The antiwar movement's dilemma posted by Richard Seymour

My article in The Guardian, drawing on some of the research I did for American Insurgents:

The war on Libya produced a strange effect in British politics. The majority of the public opposed the war, but very little of this opposition was expressed on the streets. Nor is the possibility of intervention in Syria producing sizeable protests as yet.
The first and most obvious reason for this abstention is that behind a general scepticism about war lies a more conflicted sentiment, as people overwhelmingly sympathise with the democratic uprisings in both Syria and Libya. In a situation like this, the ideological relics of "humanitarian intervention" can be reactivated, as they were when the government packaged its bombing of Libya as a limited venture in support of human rights. But this is not the only factor. In the US, the election of Barack Obama took tens of thousands of Democrat-supporting activists off the streets. It would be mistaken to discount an extension of this effect to the UK. The stabilisation of the occupation of Iraq and the subsequent withdrawal of troops has also contributed...

Syria's revolution, and imperialism posted by Richard Seymour

The Syrian regime is fighting for its survival.  I have no sympathy for it, and will welcome its consumption in a revolutionary overthrow.  The struggle in Syria is fundamentally - not exclusively, and not in a crude, unmediated fashion - a class struggle.  It is an open war of movement between, for the most part, the most advanced sections of the popular classes and a narrow state capitalist oligopoly which has always dealt with the surplus of political opposition by jailing it or killing it.  In that struggle, inasmuch as it matters what I think, I situate myself on the side of the popular opposition.  Not in an undifferentiated manner, and not without confronting the political problems (of eg sectarianism, pro-imperialism etc) that will tend to recur amid sections of the opposition to any of these regimes.  But without conditions or prevarication.  

Yet imperialism has its own reasons, of which reason knows a little, for seeking a different kind of ending to the regime: one which does not empower the currently mobilised masses.  And I really think the chances of an armed 'intervention' in Syria under the rubric of the UN have noticeably increased.  And how we orient ourselves to that situation politically is, I suspect, going to be an important problem in the coming months.  The following pleonastic stream of head-scratching and arm-waving is my contribution to securing that orientation.

For what it's worth, this is how I read the international situation with respect to Syria at present.  The revolutionary wave that was unleashed over one year ago has reverberated through every major social formation in the Middle East.  Because it broke the Mubarak regime, which was a regional lynchpin of a chain of pro-US dictatorships, its effects could not be localised.  The response of the US was one of confusion and fright, followed by the bolstering of some of the ancient regimes and simultaneously a very cautious 'tilt' toward some mildly reformist forces (in general the most right-wing and pro-capitalist forces).  The Saudi intervention in Bahrain was an instance of the former.  The invasion of Libya was an improvised policy along the latter lines.  And the position within Yemen has been somewhere between these two, with the US attempting to manage a replacement of the leadership without empowering the actual popular forces calling for its downfall, some of whom were conveniently vaporised by US bombing raids.  

In general, I think the liberal imperialists have won the ideological argument that the US must be seen to be on the side of reform, because today's insurgent forces are potentially tomorrow's regimes, and the US will have to deal with them on oil, Israel, and so on.  However, the political argument as to what concretely to do about it is much more in the balance.  The realpolitikers have dominant positions in the Pentagon, while the lib imps seem to have a strong voice in the State Department.  It's schematic, but nonetheless a reasonable approximation of the truth to say that the former are very cautious about any Middle East wars, especially wars fought on a liberal (rather than securitarian) basis, while the latter are much more bellicose.  Obama's 'state of the union' address, which undoubtedly had its share of theatrical sabre-rattling, made it clear that he would see the overthrow of the Syrian regime as a logical corollary to the overthrow of Qadhafi, which he boasted was made possible by ending the occupation of Iraq.  Moreover, his administration has continued to ratchet up pressure on Iran, through sanctions, and we are beginning to hear serious arguments in the bourgeois media in favour of a war.  I am not saying that an attack on Iran is likely in the short or medium term.  But any escalation regarding Syria could not but be linked to the escalation against Iran.

Obama and Clinton are also highly responsive to pressure from the European Union and particularly France.  Sarkozy is naturally leading the EU's response to the Middle East crisis.  He may not have a triple A credit rating, but he does have nuclear weapons, a large army with extensive imperialist experience, and a permanent seat on the UN Security Council.  (Merkel, who has none of these, is taking a much more passive role.)  And since the Sarkozy administration has been embarrassed and damaged by the extent of its relations with dictatorships in the Middle East, its 'tilt' toward potentially pro-EU reformist forces has been all the more pronounced.  Britain, consistent with its imperial past in the Middle East, its adjusted but continuing role as a subordinate partner of the US, and the warmed over 'liberal interventionism' embraced by Cameron and Hague, has tended to align with France over both Libya and Syria.

