Disaster management (or emergency management) is the creation of plans through which communities reduce vulnerability to hazards and cope with disasters. Disaster management does not avert or eliminate the threats; instead, it focuses on creating plans to decrease the effect of disasters. Failure to create a plan could lead to damage to assets, human mortality, and lost revenue. Currently in the United States 60 percent of businesses do not have emergency management plans. Events covered by disaster management include acts of terrorism, industrial sabotage, fire, natural disasters (such as earthquakes, hurricanes, etc.), public disorder, industrial accidents, and communication failures.
If possible, emergency planning should aim to prevent emergencies from occurring, and failing, that should develop a good action plan to mitigate the results and effects of any emergencies. As time goes on, and more data becomes available, usually through the study of emergencies as they occur, a plan should evolve. The development of emergency plans is a cyclical process, common to many risk management disciplines, such as Business Continuity and Security Risk Management, as set out below:
An emergency is a situation that poses an immediate risk to health, life, property, or environment. Most emergencies require urgent intervention to prevent a worsening of the situation, although in some situations, mitigation may not be possible and agencies may only be able to offer palliative care for the aftermath.
While some emergencies are self-evident (such as a natural disaster that threatens many lives), many smaller incidents require that an observer (or affected party) decide whether it qualifies as an emergency. The precise definition of an emergency, the agencies involved and the procedures used, vary by jurisdiction, and this is usually set by the government, whose agencies (emergency services) are responsible for emergency planning and management.
An incident, to be an emergency, conforms to one or more of the following: if it:
Homeland security is an American umbrella term for "the concerted national effort to ensure a homeland that is safe, secure, and resilient against terrorism and other hazards where American interests, aspirations, and ways of life can thrive to the national effort to prevent terrorist attacks within the United States, reduce the vulnerability of the U.S. to terrorism, and minimize the damage from attacks that do occur."
Homeland security is not constrained to terrorist incidents. Terrorism is one of many threats that endanger society. Within the U.S., an all-hazards approach exists regarding homeland security endeavors. In this sense, homeland security encompasses both natural disasters and man-made events. Thus, the domain of homeland security must accommodate a plethora of situations and scenarios, ranging from natural disasters (e.g., Hurricane Katrina) to acts of terrorism (e.g., Boston Marathon bombing).
The term came about following a reorganization of many U.S. government agencies in 2003 to form the United States Department of Homeland Security after the September 11 attacks, and may be used to refer to the actions of that department, the United States Senate Committee on Homeland Security and Governmental Affairs, or the United States House of Representatives Committee on Homeland Security.
Ever wonder what emergency management really is? Watch this video to learn what emergency managers in North Carolina do and why it's important.
One of our greatest challenges as emergency managers is proving our value to elected officials, the tax paying public and even to each other. When we get that quizzical look from the budget people and the pointed question from public leaders, "What does the office of emergency management do. . . exactly?" we are abysmally bad at responding effectively. The complication is that emergency management is like insurance with an associated daily cost that no one wants to pay up front but whose value becomes apparent only when really bad things happen. Worse yet, because our primary mission is to enable effective action by OTHERS, it's precisely when we are doing our jobs well that we are almost invisible!
