A national aviation authority (NAA) or civil aviation authority is a government statutory authority in each country that oversees the approval and regulation of civil aviation.
Due to the inherent dangers in the use of flight vehicles, NAA's typically regulate the following critical aspects of aircraft airworthiness and their operation:
Depending on the legal system of the parent country, the NAA will derive its power from an act of Parliament (such as the Civil or Federal Aviation Act), and is then empowered to make regulations within the bounds of the act. This allows technical aspects of airworthiness to be dealt with by subject matter experts and not politicians.
Civil aviation is one of two major categories of flying, representing all non-military aviation, both private and commercial. Most of the countries in the world are members of the International Civil Aviation Organization (ICAO) and work together to establish common standards and recommended practices for civil aviation through that agency.

Since 2004, the US Airlines combined have carried over 600 million passengers each year, and in 2014, they carried a combined 662,819,232 passengers.
The word authority (derived from the Latin word auctoritas) can be used to mean the right to exercise power given by the State (in the form of government, judges, police officers, etc.), or by academic knowledge of an area (someone can be an authority on a subject).
When the word Authority is used in the name of an organization, this name usually refers to the governing body upon which such authority is vested; for example, the Puerto Rico Electric Power Authority or the Massachusetts Bay Transportation Authority. It is also the right to do something.
In government, the term authority is often used interchangeably with power. However, their meanings differ: while power is defined as "the ability to influence somebody to do something that he/she would not have done", authority refers to a claim of legitimacy, the justification and right to exercise that power. For example, while a mob has the power to punish a criminal, for example by lynching, people who believe in the rule of law consider that only a court of law has the authority to punish a criminal legally as the law says.
Aviation is the practical aspect or art of aeronautics, being the design, development, production, operation and use of aircraft, especially heavier than air aircraft. The word "aviation" was coined by French writer and former naval officer Gabriel La Landelle in 1873, from the verb "avier" (synonymous flying), itself derived from the Latin word "avis" ("bird") and the suffix "-ation".
There are early legends of human flight such as the story of Icarus in Greek myth and Jamshid in Persian myth, and later, somewhat more credible claims of short-distance human flights appear, such as the flying automaton of Archytas of Tarentum (428–347 BC), the winged flights of Abbas Ibn Firnas (810–887), Eilmer of Malmesbury (11th century), and the hot-air Passarola of Bartholomeu Lourenço de Gusmão (1685–1724).
The modern age of aviation began with the first untethered human lighter-than-air flight on November 21, 1783 of a hot air balloon designed by the Montgolfier brothers. The practicality of balloons was limited because they could only travel downwind. It was immediately recognized that a steerable, or dirigible, balloon was required. Jean-Pierre Blanchard flew the first human-powered dirigible in 1784 and crossed the English Channel in one in 1785.

Regulations, especially badly designed regulations, will not solve the drone problem here in New Zealand, nor anywhere else and here is why. One of the largest UFOs ever seen has been observed by the crew and passengers of an airliner over the Channel Islands. Airlines captain Ray Bowyer, flying close to Alderney first spotted the object, described as "a cigar-shaped brilliant white light". The sightings were also confirmed by an unnamed pilot with the Blue Islands airline. The Civil Aviation Authority safety notice states that a Tri-Lander aircraft flying close to Alderney spotted the object.

The sighting was confirmed by his passengers, and when he reported it to the Civil Aviation Authority, another pilot who was in the area at the time revealed he also saw the apparent UFO.
