United States congressional committee

A congressional committee is a legislative sub-organization in the United States Congress that handles a specific duty (rather than the general duties of Congress). Committee membership enables members to develop specialized knowledge of the matters under their jurisdiction. As "little legislatures", the committees monitor ongoing governmental operations, identify issues suitable for legislative review, gather and evaluate information, and recommend courses of action to their parent body. Woodrow Wilson once wrote, "it is not far from the truth to say that Congress in session is Congress on public exhibition, whilst Congress in its committee rooms is Congress at work." It is neither expected nor possible that a member of Congress be an expert on all matters and subject areas that come before Congress. Congressional committees provide valuable informational services to Congress by investigating and reporting about specialized subjects.

Congress divides its legislative, oversight, and internal administrative tasks among approximately 200 committees and subcommittees. Within assigned areas, these functional subunits gather information; compare and evaluate legislative alternatives; identify policy problems and propose solutions; select, determine, and report measures for full chamber consideration; monitor executive branch performance (oversight); and investigate allegations of wrongdoing. While this investigatory function is important, procedures such as the House discharge petition process (the process of bringing a bill onto the floor without a committee report or mandatory consent from its leadership) are so difficult to implement that committee jurisdiction over particular subject matter of bills has expanded into semi-autonomous power. Of the 73 discharge petitions submitted to the full House from 1995 through 2007, only one was successful in securing a definitive yea-or-nay vote for a bill.

New Bilibid Prison

The New Bilibid Prison in Muntinlupa, Philippines, is the main insular penitentiary designed to house the prison population of the Philippines. It is maintained by the Bureau of Corrections (BuCor) under the Department of Justice. As of October 2004, it has an inmate population of 16,747. The penitentiary had an initial land area of 551 hectares. One hundred four hectares of the facility were transferred to a housing project of the Department of Justice. The Bureau of Corrections has its headquarters in the NBP Reservation.

The Government plans to create a regional prison on Nueva Ecija through Public-Private Partnership.

History

The Old Bilibid Prison, then known as Carcel y Presidio Correccional (Spanish, "Correctional Jail and Military Prison") occupied a rectangular piece of land that was part of the Mayhalique Estate in the heart of Manila. The old prison was established by the Spanish colonial government on 25 June 1865 via royal decree. It is divided into two sections: the Carcel, which could accommodate 600 inmates; and the Presidio, which could hold 527 prisoners.

Hillary Clinton

Hillary Diane Rodham Clinton (born October 26, 1947) is an American politician and former United States Senator from New York from 2001 to 2009. She is the wife of the 42nd President of the United States William "Bill" Jefferson Clinton, and was First Lady of the United States during his tenure from 1993 to 2001. She served under current President Barack Obama as the 67th United States Secretary of State from 2009 to 2013. She is a candidate for the Democratic nomination for President of the United States in the 2016 presidential election.

A native of the Chicago area, Hillary Rodham graduated from Wellesley College in 1969, where she became the first student commencement speaker. She went on to earn her J.D. from Yale Law School in 1973. After a stint as a congressional legal counsel, she moved to Arkansas, marrying Bill Clinton in 1975. She co-founded Arkansas Advocates for Children and Families in 1977, became the first female chair of the Legal Services Corporation in 1978, and was named the first female partner at Rose Law Firm in 1979. While First Lady of Arkansas from 1979 to 1981, and 1983 to 1992, she led a task force that reformed Arkansas' public school system, and served on the board of directors of Wal-Mart among other corporations.

The House Committee is a select committee of the House of Lords in the Parliament of the United Kingdom that sets policy and provides guidance for long-term planning for the House, supervises its finances, and supervise the scheme for members' expenses.

The Committee on Oversight and Government Reform is a United States House of Representatives committee that has existed in varying forms since 1816.

The Committee on Oversight and Government Reform is the main investigative committee in the U.S. House of Representatives. After Republicans gained control of the House in 1995, the committee was reorganized to include just seven subcommittees. This reorganization consolidated the jurisdiction previously covered by 3 full committees and 14 subcommittees, and resulted in a 50 percent cut in staff. In 2007, Henry Waxman, (D-CA) the chairman of the committee proposed an additional reorganization which combined the duties of the seven previous subcommittees into five. This reorganization was adopted by the full committee January 18, 2007.

As of the 114th Congress, the Chairman of the House Oversight and Government Reform Committee is Rep. Jason Chaffetz of Utah and the Ranking Member is Maryland Congressman Elijah Cummings.
