It will be no surprise to anyone in the private sector that business it about contacts and connections. But this is not how things are supposed to operate in government. The auditor's report reveals a government land agency that operates in both worlds, and has allowed some of those mores of private business practice to infiltrate and contaminate the way it does business with public money.
