The United States Department of Homeland Security (DHS) is a cabinet department of the United States federal government, created in response to the September 11 attacks, and with the primary responsibilities of protecting the territory of the United States and protectorates from and responding to terrorist attacks, man-made accidents, and natural disasters. In fiscal year 2011 it was allocated a budget of $98.8 billion and spent, net, $66.4 billion.
Whereas the Department of Defense is charged with military actions abroad, the Department of Homeland Security works in the civilian sphere to protect the United States within, at, and outside its borders. Its stated goal is to prepare for, prevent, and respond to domestic emergencies, particularly terrorism. On March 1, 2003, DHS absorbed the Immigration and Naturalization Service and assumed its duties. In doing so, it divided the enforcement and services functions into two separate and new agencies: Immigration and Customs Enforcement and Citizenship and Immigration Services. The investigative divisions and intelligence gathering units of the Immigration and Naturalization Service (INS) and Customs Service were merged forming Homeland Security Investigations. Additionally, the border enforcement functions of the INS, including the U.S. Border Patrol, the U.S. Customs Service, and the Animal and Plant Health Inspection Service were consolidated into a new agency under DHS: U.S. Customs and Border Protection. The Federal Protective Service falls under the National Protection and Programs Directorate.
Homeland security is an American umbrella term for "the concerted national effort to ensure a homeland that is safe, secure, and resilient against terrorism and other hazards where American interests, aspirations, and ways of life can thrive to the national effort to prevent terrorist attacks within the United States, reduce the vulnerability of the U.S. to terrorism, and minimize the damage from attacks that do occur."
Homeland security is not constrained to terrorist incidents. Terrorism is one of many threats that endanger society. Within the U.S., an all-hazards approach exists regarding homeland security endeavors. In this sense, homeland security encompasses both natural disasters and man-made events. Thus, the domain of homeland security must accommodate a plethora of situations and scenarios, ranging from natural disasters (e.g., Hurricane Katrina) to acts of terrorism (e.g., Boston Marathon bombing).
The term came about following a reorganization of many U.S. government agencies in 2003 to form the United States Department of Homeland Security after the September 11 attacks, and may be used to refer to the actions of that department, the United States Senate Committee on Homeland Security and Governmental Affairs, or the United States House of Representatives Committee on Homeland Security.
Security is the degree of resistance to, or protection from, harm. It applies to any vulnerable and valuable asset, such as a person, dwelling, community, item, nation, or organization.
As noted by the Institute for Security and Open Methodologies (ISECOM) in the OSSTMM 3, security provides "a form of protection where a separation is created between the assets and the threat." These separations are generically called "controls," and sometimes include changes to the asset or the threat.
Security has two dialogues. Negative dialogue is about danger, risk, threat and etc. Positive dialogue is about opportunities, Interests, profits and etc. Negative dialogue needs military equipment, armies, police. Positive dialogue needs social capital, Education, social interaction.
Perception of security may be poorly mapped to measureable objective security. For example, the fear of earthquakes has been reported to be more common than the fear of slipping on the bathroom floor although the latter kills many more people than the former. Similarly, the perceived effectiveness of security measures is sometimes different from the actual security provided by those measures. The presence of security protections may even be taken for security itself. For example, two computer security programs could be interfering with each other and even cancelling each other's effect, while the owner believes s/he is getting double the protection.
A homeland (rel. country of origin and native land) is the concept of the place (cultural geography) with which an ethnic group holds a long history and a deep cultural association – the country in which a particular national identity began. As a common noun, it simply connotes the country of one's origin. When used as a proper noun, the word, as well as its equivalents in other languages, often have ethnic nationalist connotations. A homeland may also be referred to as a fatherland, a motherland, or a mother country, depending on the culture and language of the nationality in question.
Motherland refer to a mother country, i.e. the place of one's birth, the place of one's ancestors, the place of origin of an ethnic group or immigrant, or a Metropole in contrast to its colonies. People often refer to Mother Russia as a personification of the Russian nation. India is often personified as Bharat Mata (Mother India), a concept that emerged in the late 19th century via the Indian independence movement. The French commonly refer to France as "la mère patrie";Hispanic Americans and 19th century-upper-class Filipinos, commonly referred to Spain as "la Madre Patria", but today this refers to a more cultural and linguistic relationship based on a long and complex mutual history.
