From November 6-10, 2016, the International Foundation for Electoral Systems (IFES) gathered 550 participants from 90 countries for the 2016 U.S. Election Program (USEP) and Seventh Global Elections Organization Conference (GEO-7). The 2016 USEP and GEO-7 was the largest international gathering of election professionals of the year, with representatives from Albania to Zimbabwe in attendance.
On Tuesday, November 8, the International Foundation for Electoral Systems (IFES) honored Chafik Sarsar, President of Tunisia’s Independent High Authority for Elections (ISIE), with its 2016 Joe C. Baxter Award at a reception ceremony held during the 2016 U.S. Election Program.

Electoral participation by internally displaced persons (IDPs) is a challenging undertaking, but one that is becoming increasingly relevant as current estimates indicate over 40 million IDPs worldwide. IFES’ “Internally Displaced Persons and Electoral Participation: A Brief Overview” represents the culmination of intensive research, which is intended to further develop IDP electoral rights. IFES intends to utilize this information moving forward for implementation in its programming and to serve IDP populations globally by brining international attention to this important issue.
The International Foundation for Electoral Systems (IFES) includes gender equality and women’s empowerment programming as a key facet of its democracy-building work in countries transitioning from violent conflict to more stable political processes.
This paper is intended as a guide for election practitioners who are interpreting, developing, and implementing legal and regulatory frameworks for elections, and who should understand the hierarchy of these laws.
