Public Accounts Committee (PAC) refers to a committee in the legislature that must study public audits, invite ministers, permanent secretaries or other ministry officials to the committee for questioning, and issue a report of their findings subsequent to a government budget audit. Typically, the government is required to report back to parliament on PAC recommendations within a specified period, usually two to six months. More often than not, opposition members chair PACs in the commonwealth. Based on their findings, PACs often make recommendations to government ministries requiring that they change certain policies and procedures to improve their operations.
The majority of legislatures descending from the British Parliament use public account committees to follow up on the findings of public audits. Since the creation of the Public Accounts Committee in the Gladstonian Reforms of1861, PACs have become ubiquitous throughout the Commonwealth. The tremendous expansion and scope of government and of state-owned enterprises during the second half of the 20th century made PACs, which are charged with overseeing government expenditures,even more important.

Former Devolution Cabinet Secretary Anne Waiguru is appearing before the National Assembly's Public Accounts Committee that is investigating the Sh791 million scandal at the National Youth Service Ms Waiguru began her testimony by asking members of the Public Accounts Committee (PAC) for assurances that it was not pursuing her and was only interested in the truth. Watching live broadcasts of the committee's proceedings, she said, she had noticed that some members of the committee asked witnesses leading questions.

Back home in Nairobi the director of public prosecutions Keriako Tobiko has declined to appear before the parliament public accounts committee to testify in the ongoing NYS probe. Tobiko said his appearance before the committee could jeopardize an ongoing fraud court case, where 11 suspects are facing fraud charges relating to the NYS scandal. Former Devolution Cabinet Secretary Ann Waiguru has termed allegations linking her to the loss of millions of shillings at the national youth service as unfounded. Waiguru who appeared before the public accounts committee blamed former principal secretary Peter Mangiti and former NYS director general Nelson Githinji for payments of irregular tenders at the agency. Waiguru tabled documents indicating that Mangiti was the brains behind a 3 Billion shillings supplementary budget whose expenditure was suspect.

Mangiti accused Waiguru of micro-managing the ministry and creating a parallel command that was used to orchestrate the loot at NYS and later framing him as an opposition mole in government to conceal her dealings.
