Police earlier confirmed they were "conducting safety checks" at the makeshift memorial - which was in the process of being cleared by volunteers.

Police tape that had been used to cordon off the intersection of Elizabeth Street and Bourke Street Mall was taken down just before 1.30pm, with pedestrians allowed back into the mall.

It's believed a small package wrapped in gaffer tape was found between some flowers as they were being removed from the tribute by volunteers.

Priya Devi said she was shopping inside H&M; when she was told to evacuate the area.

"I just wanted to know what it was, because the area was completely empty," she said. "Considering what happened here two weeks ago, it was really concerning."

Volunteers have resumed removing the flowers and other tributes outside the GPO building.

Route 96 and 86 trams were being diverted via La Trobe Street, but are now operating as usual. However Yarra Trams said there may be some delays while the service caught up.
