A Senate is a deliberative assembly, often the upper house or chamber of a bicameral legislature or parliament. The name comes from the ancient Roman Senate (Latin: Senatus), so-called as an assembly of the senior (Latin: senex meaning "the elder" or "the old one") and therefore allegedly wiser and more experienced members of the society or ruling class.
Thus, the literal meaning of the word "senate" is: Assembly of Elders.
Many countries have an assembly named a senate, composed of senators who may be elected, appointed, have inherited the title, or gained membership by other methods, depending on the country. Modern senates typically serve to provide a chamber of "sober second thought" to consider legislation passed by a lower house, whose members are usually elected.
The modern word senate is derived from the [Latin] word senātus (senate), which comes from senex, “old man”. The members or legislators of a senate are called senators. The Latin word senator was adopted into English with no change in spelling. Its meaning is derived from a very ancient form of social organization, in which advisory or decision-making powers are reserved for the eldest men. For the same reason, the word senate is correctly used when referring to any powerful authority characteristically composed by the eldest members of a community, as a deliberative body of a faculty in an institution of higher learning is often called a senate. This form adaptation was used to show the power of those in body and for the decision-making process to be thorough, which could take a long period of time. The original senate was the Roman Senate, which lasted until 580 (various efforts to revive it were made in Medieval Rome). In the Eastern Roman Empire, the Byzantine Senate continued until the Fourth Crusade, circa 1202–1204.

Advice and consent is an English phrase frequently used in enacting formulae of bills and in other legal or constitutional contexts. It may describe two situations, either where a weak executive branch of a government enacts something previously approved of by the legislative branch or where the legislative branch concurs and approves something previously enacted by a strong executive branch.
The concept serves to moderate the power of one branch of government by requiring the concurrence of another branch for selected actions. The expression is frequently used in weak executive systems where the head of state has little practical power, and in practice the important part of the passage of a law is in its adoption by the legislature.
In the United Kingdom, a constitutional monarchy, bills are headed:
This enacting formula emphasizes that, although legally the bill is being enacted by the Queen of the United Kingdom (specifically, by the Queen-in-Parliament), it is not through her initiative but through that of Parliament that legislation is created.

LIVE Stream: Rex Tillerson Confirmation Hearing at Senate (1/11/17) ExxonMobil CEO Rex Tillerson will now testify before a Senate committee today as President-elect Donald Trump’s pick for secretary of state on January 11, 2017. Secretary of state nominee Rex Tillerson’s confirmation hearing, currently scheduled for Wednesday and Thursday, is one of the most anticipated sessions of a packed week on Capitol Hill. Tillerson has spent a career advancing the interests of his company, Exxon Mobil, but his views on what U.S. foreign policy priorities should be are less clear. Additionally, his ties to Russia and Vladimir Putin have already attracted scrutiny from both Democrats and Republicans in Congress. Here are a few areas to watch out for when the veteran oil man finally takes the stand. ...
Heading into his confirmation hearing Wednesday, former Exxon Mobil CEO Rex Tillerson faces questions about his business links to Russian President Vladimir Putin, and will be pressed to answer for -- or disavow -- President-elect Donald Trump’s own call for warmer relations with the Russian leader. THE SENATOR 2
A War for the ages, shifting of tide
Morality, hatred and ethnic divide
Onward to Mecca with crosses in hand
Attack without blessing in God’s holy land
Ancient division, revision of sight
Perception of hatred as man’s holy right
A war without end over God sheds no light
When souls burn in hell as the fields burn the night
I’ll send your son to protect my way of life
A war for the ages, shifting of tide
No boundary, no continental divide
Where doctors of spin ease ours minds when it’s said
That “the victor is proven by numbers of dead”
A warrior dies, a god left in place
Inspiring thousands to hatred of race
An empire rises, with ashes it falls
As we sleep with our enemies within these walls
I’ll send your son to protect my way of life
As souls burn in hell and oil fires burn the night
I the walking dead, woeful are the sheep
