She got out of the car to investigate, and the vehicle rolled backwards onto her.
The mother died at the scene.
Her two children - a seven-year-old son and four-year-old daughter - were in the car at the time.
"The seven-year-old boy got out of the car and ran inside and rang his dad," police spokesman Leading Senior Constable Paul Turner said.
The children were not injured.
Police at the scene said the family, believed to be from South America, had asked for privacy.
The woman has not been identified and extended family were yet to be notified of her death, police said.
It is believed the woman may have been planning to take her children shopping.
Sergeant Dean Pickering, who was at the scene, said the death was a "tragic accident".
"For the children, the family .... it's a very sad day," he said.
A neighbour said he was devastated to hear of the mother's death.
"We would talk and say hello now and again," the neighbour said.
"We would speak a little bit more often to the husband ... I feel really terrible for him."
Police will prepare a report for the coroner.
