One version says that the CFR is an organization sister to the Royal Institute of International Affairs (Britain), both founded in 1921 right after World War I when the League of Nations idea failed. The sole purpose of such organizations is to condition the public to accept a Global Governance which today is the United Nations. After World War I ended, members of Cecil Rhodes' Round Table Group (largely under the direction of Rhodes' successor, Lord Alfred Milner) met with The Inquiry, led by Colonel Edward Mandell House. Working with the Fabian Socialists, they established the Royal Institute of International Affairs in Britain and its American branch, the Council on Foreign Relations. The CFR was largely under the control of associates of J.P. Morgan, some of whom were Skull and Bones members such as Henry P. Davison and Averell Harriman. Averell Harriman's brother, E. Roland Harriman, was a member of the CFR; he was initiated into S&B; in 1917 along with Prescott Sheldon Bush, George W. Bush's grandfather.
In 1891, Cecil John Rhodes organized a secret society to take control of the world. His mentor at Oxford University was John Ruskin. Ruskin has a swastika engraved on his gravestone, just as Rhodes Trust member Rudyard Kipling has on the covers of his early books.[11] Prior to Adolph Hitler, the swastika, which reportedly also has been seen at the S&B; vault at Yale University, was an elitist symbol. In an apparent contradiction, John Ruskin referred to himself as a Tory and a Communist. However, one must realize that the elite have no qualms about working with both the political left and the political right, with an ultimate goal of synthesizing them into a world socialist government.
As far as Rhodes was concerned, his plan would be carried out via Rhodes Scholars and Round Table Groups, which grew out of his secret "Society of the Elect." Rhodes' secret society lasted almost six decades, by which time enough of his people had penetrated the areas of politics, economics, journalism, and education so that his "conspiracy" was replaced by a network of the power elite. [13] We know that the conspiracy lasted well into the 20th century, because in 1931 one of its key operatives, historian Arnold Toynbee, wrote:
"We are at present working discreetly with all our might to wrest this mysterious force called sovereignty out of the clutches of the local nation states of the world. All the time we are denying with our lips what we are doing with our hands."

Foreign relations
Foreign relations is the management of relationships and dealings between two countries. Any results of foreign policy dealings and decisions can be considered foreign relations.
Overview
The term foreign evolved during the mid-13th century CE from ferren, foreyne "out of doors," based on the Old French forain "outer, external, outdoor; remote" reflecting the sense of "not in one's own land" first attested in the late 14th century CE. Spelling in English was altered in the 17th century, perhaps by influence of the words reign and sovereign. Both words were associated at the time with the most common office of monarch that determined foreign policy, a set of diplomatic goals that seeks to outline how a country will interact with other countries of the world.
The idea of long-term management of relationships followed the development of a professional diplomatic corps that managed diplomacy. Since 1711, the term diplomacy has been taken to mean the art and practice of conducting negotiations between representatives of groups or nations.

Council on Foreign Relations
The Council on Foreign Relations (CFR), founded in 1921, is a United States 4900-member organization, nonprofit, publisher, and think tank specializing in U.S. foreign policy and international affairs. It is headquartered in New York City, with an additional office in Washington, D.C.. Its membership has included senior politicians, more than a dozen secretaries of state, CIA directors, bankers, lawyers, professors, and senior media figures. The CFR promotes globalization, free trade, reducing financial regulations on transnational corporations, and economic consolidation into regional blocs such as NAFTA or the European Union, and develops policy recommendations that reflect these goals.
The CFR meetings convene government officials, global business leaders and prominent members of the intelligence and foreign-policy community to discuss international issues. CFR publishes the bi-monthly journal Foreign Affairs, and runs the David Rockefeller Studies Program, which influences foreign policy by making recommendations to the presidential administration and diplomatic community, testifying before Congress, interacting with the media, and publishing on foreign policy issues.

International relations
International relations (IR) or international affairs, depending on academic institution, is either a field of political science or an interdisciplinary academic field similar to global studies, in which students take a variety of internationally focused courses in social science and humanities disciplines. International relations is an academic and a public policy field, and so can be positive and normative, because it analyzes and formulates the foreign policy of a given State.
As political activity, international relations dates from the time of the Greek historian Thucydides (c. 460–395 BC), and, in the early 20th century, became a discrete academic field (No. 5901 in the 4-digit UNESCO Nomenclature) within political science. In practice International Relations and International Affairs forms a separate academic program or field from Political Science, and the courses taught therein are highly interdisciplinary.
