High Commissioner is the title of various high-ranking, special executive positions held by a commission of appointment.
The English term is also used to render various equivalent titles in other languages.
In the Commonwealth of Nations, a High Commissioner is the senior diplomat (ranking as an ambassador) in charge of the diplomatic mission of one Commonwealth government to another. In this usage, a Commonwealth nation's High Commission is its embassy to another Commonwealth nation.
Historically, in the British Empire (most of which would become the Commonwealth) High Commissioners were envoys of the Imperial Government appointed to manage protectorates or groups of territories not fully under the sovereignty of the British Crown, while Crown colonies (which were British sovereign territory) would normally be administered by a Governor and the most significant possessions, large confederations and the independent Commonwealth Dominions would be headed by a Governor-General.
The Office of the United Nations High Commissioner for Refugees (UNHCR), also known as the UN Refugee Agency, is a United Nations agency mandated to protect and support refugees at the request of a government or the UN itself and assists in their voluntary repatriation, local integration or resettlement to a third country. Its headquarters are in Geneva, Switzerland and is a member of the United Nations Development Group. The UNHCR has won two Nobel Peace Prizes, once in 1954 and again in 1981.
Following the demise of the League of Nations and the formation of the United Nations the international community was acutely aware of the refugee crisis following the end of World War II. In 1947, the International Refugee Organization (IRO) was founded by the United Nations. The IRO was the first international agency to deal comprehensively with all aspects pertaining to refugees' lives. Preceding this was the United Nations Relief and Rehabilitation Administration, which was established in 1944 to address the millions of people displaced across Europe as a result of World War II.
The United Nations (UN) is an intergovernmental organization to promote international co-operation. A replacement for the ineffective League of Nations, the organization was established on 24 October 1945 after World War II in order to prevent another such conflict. At its founding, the UN had 51 member states; there are now 193. The headquarters of the United Nations is in Manhattan, New York City, and experiences extraterritoriality. Further main offices are situated in Geneva, Nairobi and Vienna. The organization is financed by assessed and voluntary contributions from its member states. Its objectives include maintaining international peace and security, promoting human rights, fostering social and economic development, protecting the environment, and providing humanitarian aid in cases of famine, natural disaster, and armed conflict.
During the Second World War, US President Franklin D. Roosevelt initiated talks on a successor agency to the League of Nations, and the United Nations Charter was drafted at a conference in April–June 1945; this charter took effect 24 October 1945, and the UN began operation. The UN's mission to preserve world peace was complicated in its early decades by the Cold War between the US and Soviet Union and their respective allies. The organization participated in major actions in Korea and the Congo, as well as approving the creation of the state of Israel in 1947. The organization's membership grew significantly following widespread decolonization in the 1960s, and by the 1970s its budget for economic and social development programmes far outstripped its spending on peacekeeping. After the end of the Cold War, the UN took on major military and peacekeeping missions across the world with varying degrees of success.

Those whose lives have been uprooted and torn apart by conflict or natural disaster, UNHCR exists to help them. This is our story. The High Commission for Refugees (UNHCR) was established in December 1950. The Second World War left over one million refugees far from home and governments in need of assistance to coordinate the crisis. UNHCR was created to help. The founders thought their task would only take three years but new conflicts broke out and more families were forced flee their homes. In 1951 we started with 34 employees. By the end of 2013 we had over 8,000 people working in 126 countries. "The number of people globally displaced by conflict every single day has nearly quadrupled in that time – from almost 11,000 in 2010 to 42,500 last year." - UN High Commissioner for Refugees António Guterres The global refugee crisis is so great that the UN refugee agency and other agencies are struggling to respond to and meet all the humanitarian needs they face. There were now more than 60 million refugees, asylum-seekers and internally displaced persons in the world. Fifteen new conflicts have broken out or flared up again in the last five years without any of the old ones getting resolved. I’ve been plunged into despair but I’ve been healed by looking around and seeing what we do for each other to bring each other back up from the depths.” Neil Gaiman “We watch the news about Syria and the situation is bleak. In May when I travelled to Jordan with the UN Refugee Agency (UNHCR) and visited Zaatari and Azraq refugee camps with fashion designer Georgina Chapman and her husband, film producer, Harvey Weinstein, the scale of the refugee situation was extraordinary to us. Conflict was forcing innocent people in love with their country to abandon their homes and bleed, in their thousands, across its borders. How are they able to cope with losing everything? How are the neighbouring countries expected to cope with the flood of human beings overwhelming their infrastructure and thei...
