Riyad H. Mansour (born 21 May 1947) is a Palestinian-American diplomat and since 2005 has been the Permanent Observer of Palestine to the United Nations. Previous to Mansour's appointment to Permanent Observer, Mansour served as the Deputy Permanent Observer of Palestine to the United Nations from 1983 to 1994. In 2005, President of the Palestinian National Authority Mahmoud Abbas appointed him to succeed Nasser al-Qudwa as Permanent Observer for Palestine to the UN. Under Mansour, the Permanent Observer Mission of Palestine to the United Nations changed from being an "entity" to being a "non-Member Observer State" on 29 November 2012.
Mansour was born on 21 May 1947 to a family who lived in Ramallah, Mandatory Palestine. He has a Ph.D in Counselling from the University of Akron, a Master of Science degree in Education Counselling, and a Bachelor of Arts degree in Philosophy from Youngstown State University. In 2002, Mansour served as an adjunct professor in the Political Science Department at the University of Central Florida.
The United Nations (UN) is an intergovernmental organization to promote international co-operation. A replacement for the ineffective League of Nations, the organization was established on 24 October 1945 after World War II in order to prevent another such conflict. At its founding, the UN had 51 member states; there are now 193. The headquarters of the United Nations is in Manhattan, New York City, and experiences extraterritoriality. Further main offices are situated in Geneva, Nairobi and Vienna. The organization is financed by assessed and voluntary contributions from its member states. Its objectives include maintaining international peace and security, promoting human rights, fostering social and economic development, protecting the environment, and providing humanitarian aid in cases of famine, natural disaster, and armed conflict.
During the Second World War, US President Franklin D. Roosevelt initiated talks on a successor agency to the League of Nations, and the United Nations Charter was drafted at a conference in April–June 1945; this charter took effect 24 October 1945, and the UN began operation. The UN's mission to preserve world peace was complicated in its early decades by the Cold War between the US and Soviet Union and their respective allies. The organization participated in major actions in Korea and the Congo, as well as approving the creation of the state of Israel in 1947. The organization's membership grew significantly following widespread decolonization in the 1960s, and by the 1970s its budget for economic and social development programmes far outstripped its spending on peacekeeping. After the end of the Cold War, the UN took on major military and peacekeeping missions across the world with varying degrees of success.
Observer status is a privilege granted by some organizations to non-members to give them an ability to participate in the organization's activities. Observer status is often granted by intergovernmental organizations (IGO) to non-member states and international nongovernmental organizations (INGO) that have an interest in the IGO's activities. Observers generally have a limited ability to participate in the IGO, lacking the ability to vote or propose resolutions.
The United Nations General Assembly may grant entities observer status. The United Nations welcomes many international agencies, entities, and two non-member state as observers. Observers have the right to speak at United Nations General Assembly meetings, but not to vote on resolutions.
Non-member observer states are recognized as sovereign states, and are free to submit a petition to join as a full member at their discretion. At present, the Holy See and Palestine are the only observer states at the United Nations, although Switzerland also maintained such status until it became a member state. Among others the Sovereign Military Order of Malta also has observer status, although not as a state but as an entity.
Mansur (Arabic: منصور, Manṣūr; also spelled Munsor, Mansoor, Mansour, Monsour, Mansyur or Mensur) is a male Arabic name that means "the one who is victorious", from the Arabic root naṣr (نصر), meaning "victory."
The first known bearer of the name was Al-Mansur, second Abbasid caliph and the founder of Baghdad.

The State of Palestine (Arabic: دولة فلسطين Dawlat Filasṭīn), also known simply as Palestine, is a partially recognized state in the Middle East.Its independence was declared on 15 November 1988 by the Palestine Liberation Organization (PLO) in Algiers as a government-in-exile. The State of Palestine claims the West Bank and Gaza Strip, with eastern Jerusalem as the designated capital, while actually exercising partial control of those areas assumed in 1994 via the Palestinian Authority. General use of the term "Palestine" or related terms to the area at the southeast corner of the Mediterranean Sea beside Syria has historically been taking place since the times of Ancient Greece, with Herodotus writing of a "district of Syria, called Palaistine" in which Phoenicians interacted with other maritime peoples in The Histories.

Palestinian envoy to the United Nations Riyad Mansour says Palestinians are held captive by Israel in an open prison called the Gaza Strip. He made the remarks during a United Nations Security Council meeting over the Israeli war on Gaza. Mansour condemned Israel for attacking densely-populated areas in the Palestinian territory with missiles, bombs and artillery shelling. He added that Palestinians want an end to the Israeli aggression and their collective punishment. The Palestinian official also criticized the international community and the U-N-S-C for failing to stop Israeli atrocities. Mansour says Israel should not be allowed to carry out its crimes with immunity.
