The owner of Club 859 is Fiona Brownlee, whose sons Jason and Nicholas Dimonzantos, run Kittens strip clubs in South Melbourne and Caulfield South.
At the time, she told police she had no idea why her club was targeted but there had been prior incidents where shots were fired at the Kittens business and an explosion.
"I am totally in the dark about why this has happened. I am devastated," she said.
Taxi driver Stavros Litsas told police he was waiting for fares outside the brothel on the night of the shooting when a white Porsche Cayenne pulled up briefly before driving off.
The car returned, the back window was wound down, a rifle barrel pointed out and a volley of shots blasted the brothel's front door, he said.
"The glass in the tram stop shattered. Let me tell you, this rifle was powerful and my ears were ringing for hours," he said.
"I sat there for a minute in total shock."
O'Kelly, who is in custody, will appear in the County Court in February.
