ACHR IMPACT: President Pranab Mukherjee recommends commutation of death sentence of Krishna Mochi & 3 others

President Pranab Mukherjee commuted the death sentence of four death row convicts i.e. Krishna Mochi, Nanhe Lal Mochi, Bir Kuer Paswan and Dharmendra Singh @ Dharu Singh by setting aside recommendations of the State Government of Bihar and the Ministry of Home Affairs which recommended rejection of their mercy petitions. President Mukherjee commuted the death sentence based on the recommendation of the National Human Rights Commission, which acting on a complaint filed by Asian Centre for Human Rights on 06.02.2014, had recommended for commutation of death sentence on the ground of inordinate delay to consider their mercy petitions.

ACHR IMPACT: Supreme Court issues directions on government funding to NGOs based on ACHR's report, 11 January 2017

 

Senior advocate Rakesh Dwivedi, who was appointed as Amicus Curiae to assist the Supreme Court on a PIL relating to funding by the government of India to NGOs placed the startling revelations contained in a report, India's Funds to NGOs Squandered, published by Asian Centre for Human Rights during the hearing on 10.01.2017. As per tentative figures gathered from Central and State departments by ACHR, between 2002 and 2009, funds amounting to Rs 4756 crore was disbursed by Centre while States (not including all) gave away Rs 6,654 crore without receiving any account on how the money was spent. The apex court directed audit of government funding to NGOs to be completed by 31 March 2017.

ACHR IMPACT: Supreme Court issues directions to NHRC and Government of India on stand alone anti-torture law, 10 January 2017

A PIL filed by ex-law minister Ashwani Kumar sought a direction from the Supreme Court to the Government of India to enact a stand-alone law to punish police for custodial torture. The research conducted by ACHR for its "Torture in India 2011" report has been used in the PIL.