Another important actor is the Arab League, and within it the prominent figure of the Gulf Cooperation Council (GCC).  In the latest Socialist Register, Adam Hanieh points out the strategic centrality of the GCC to the region as far as imperialism is concerned, due to its pivotal role in the region's capitalist development, its hold of enormous oil resources (a quarter of future production), and its articulation with the world economy.  Three GCC states have experienced their own uprisings - Saudi Arabia, Bahrain and Oman - all of which have been repressed with military force and marginalised in the ideological apparatuses.  Even so, it is the GCC monarchies which have been most stable in the context of the global recession, and the most active in managing the fall-out.  So, while the Arab League has not adopted a single, coherent policy response to the regional uprisings, GCC states have played a key role in manouevering the League to support selective interventions, monitoring missions, sanctions and so on against regionally awkward regimes.  The League's support for the intervention in Libya was a decisive factor in enabling it to come about.  Saudi Arabia, which has coordinated many policy initiatives to contain the region-wide uprisings, has involved itself deeply in the Syrian context.  The involvement of Arab League monitors, received with some scepticism by the Syrian local co-ordination committees, was driven by Saudi Arabia; their recent withdrawal has also been triggered by Saudi Arabia.  The subsequent lobbying for a UN resolution calling for the Assad regime to step down and supporting some form of UN intervention, has been led by Britain and France, but strongly supported by the Arab League.  Russia is at present the only obstacle to the resolution, due to its long-standing relationship with Assad.  

Finally, there is the Syrian opposition.  The pro-imperialist bloc, the Syrian National Council (SNC), largely led by exiles based in France and Turkey, has not thus far been representative of the sentiment among the rank and file of Syrian opposition members.  There is a left and nationalist contingent to the revolt, moreover, that complicates any attempt to simply annexe the revolt to the wider regional strategies of imperialism.  Further, even in Libya, where no left or labour movement existed prior to the overthrow of Qadhafi, and where the revolt was quickly disfigured by a racist component, the opening of the political space subsequent to that overthrow has created a window in which germinal popular forces have been able to assert themselves.  A political strike in the oil industry took out a pro-Qadhafi chairman, while unrest in Benghazi has resulted in a serious rift with the governing 'transitional council'.  The ongoing struggles in Egypt, which is strategically central to the whole region, can also swiftly make calculations made on an ad hoc basis, moot.  Nonetheless, complications and problems in a line of development do not necessarily mean that the line will be impeded.  Were the Syrian opposition sufficiently crushed, I think it would be more likely that a pro-intervention 'line' could gain ground, and this would tend to divide the left-nationalist contingent.  This has to be the assumption because, as Bassam Hassad has pointed out in his critique of the SNC and various pro-Assad types, the existing support for imperialist intervention is itself already the result of brutalisation, mediated by certain types of politics, (generally both liberal and Islamist).  

There is also the problem of sectarianism.  As far as I can tell, the majority reject any explicit political appeal along sectarian lines.  The banners saying 'no to sectarianism' reflect a popular sentiment.  The local co-ordination committees have explicitly opposed sectarianism in the movement.  Every substantial report I have encountered indicates the strength of the determination to overcome sectarian politics.  Nonetheless, the regime has a sectarian basis and has reinforced sectarian divisions as a technique of statecraft - not fundamentally dissimilar to a protection racket.  Even though many of the Christians and Alawites supposedly protected by the regime are among the protesters, it would be astonishing if some sections of the opposition were not themselves driven by sectarian politics.  It is noticeable that commentators dismissing the revolt as mere sectarian intrigue tend to focus on the role of the salafists.  They exist as a subordinate stratum in the revolt, and they are among a number of forces which are against the regime on sectarian grounds.  Far from constituting the main political current in the uprising, they nevertheless represent a problem and a weakness for the opposition.  Such divisions are, moreover, always manipulated and amplified whenever imperialism is involved - Iraq, anyone?  

