Exercisers will continue to have unrestricted access to Jacob's Ladder after calls from nearby residents to close the stairs during certain hours due to disruption failed.
Nationals leader Brendon Grylls acted as lands minister for the decision, as minister Terry Redman used the Kings Park stairs and and therefore had a conflict of interest.
Following a review, Mr Grylls elected not to the restrict times when fitness fanatics could use the 242-step staircase, a move the City of Perth welcomed on Friday.
"The City of Perth acknowledges a recent decision by the Minister for Lands, which will see Jacob's Ladder remain open to the public with unrestricted access," the council said in a statement.
"The city recognises Jacob's Ladder as an important tourist and fitness destination, and will continue to work to strike a balance between recreational use and disruption to nearby residents.
"The city will has implemented ranger patrols, monitoring of group fitness classes and signage reminding people to be considerate, to maximise benefits for recreational users while minimising the impact on residents."
