India is a Union of States. It means that there is one Union Government and several State Govermments, It also means that Union (Centre) is more powerful than States. At present there are 29 States in the Indian Union and each one of them has a Legislature. You have already read in lesson no.11 about the Parliament of India, which is the law making body at the Union level. The State Legislature is a law making body at state level. In this Lesson you will read about the composition of State Legislature, qualifications and election of their members, powers and functions of the Legislature, and comparison of the powers of two Houses of the Lagislature.

A Member of Legislative Assembly (MLA) is a representative elected by the voters of an electoral district to the Legislature of a State in the Indian system of government. Each state has between seven to nine MLA for every Member of Parliament (MP) that it has in the Lok Sabha.Every state in India is divided in different constituencies and from each constituency a representative known as the Member of the Legislative Assembly MLA is elected by the people. All the MLAs from across the country meet at the Legislative Assembly to discuss on various issues.
The MLAs belong to various political parties and the party which wins more than half the number of constituencies in the respective state is the majority party. The party in majority is called the ruling party while all the other members are considered as opposition. The leader of the ruling party is elected by its members, who becomes the chief minister.
Once the chief and other minister are selected by the ruling party, the state governor appoints them to office, they are together responsible for working of the various government departments. The chief minister belongs to the executive sector of the government while the MLAs in the Legislative Assembly constitute the Legislature.
The Legislative Assembly comprises MLAs from both the ruling party and the opposition to discuss and debate on issues.
Every decision taken by the chief minister and other ministers has to be approved by the members of Legislative Assembly. For instance, various bills are introduced in the Legislative Assembly and if a bill is passed by the MLAs, it becomes a law.
Besides the Legislative Assembly, Newspapers, Televisions and other organizations also help people in expressing their opinions and demand action on it from the government. In such cases, the government responds through press conferences and explains the measures being taken to tackle the issue. Democratic government means, where the people elect their representatives as MLAs.

question of having a Legislative Council.
The idea was backed on the above grounds; it was also
suggested that having a second chamber would allow for
more debate and sharing of work between the Houses.

Legislative assembly
Legislative assembly is the name given in some countries to either a legislature, or to one of its branch. The name is used by a number of member-states of the Commonwealth of Nations, as well as a number of other countries, with notable examples being that of the Australian States, which each have a legislative assembly as a Lower House.
Legislative assemblies in the Commonwealth
The modern-day legislative assembly in a Commonwealth country, either as a national or sub-national parliament, is in most cases an evolution of one of these colonial legislative chambers.
In a number of territories, the name House of Assembly is used instead.
Examples of legislative assemblies in Commonwealth countries
In India, the lower or sole house of each constituent state's parliament is called the legislative assembly, or Vidhan Sabha. The same name is also used for the lower house of the legislatures for two of the union territories, Delhi and Puducherry. Last Week Tonight with John Oliver
Last Week Tonight with John Oliver, often abridged as Last Week Tonight, is an American late-night talk and news satire television program airing on Sundays on HBO in the United States and HBO Canada, and on Mondays (originally Tuesdays) on Sky Atlantic in the United Kingdom. The half-hour long show premiered on Sunday, April 27, 2014, and is hosted by comedian John Oliver. Last Week Tonight shares some similarities with Comedy Central's The Daily Show with Jon Stewart, where Oliver was previously featured as a correspondent and fill-in host, as it takes a satirical look at news, politics and current events on a weekly basis.
Oliver has said that he has full creative freedom, including free rein to criticize corporations. His initial contract with HBO was for two years with an option for extension. In February 2015, it was announced that the show has been renewed for two additional seasons of 35 episodes each. Oliver and HBO programming president Michael Lombardo have discussed extending the show from half an hour to a full hour and airing more than once a week after Oliver "gets his feet under him".

A legislative council is the name given to the legislature, or one of the chambers of the legislature of many nations and colonies.
A member of a legislative council is commonly referred to as an MLC.
History
In the British Empire, the authority under which legislative councils have been constituted has varied: some under the prerogative, others by act of parliament, and some by commission and royal instructions.

In American English, the term "legislative council" has developed a radically different meaning since the 1930s. Today, it refers to a joint committee with members from both houses of the state legislature, which supervises a staff of attorneys, accountants, and researchers charged with providing strictly nonpartisan support services to the legislature or to particular committees. The concept of the legislative council was first developed in Kansas and was implemented by the Kansas Legislature in 1933. Eventually, a majority of U.S. states adopted legislative councils, but under a variety of names. Kansas still uses a legislative council, although it was converted into the Kansas Legislative Coordinating Council in 1971. Today, legislative councils actually operating under that name exist in the states of Arkansas, Arizona, Colorado, Montana, North Dakota, Texas, and Wisconsin. Several states prefer to use the term "commission" for the same thing, including New Jersey and Nevada.

The Legislative Assembly comprises MLAs from both the ruling party and the opposition to discuss and debate on issues.
Every decision taken by the chief minister and other ministers has to be approved by the members of Legislative Assembly. For instance, various bills are introduced in the Legislative Assembly and if a bill is passed by the MLAs, it becomes a law.
Besides the Legislative Assembly, Newspapers, Televisions and other organizations also help people in expressing their opinions and demand action on it from the government. In such cases, the government responds through press conferences and explains the measures being taken to tackle the issue. Democratic government means, where the people elect their representatives as MLAs.
