Witnesses helped one of the men out of the surf, but they could not find the second man. Both men are believed to be international students studying at the University of Newcastle.

Inspector Murray Lundberg said officers from the Newcastle City Local Area Command, Water Police, the Westpac Rescue Helicopter Service and surf lifesavers launched a search for the missing man.

That search was suspended about 9.40pm due to hazardous conditions, Inspector Lundberg said. It resumed at 7am on Monday.

The missing man - who is understood to be from Pakistan - was last seen wearing a navy blue T-shirt and black jeans.
