Three people are dead and at least 25 are being treated in hospital after a speeding car ploughed through pedestrians in the middle of Melbourne's CBD  as police gave chase. Here's what we know so far.

Chaos in Melbourne's CBD

A situation is unfolding on the corner of Bourke St and Elizabeth St.

At least three people are confirmed dead after a police pursuit in the city through the busy Bourke Street mall.

Ambulance Victoria say they are treating 20 people for injuries, some serious. There are also reports of gunshots being fired, possibly by police. 

Who are the victims?

There are photos of an upturned pram and reports from Sky News that a baby had died.

Four children have been taken to the Royal Children's Hospital, with one in a critical condition. 

Five people have been taken to the Alfred hospital, three are critical but stable. 

Up to six patients have been taken to St Vincent's Hospital. 

Ten patients have been taken to the Royal Melbourne Hospital. 

Some hospitals have gone into code brown, which denotes an external emergency.

Where did it take place? 

Witnesses say they saw a car driving on the footpath on Bourke Street near Queens Street. 

Swanston Street is closed from Flinders Street to Bourke Street.

Police are advising people to avoid the city on Friday night.

Footage has emerged of a car circling around the intersection of Flinders Street and Swanston Street before driving down Swanston Street in the moments before the incident.

Police say the car is the same one which ploughed into the crowd on Bourke Street.

When was it?

The incident happened at about 2pm on Friday, not long after the busy lunchtime rush. 

What are witnesses saying? 

Sharn Baylis from Adelaide said she gave CPR to a young Asian man in his 20s who appeared to have suffered severe head injuries.

She said onlookers tried to save the man but he died on the footpath outside Bardot on Bourke Street after being run over by the car before paramedics could help him.

"There were massive internal injuries, he was bleeding heavily but the head injury alone probably would have killed him," she said.

She ran over to help the man after watching the car drive down Bourke Street mall driving in a straight line as it slammed into pedestrians. 

"There was no hesitation when he got to the crowd, he just mowed them down," she said.

"He was going around 60km/h but it seemed faster.

"People were literally just flying like skittles, bouncing off the bonnet and smashing into the shops."

Who was responsible?

One person has been arrested.

Police have said the incident is linked to an earlier stabbing in the south-eastern suburb of Windsor, which left a man in a critical condition. 

Police have said the incident is not terror-related.
