Manchester (/ˈmæntʃɪstər/) is a city and metropolitan borough in Greater Manchester, England, with a population of 514,417 as of 2013. It lies within the United Kingdom's second-most populous urban area, with a population of 2.55 million. Manchester is fringed by the Cheshire Plain to the south, the Pennines to the north and east and an arc of towns with which it forms a continuous conurbation. The local authority is Manchester City Council.
The recorded history of Manchester began with the civilian settlement associated with the Roman fort of Mamucium or Mancunium, which was established in about 79 AD on a sandstone bluff near the confluence of the rivers Medlock and Irwell. It was historically a part of Lancashire, although areas of Cheshire south of the River Mersey were incorporated during the 20th century. Throughout the Middle Ages Manchester remained a manorial township but began to expand "at an astonishing rate" around the turn of the 19th century. Manchester's unplanned urbanisation was brought on by a boom in textile manufacture during the Industrial Revolution, and resulted in it becoming the world's first industrialised city.
In local government, a city hall, town hall, civic centre, (in the UK or Australia) a guildhall, a Rathaus (German), or (more rarely) a municipal building, is the chief administrative building of a city, town, or other municipality. It usually houses the city or town council, its associated departments, and their employees. It also usually functions as the base of the mayor of a city, town, borough, or county / shire.
By convention, until the mid 19th-century, a single large open chamber (or 'hall') formed an integral part of the building housing the council. The hall may be used for council meetings and other significant events. This large chamber, the 'town hall', (and its later variant 'city hall') has become synonymous with the whole building, and with the administrative body housed in it. The terms 'council chambers', 'municipal building' or variants may be used locally in preference to 'town hall' if no such large hall is present within the building.
The local government may endeavor to use the town hall building to promote and enhance the quality of life of the community. In many cases, "'town halls' serve not only as buildings for government functions, but also have facilities for various civic and cultural activities. These may include art shows, stage performances, exhibits and festivals. Modern town halls or "civic centres" are often designed with a great variety and flexibility of purpose in mind.
Manchester Town Hall is a Victorian, Neo-gothic municipal building in Manchester, England. It is the ceremonial headquarters of Manchester City Council and houses a number of local government departments. The building faces Albert Square to the north, featuring the Albert Memorial and St Peter's Square to the south, home to The Cenotaph.
Designed by architect Alfred Waterhouse, the town hall was completed in 1877. The building contains offices and grand ceremonial rooms such as the Great Hall which is decorated with Ford Madox Brown's imposing Manchester Murals illustrating the history of the city. The entrance and Sculpture Hall contain busts and statues of influential figures including Dalton, Joule and Barbirolli. The exterior is dominated by the clock tower which rises to 280 feet (85 m) and houses Great Abel, the clock bell.
In 1938, a detached Town Hall Extension was completed and is connected by two covered bridges over Lloyd Street. The town hall, which was granted Grade I listed building status on 25 February 1952, is regarded as one of the finest interpretations of Gothic revival architecture in the world.

A little look at Albert Square and Manchester Town Hall clock right in the heart of Manchester city centre on Monday 9th February 2015. The square contains a number of monuments and statues, the largest of which is the Albert memorial. It is dominated by its largest building, Manchester Town Hall Grade I, a Victorian Gothic building by Alfred Waterhouse. Work on the town hall began in 1868 and completed in 1877. In the early 1970s, there was a plan to build an underground station under Albert Square and neighbouring St Peter's Square, as part of the ill-fated Picc-Vic tunnel project. Great Abel, the hour bell in Manchester Town Hall strikes 2pm. Camera shake on the initial strike as I didn't know it would be so loud. There are another 23 bells in the Clock Tower belfry, all cast by John Taylor & Co Bell Foundry, Loughborough. 10 are static and 13 are used for change bell ringing. All 23 can together be played by the Carillion machine.
