A public university is a university that is predominantly funded by public means through a national or subnational government, as opposed to private universities. Whether a national university is considered public varies from one country (or region) to another, largely depending on the specific education landscape. In some parts of the world (such as China), public universities usually enjoy higher reputation domestically. Many of the prominent public universities are ranked among the best in the world by THES - QS World University Rankings and the Academic Ranking of World Universities.
In Egypt, Al-Azhar University opened in 975 AD as the second oldest university in the world. It was followed by a lot of universities opened as public universities in the 20th century such as Cairo University (1908), Alexandria University (1912), Assiut University (1928), Ain Shams University (1957), Helwan University (1959), Beni-Suef University (1963), Benha University (1965), Zagazig University (1978), Suez Canal University (1989), where tuition fees are totally subsidized by the Government.
American Public University System (APUS) is a for-profit, online learning institution that is composed of American Military University (AMU) and American Public University (APU). APUS is wholly owned by American Public Education, Inc., a publicly traded private-sector corporation (NASDAQ: APEI). APUS maintains corporate and academic offices in Charles Town, West Virginia and administrative offices in Manassas, Virginia. APUS offers associate, bachelor's and master's degrees, in addition to dual degrees, certificate programs and learning tracks.
The university was founded in 1991 by Major James P. Etter (USMC, retired) as American Military University. Operations began in January 1993 with the enrollment of 18 graduate students. Initially, the main goal of the university was to meet the unique educational needs of military personnel needing courses in specialized areas, such as counterterrorism and military intelligence, that were not included in typical university course offerings. In the early years, instruction was done through conventional correspondence.
A university (Latin: universitas, "a whole") is an institution of higher (or tertiary) education and research which grants academic degrees in various subjects and typically provides undergraduate education and postgraduate education. The word "university" is derived from the Latin universitas magistrorum et scholarium, which roughly means "community of teachers and scholars."
The original Latin word "universitas" refers in general to "a number of persons associated into one body, a society, company, community, guild, corporation, etc." At the time of the emergence of urban town life and medieval guilds, specialised "associations of students and teachers with collective legal rights usually guaranteed by charters issued by princes, prelates, or the towns in which they were located" came to be denominated by this general term. Like other guilds, they were self-regulating and determined the qualifications of their members.
In modern usage the word has come to mean "An institution of higher education offering tuition in mainly non-vocational subjects and typically having the power to confer degrees," with the earlier emphasis on its corporate organization considered as applying historically to Medieval universities.
In public relations and communication science, publics are groups of individual people, and the public (a.k.a. the general public) is the totality of such groupings. This is a different concept to the sociological concept of the Öffentlichkeit or public sphere. The concept of a public has also been defined in political science, psychology, marketing, and advertising. In public relations and communication science, it is one of the more ambiguous concepts in the field. Although it has definitions in the theory of the field that have been formulated from the early 20th century onwards, it has suffered in more recent years from being blurred, as a result of conflation of the idea of a public with the notions of audience, market segment, community, constituency, and stakeholder.
The name "public" originates with the Latin publicus (also poplicus), from populus, and in general denotes some mass population ("the people") in association with some matter of common interest. So in political science and history, a public is a population of individuals in association with civic affairs, or affairs of office or state. In social psychology, marketing, and public relations, a public has a more situational definition.John Dewey defined (Dewey 1927) a public as a group of people who, in facing a similar problem, recognize it and organize themselves to address it. Dewey's definition of a public is thus situational: people organized about a situation. Built upon this situational definition of a public is the situational theory of publics by James E. Grunig (Grunig 1983), which talks of nonpublics (who have no problem), latent publics (who have a problem), aware publics (who recognize that they have a problem), and active publics (who do something about their problem).