Finally, there are divisions over the use of armed force against the regime.  The Free Syrian Army (FSA) is a large army of defectors from the regime's armed forces, perhaps including tens of thousands of soldiers - at least 15,000 on recent estimates.  This exists, to put it crudely, because the Israeli occupation exists.  These soldiers, trained to defend Syria from Israeli aggression, are now defending Syrians from state aggression.  But their remit has expanded.  While their initial rationale was to defend communities against the security forces, they have consistently engaged in military attacks on the regime's infrastructure.  The risk of doing so, of course, is that it brings down the regime's repressive apparatus.  There is gossip and speculation to the effect that the FSA represents an imperialist conspiracy.  I see little proof of this.  Despite representing a layer of military defectors, it looks to have gained real support among the oppressed and exploited.  The problem is that most of the movement's organised core has insisted on keeping it peaceful, on tactical grounds: the terrain of violent struggle is not where the regime is weakest.  Yet, in some parts of the country, particularly the poorest, the regime is not leaving that option open.  So, tactical divisions underpinned by geographical disparities and the regime's tactics of selectively striking out at opposition strongholds, are also a potential weakness.  Now since the FSA is loyal to the Syrian National Council, which supports an imperialist intervention, there's an obvious dynamic that could come into play here.  That is that in the event of the popular movement being crushed or at least severely set back, the armed component comes to the fore and substitutes for the masses; and in the event of a UN-sanctioned intervention, the FSA becomes an auxiliary of NATO, and alongside the SNC forms the nucleus of a post-Assad regime that is not representative of Syrians. 

There is not an immediate move to bomb or invade Syria.  There is, however, mounting external pressure to create the conditions that would allow this to happen fairly quickly and expediently.  It would be a mistake to assume that because such a path would be riddled with problems, it would not be pursued.

With all that said, I intend to elaborate further in an abstract manner before coming up for air.  From a marxist perspective, the most fundamental antagonism in the capitalist world system is class antagonism.  These, of course, cut through the dominated regimes in the imperialist hierarchy just as much as they do in the dominant regimes.  As such, in a popular struggle against these regimes, marxists start from the position of supporting those struggles.  To be more specific, in various direct and indirect ways, these antagonisms are amplified by imperialism, inasmuch as the ruling classes of the imperialist chain benefit from the exploitation of workers and popular classes in the dominated societies.  This is a fundamental cleavage which, arising from the outward extension of capitalist productive relations from the core, separates the dominant from the dominated formations. As a consequence, marxists also start from an axiomatic position of opposing imperialism.  It is not simply that imperialism retards the social development of these societies, but that it constitutes an additional axis of exploitation and oppression.

Within the class and state structures of such societies, moreover, the domination of imperialism is reproduced in various ways, such that the modes of domination within those states cannot be extricated from the question of imperialism.  As a consequence, popular movements arising against them will tend to have two targets: a domestic and international opponent.  Their struggles will also have a tendency to be internationalized, and to have global effects.  By the same token, where you have a national bourgeoisie that has developed in resistance to imperialism, that resistance will also be inscribed in its forms of class rule and in the state through which its political domination is secured.  Its legitimacy will depend in part on the national bourgeoisie's promise to organise the society in its self-defence.  It follows that where there is a break-up of the regime's social control, the issue of imperialism will be to the fore in its ideological and political strategies for retaining its dominant position.  This isn't merely manipulation, nor can it be wished away.  It poses a particular challenge to popular movements aiming to depose the regime, which is why the role of the anti-imperialist pole in the Syrian uprising is so critical.

But the reality is that these dying regimes can't effectively resist imperialism.  The republics organised under the rubric of Arab nationalism have rarely, even in the rudest health, fared much better against Israeli aggression than the old monarchies, and have often been available for opportunistic or long-term alliances with imperialism.  This is even true of partially resistant regimes.  Hafez al-Assad's support for Falangists against the Palestinians provided the occasion for Syria's initial invasion of Lebanon.  Assad senior was also a participant in the Gulf War alliance against Iraq.  His son, Bashar al-Assad, has always notched up plaudits from Washington as a neoliberal reformer - the liberalisation of the economy along lines prescribed by the IMF has been one of the causes of the polarisation of Syrian society, and the narrowing of the regime's social base - and leased some of his jails to Washington during the 'war on terror' to facilitate the torture of suspects.  The Islamic Republic has a similarly chequered record with regard to imperialism.  So, if the regime's raison d'etre is partially that it is an anti-imperialist bulwark, the obvious answer is that it isn't even very good at this.

