Paramedics began treating the 46-year-old man from Springhurst in northeastern Victoria for upper body injuries but he died at the scene.

It is believed the man was staying at a property not far from the clearing where he died, which is down a gravel road and on the banks of Lake Victoria, just outside the town.

Shortly after dark, he is understood to have gone to the clearing, near Rae Street, with family and friends to let off fireworks. Police were told that two fireworks were successfully ignited, but the third caused the fatal accident.

Police deputy commissioner of regional operations Andrew Crisp confirmed the incident involved illegal fireworks.

People needed to understand fireworks are explosives, and when mixed with alcohol could have tragic consequences, Mr Crisp said.

"We feel for the family of this man at this time," he said.

"Let's take something from this tragic death last night. Hand [illegal fireworks] in, or dob in someone who's got them."

An arson chemist was due to attend the site on Sunday morning to investigate the cause of the deadly accident.

On the NSW Central Coast, a man was killed after he was hit in the head by a firework at Budgewoi Beach.

The Hollands Landing accident was not the only call Ambulance Victoria received about people injured by fireworks overnight.

In Drouin, west Gippsland, paramedics treated a man in his 20s for facial burns sustained from a firecracker. He was taken to Dandenong Hospital in a stable condition.

Meanwhile, in South Morang, a teenager was lucky to escape with just minor injuries after he was hit in the face by fireworks.

A man in his late teens was flown to hospital after a suspected drug overdose in Lorne. An Ambulance Victoria spokesman said the suspected overdose was not linked to the Lorne Falls Festival.

In the Melbourne CBD, paramedics responded to more than 100 calls for help between 8pm and 2am, mostly relating to minor assaults, slips and falls.

One man in his 40s was taken to hospital with leg injuries after he fell about three metres from a lamp post on Princes Bridge.

Ambulance Victoria state events co-ordinator Andy Watson said the public were mostly well behaved.

"The public appeared to have enjoyed a great start to 2017 and in the right spirit," he said.

"While our workload has been up, most of the incidents we have been called to have not been serious."

Police said there were 183 arrests across the state during New Year's Eve celebrations. Of those, 109 were due to drunkeness.
