Hillary's Boat Harbour is one of the most popular tourist attractions in Perth, and as a result, parking can often be a nightmare.

But one Perth resident was left particularly annoyed when she returned to her car on Sunday afternoon.

There's another twist in the Fremantle parking fine saga

Ruth Harte had been attending a birthday party with her 11-year-old son and elderly father at the Marina, and parked her black SUV in a disabled park.

She displayed her ACROD ticket, and helped her father out of her car.

When she returned two hours later, she was shocked at what she found.

A white Holden Astra had parked between herself and another ACROD user, right in the middle of the two disabled bays.

"My first thought was 'you're kidding me'," she said.

"I couldn't figure out how they actually managed to fit between us, it's not even a parking bay!"

 "I don't know how the person got out of their driver's door, there's no way in the world my father could have gotten back in the car without hitting it.

"It was at the point where my 11-year-old son couldn't have even squeezed in if he wanted to."

Ms Harte had to move her car in order for her father and son to get in the vehicle.

"It's not like it was very busy... there were heaps of car parks around.

"You could tell they were intending on staying for awhile because they had put their sunshade up... they didn't even have an ACROD card!"

Ms Harte reported the incident to the City of Joondalup, and was told that parking inspectors often stopped their patrols after midday.

"I was told there was nothing they could do," she said.

The City of Joondalup advised those in a similar situation to contact a ranger immediately on 1300 655 866, so investigations can commence quickly.

Drivers can also report the misuse of disabled bays to their relevant ACROD authority.
