CBD driver identified: James 'Jimmy' Gargasoulas

Chief Commissioner Graham Ashton says Gargasoulas had surgery on Saturday afternoon after he was shot in the arm on Friday during the incident.

He says police want to interview him as soon as possible, but are waiting for doctors to allow Gargasoulas to be interviewed, and have been told it might not be on Sunday afternoon.

Gargasoulas would face murder charges, Mr Ashton said.

The 26-year-old was known to police and had been driving erratically around Melbourne after allegedly stabbing his brother that morning.

He had been on bail on other charges.

Three people died in the CBD, and two others - including a three-month-old baby - died in hospital.

Victorian Premier Daniel Andrews said on Sunday at least 12 remained in hospital and there were grave concerns for several of them.

Prime Minister Malcolm Turnbull and Opposition Leader Bill Shorten laid wreaths on Sunday at a memorial on the steps of the old GPO in the mall.

A fund has been set up to help the victims of the attack, with the Victorian government putting in $100,000.

Mr Turnbull said the federal government would add to the fund, and he and his wife, Lucy, would make a personal contribution.
