1926 it was temporarily renamed Pope Pius XI for the Cardinal's Train from New York City to Chicago. Later it was an office car for the Charleston and West Carolina, Atlantic Coast Line and Seaboard Coast Line railroads.
The car is located at the Southeastern Railway Museum in Duluth, Georgia. It was placed on the National Register of Historic Places on March 9, 1998.
Julius Sello Malema (born 3 March 1981) is the leader of the Economic Freedom Fighters, a South African political party, which he founded in July 2013. He previously served as President of the African National Congress Youth League from 2008 to 2012. Malema was a member of the ANC until his expulsion from the party in April 2012. He occupies a notably controversial position in South African public and political life, having risen to prominence with his support for African National Congress president, and later President of South Africa, Jacob Zuma. He has been described by both Zuma and the Premier of Limpopo Province as the "future leader" of South Africa. Less favourable portraits paint him as a "reckless populist" with the potential to destabilise South Africa and to spark racial conflict.
Malema was convicted of hate speech in March 2010 and again in September 2011. In November 2011 he was found guilty of sowing divisions within the ANC and, in conjunction with his two-year suspended sentence in May 2010, was suspended from the party for five years. In 2011, he was also convicted of hate speech after singing "Dubula iBunu" ("Shoot the Boer"). On 4 February 2012 the appeal committee of the African National Congress announced that it found no reason to "vary" a decision of the disciplinary committee taken in 2011, but did find evidence in aggravation of circumstances, leading them to impose the harsher sentence of expulsion from the ANC.
Mothership Connection is the fourth album by American funk band Parliament, released on December 15, 1975 on Casablanca Records. This concept album of P-Funk mythology is usually rated as one of Parliament's best. Mothership Connection was the first P-Funk album to feature Maceo Parker and Fred Wesley, who had left The J.B.'s, James Brown's backing band. Mothership Connection became Parliament's first album to be certified gold and later platinum. The Library of Congress added the album to the National Recording Registry in 2011, declaring "[t]he album has had an enormous influence on jazz, rock and dance music."
Describing the album, George Clinton said "We had put black people in situations nobody ever thought they would be in, like the White House. I figured another place you wouldn't think black people would be was in outer space. I was a big fan of Star Trek, so we did a thing with a pimp sitting in a spaceship shaped like a Cadillac, and we did all these James Brown-type grooves, but with street talk and ghetto slang."
