The Manago twins were discovered unconscious and underwater by their neighbours at the Charbel Place residence, performing CPR until paramedics arrived.

One of the neighbours, Michelle Skevington, told Channel Seven after the incident: "We just kept going and going and going until the paramedics arrived.

"We may have saved those children's lives. I'm not sure, I hope like hell we have."

Charli died in hospital on December 26, six days after the incident. Her twin brother Robbi was still undergoing treatment, but passed away on Thursday.

Their parents Fleur and Robert Manago remained at their bedside. They have four older children who attend school in the local area. One neighbour, Katie Broom, described them as "the most beautiful family you could ever meet" while another, Elsae Susanto, said "they're such lovely neighbours and they're very caring parents. It's really sad."

Police from Quakers Hill Local Area Command are investigating how the toddlers accessed the pool after the incident.
