Rhode Island (i/ˌroʊdˈaɪlənd/, officially the State of Rhode Island and Providence Plantations, is a state in the New England region of the United States. Rhode Island is the smallest in area, the eighth least populous, and the second most densely populated (behind New Jersey) of the 50 U.S. states; its official name is also the longest of any state in the Union. Rhode Island is bordered by Connecticut to the west, Massachusetts to the north and east, and the Atlantic Ocean (via Rhode Island Sound and Block Island Sound) to the south.
On May 4, 1776, Rhode Island became the first of the Thirteen Colonies to renounce its allegiance to the British Crown, and later, was the fourth to ratify—February 9, 1778—the Articles of Confederation between the newly sovereign states. It boycotted the 1787 convention that drew up the United States Constitution, and initially refused to ratify it. On May 29, 1790, Rhode Island became the thirteenth and last state to ratify the Constitution.
Andrea Pia Kennedy Yates (born July 2, 1964) is a former resident of Houston, Texas, who confessed to drowning her five children in their bathtub on June 20, 2001. She had been suffering for some time with very severe postpartum depression and postpartum psychosis. She was represented by Houston criminal defense attorney George Parnham. Chuck Rosenthal, the district attorney in Harris County, asked for the death penalty in her 2002 trial. Her case placed the M'Naghten Rules with the Irresistible Impulse Test, a legal test for sanity, under close public scrutiny in the United States. She was convicted of capital murder. After the guilty verdict, but before sentencing, the State abandoned its request for the death penalty in light of false testimony by one of its expert psychiatric witnesses. She was sentenced to life in prison with the possibility of parole after 40 years. The verdict was overturned on appeal.
On July 26, 2006, the Texas jury in her retrial found that Yates was not guilty by reason of insanity. She was consequently committed by the court to the North Texas State Hospital, Vernon Campus, a high-security mental health facility in Vernon, where she received medical treatment and was a roommate of Dena Schlosser, another woman who committed filicide by killing her infant daughter. In January 2007, Yates was moved to a low security state mental hospital in Kerrville.

wo sisters who disappeared from Rhode Island with their mother in 1985 have been located in the Houston area, and their mother was charged with snatching them, police announced Tuesday. Rhode Island State Police put to rest a 30-year-old cold case, in which they say a mother abducted her own daughters. Police say Elaine Yates took 10-month-old Kelly and 3-year-old Kimberly back in 1985 from their home in Warwick. They say she did not have custody of the children and was trying to get a divorce from her husband at the time. A warrant was issued for her arrest in 1988, but it wasn't until last month when cops say an anonymous tip led them to find her living in Houston.
