The Advisory Committee on Functioning and Disability Data (ACFADD) aims to improve the quality and consistency of Australian data on disability and functioning. A committee advising the director of the Australian Institute of Health and Welfare in this capacity has been in existence since 1996. ACFADD advises on disability data and data standards in the health and community sectors, as well as promoting and improving the use of the International Classification of Functioning, Disability and Health (ICF) in Australia.

ACFADD's cross-cutting nature is reflected in its diverse membership which comprises representatives from:

  • non-government organisations: the Australian Federation of Disability Organisations, National Disability Services (NDS), experts in Indigenous Disability, the National Ethnic Disability Alliance and Carers Australia;
  • government bodies: Home and Community Care officials; Australian Government Department of Families, Housing, Community Services and Indigenous Affairs; the Australian Bureau of Statistics; state government departments, nominated by the Disability Policy and Research Working Group (formerly National Disability Administrators); the Health Data Standards Committee (HDSC) and the National Community Services Data Committee (NCSDC); and
  • independent experts with expertise in: developmental and communication disability, mental health, rehabilitation and long term care and compensation.

This is to ensure representation from both consumers and non-government service providers, as well as Australian and State/Territory Government and mix of expertise in relevant fields.

The objectives of ACFADD are to:

  1. improve the relevance and quality of functioning and disability data, and to harmonise related data definitions in Australia;
  2. improve the relevance, quality and consistency of functioning and disability data collections in government, non-government and corporate  sectors;
  3. promote and improve the effectiveness of Australia's implementation of the International Classification of Functioning, Disability and Health (ICF).
