He was pulled from the water about 10 minutes later, but paramedics were unable to revive him and he was pronounced dead at the scene.
Emergency services had been called to Bonegilla Road at Kookaburra Point, near Ebden.

The boy's identity remains unknown. His death is not being treated as suspicious.
A witness has told the Border Mail of his shock after hearing a woman screaming at the scene.
Wodonga man Ryan Van Ree said he had been on the water on Tuesday afternoon and noticed there were few boats around Kookaburra Bay.
As he got closer, he noticed paramedics and police at the scene with several distressed people.
Mr Van Ree said a woman started screaming, probably as it became clear the boy had died.
"It's not something you want to hear - it's a pretty distinct cry," he said.
"They were right on the foreshore of the water.
"There were three paramedics there, ankle or knee deep in water, doing what looked like CPR try to revive the young fella."
Mr Van Ree left the area to spend time with his family after witnessing the incident.
Police will prepare a report for the coroner.
The boy's death followed a string of recent near drownings in recent weeks and months.
Nicholas Corboy, two, was pulled unconscious and not breathing from a Wangaratta pool last week and was revived.
There have also been near drownings on the Murray River at Albury and in Wodonga, Everton and at Harrietville.
A drunk and unconscious woman was dragged from Noreuil Park by a holidaymaker on Christmas Day after getting her leg stuck in a tree.
Daniel Ward was dragged from the pool at the Wodonga Sports and Leisure Centre about a month earlier.
