Human Resources
Currently, UNDP has a total of 8,000 staff members. Over 11,000 including service contract holders. Half of UNDP staff are women (72% men and 28% women in the case of service contract holders), but only 36% of senior management staff are female. UNDP Romania has a total of 24, including staff assigned to national development projects and one international head of office.
Staff is categorized in the UN common system as follows:

Professional and higher: This includes staff concerned with the substantive and managerial activities whitin the Country Office.

The national professional category comprises of four Professional grades (NO-A to NO-D)

The General Service staff are recruited and paid on a local basis. The General Service covers such functions as messengers, clerks, secretaries and administrative support staff.
As a global organization, UNDP requires a mix of contract types to cover all individuals employed either for UNDP or on behalf of others. To fill the job openings, UNDP has a wide array of recruitment tools. UNDP applies several types of contracts for hiring personnel. Types of contracts to be concluded with individuals depend on a number of criteria, e.g. legal basis, or duration of services. UNDP can hire personnel through international or local recruitment.
In Romania, all staff positions excepting the international head of office are nationally recruited and retained, in light of the advanced capacities of human resources in Romania.
The standard types of contracts are:

Fixed-term appointment (FTA) may be granted for a period of one year or more, up to five years at a time, to persons recruited for service of a prescribed duration, including persons temporarily seconded by national Governments or institutions for service with the United Nations, having an expiration date specified in the letter of appointment. A fixed-term appointment does not carry any expectancy, legal or otherwise, of renewal or conversion, irrespective of the length of service, except as provided under staff rule 4.14.

Temporary Appointment (TA) shall be granted for a period of less than one year to meet seasonal or peak workloads and specific short-term requirements, having an expiration date specified in the letter of appointment. A temporary appointment does not carry any expectancy, legal or otherwise, of renewal. A temporary appointment shall not be converted to any other type of appointment.

Individual Contract (IC) is used for the procurement of services of an individual to perform non-staff tasks in connection with clear and quantifiable deliverables which shall be listed in the contract and linked to payment. The Individual Contract is intended solely to deliver time and deliverable bound services, subject to availability of funds.

Service Contracts are for personnel governed by explicit terms of service. The duration of the contract must be more than 6 months. Salaries are based on local market conditions for specific jobs.
