Five people have died, including a three-month-old baby and a 10-year-old girl.

The Andrews government has kicked off donations by pledging $100,000 towards the Bourke Street Fund.

The federal government will also be pitching in, as well as Prime Minister Malcolm Turnbull and his wife Lucy.

The money will go towards the victims' immediate family members, and help pay for services such as funeral costs as well as ongoing psychological support.

A public vigil is also being planned from 5.30pm on Monday at Federation Square.

Premier Daniel Andrews said Friday's tragic events have touched many lives and will affect Victorians for years to come.

"We mourn those who were killed by this evil criminal act and we offer our deepest condolences to their loved ones," he said.

"We grieve with them and we stand with the victims."

Mr Turnbull praised the "selflessness and service" of first responders and emergency services.

"We are with you, we mourn with you, we thank you," he said.
