Oakland /ˈoʊklənd/ is a major West Coast port city in the U.S. state of California. Oakland is the third largest city in the San Francisco Bay Area, the eighth-largest city in California, and the 45th-largest city in the U.S. with a population of 413,775 as of 2014. It serves as a trade center for the San Francisco Bay Area; its Port of Oakland is the busiest port for San Francisco Bay, all of Northern California, and fifth busiest in the United States. Incorporated in 1852, Oakland is the county seat of Alameda County. It is also the principal city of the Bay Area Region known as the East Bay. The city is situated directly across the bay, six miles (9.7 km) east of San Francisco.
Oakland's territory covers what was once a mosaic of coastal terrace prairie, oak woodland, and north coastal scrub. Its land served as a rich resource when its hillside oak and redwood timber were logged to build San Francisco, and Oakland's fertile flatland soils helped it become a prolific agricultural region. In the late 1860s, Oakland was selected as the western terminal of the Transcontinental Railroad. Following the 1906 San Francisco earthquake, many San Franciscans relocated to Oakland, enlarging the city's population, increasing its housing stock and improving its infrastructure. It continued to grow in the 20th century with its busy port, shipyards, and a thriving automobile manufacturing industry.

Projects can be further defined as temporary rather than permanent social systems or work systems that are constituted by teams within or across organizations to accomplish particular tasks under time constraints. An ongoing project is usually called (or evolves into) a program.
The word project comes the Latin word projectum from the Latin verb proicere, "before an action" which in turn comes from pro-, which denotes precedence, something that comes before something else in time (paralleling the Greek πρό) and iacere, "to do". The word "project" thus actually originally meant "before an action".
When the English language initially adopted the word, it referred to a plan of something, not to the act of actually carrying this plan out. Something performed in accordance with a project became known as an "object".Every project has certain phases of development.

West Oakland is a neighborhood situated in the northwestern corner of Oakland, California, along the waterfront near the Port of Oakland and the San Francisco–Oakland Bay Bridge. It lies at an elevation of 13 feet (4 m).
The land which comprises part of West Oakland was granted to Luis Maria Peralta in 1820. In the 1850s, a group of men who had been leasing the land from his son Vicente, Horace Carpentier, Edson Adams, and Andrew J. Moon, began illegally selling small farm plots west of what is now Market Street. One of the squatters, Horace Carpentier became Oakland's first mayor in 1854. The population grew after 1863, when the San Francisco-Oakland railroad connected central Oakland to the San Francisco bay ferries. In 1869, West Oakland became the terminus of the transcontinental railroad, and the population grew again as railroad workers settled in the neighborhood.

When 27-year-old artist Antonio Ramos was shot and killed last fall while painting a mural under a highway overpass in West Oakland, the story of his death captured national and international headlines. But very little was reported about Ramos, the self-taught artist whose passion for social justice and illustrating the stories of indigenous people was recognized by those who knew him best. (Ramos himself had roots in Mexico and in Puerto Rico’s Taíno tribe.)