So how do we orient to this situation, politically?  It seems obvious enough that the greatest bulwark against imperialist intervention in societies like Syria is the fullest and most active mobilisation of the masses themselves.  Their defeat at the hands of their regime would represent a green light to those pressing for intervention.  This is not the main reason why I think marxists should support these rebellions, but it is a very strong reason for doing so.  Second, the organised opposition are for the most part, the most politically advanced sections of the popular classes in both Syria and Iran.  They are the ones who, however they represent it, are responding to the class antagonism in a way that we would want the most radical workers in Europe, the United States and beyond to do.  For this reason, arguments along the lines that both regimes continue to have a popular base and shouldn't be written off are fundamentally wrong.  They do have a popular base, but it is not predominantly organised around any claims or values that the left, especially the revolutionary left, has a stake in.  So, one must hope for that base to erode, and rapidly.  Third, the same basic political grounds on which one opposes an undemocratic capitalist regime and supports its downfall are those on which one must oppose the regime of US imperialism, and work toward its downfall.  Anti-imperialism is an indispensable and not merely occasional aspect of emancipatory politics.  

These problems cannot, of course, be resolved with such abstract formulae: but such formulae have a role in reminding us of our political coordinates.  In concrete struggles, socialists in the imperialist societies would be trying to maintain relations with the opposition to these regimes, linking with exile groups and supporting their protests.  But at the same time, they would be the first to oppose military intervention, and would try to assemble the broadest coalition of forces to stop it.  Even if the deep political logic of events suggests that there is a confluence of these positions, in the real time in which such practices are developed it means negotiating some potentially fraught alliances.  Serious disagreements over the issue of imperialism are bound to emerge in any solidarity campaign; just as there will be sharp disagreements over the regime in any anti-imperialist campaign.  Socialists would have to manage these tensions carefully, while being the ones to consistently argue that the two goals are mutually necessary, rather than opposed.

Obama in Aden. posted by Richard Seymour

Until the so-called underpants bomber failed to strike, you would have been hard pressed to find much information on the Yemen insurgency outside of Press TV. Of the Anglophone media, only the wire services seemed to pay much attention to the Houthi rebellion, and Saudi air strikes against it. US involvement in the Saudi air strikes, some of them ostensibly against 'Al Qaida in the Arabian Peninsula', started to be reported this month. Now this clueless bampot/false flag (take your pick) and his combustible loin cloth have been taken into custody (I'll let you riff on how it could have been a 'dirty bomb'), the former reported as saying that he was trained by 'Al Qaida' in Yemen. So, Obama has his opportunity to come out openly and demand more US attacks in Yemen.

What is this actually about? In one light, the conflict could be seen as a proxy war between Saudi Arabia and Iran, the latter accused (though I have seen no evidence for the accusation) of sponsoring the Houthi rebels, who are in turn accused of having engaged in a cross-border raid on Saudi Arabia. In another light, it is simply about the breakdown of the Yemen polity, which is increasingly de-funded as oil and tourism revenues tumble. President Ali Abdellah Saleh's resort to reliance on Saudi air power against the Houthi rebels reflects the inability of the nothern ruling class, represented by Saleh, to maintain their dominance in response to various regional challenges despite having won the civil war in 1994. As is so often the case, though, it is not possible to extricate the internal conflict from imperialist pressure, as the US shores up the regime and attacks both Sunni and Shia rebels, the latter through Saudi strikes. One thing it isn't about is 'Al Qaida'. The radical Sunni militias that helped the north to victory in 1994 may have turned against their former allies, and there may be organisations there dedicated to attacking US interests in the Middle East. However, to characterise such groups as 'Al Qaida' is to buy into a brand myth. There is no 'Al Qaida' in the sense of a coherent movement with a shared organisation, a clear set of goals and a consistent ideology.

The roots of the current crisis of the Yemeni state are to be found in its construction from a polity divided between British imperial rule, and Ottoman rule. The Arab nationalist and leftist movements sweeping the Middle East since the 1920s did not take root in Yemen until relatively late, only becoming strong among the Adenis in the south by 1956, though a number of oppositional clubs had been founded. Typically, such nationalist groupings demanded not only the unity of southern Yemen, but also unification with the north: this was the position of the group around the an-Nahda (Renaissance) publication, and that around al-Fajr (Dawn). But the independence movement was given a radicalised edge by proletarianisation and the emergence of a militant trade union movement (the Adeni Trade Union Congress). It was this movement that gave a cutting edge to the emerging forms of anticolonial nationalism, as the organised working class rallied to Nasser's Egypt when it was attacked by Britain, France and Israel in 1956. It had successfully organised election boycotts, scuppered attempts by the British to circumvent anticolonial unity by creating a 'Federation' linking traditional sultan rule in the 'hinterland' of southern Yemen to British capital in Aden, and formed the basis of the People's Socialist Party. Despite ferocious repression by the British authorities, they were able to win major reforms and pose the anti-colonial question in a compelling way.

Meanwhile in the north of Yemen, the lead was taken by Nasirists. In 1962, the newly crowned King, Muhammad al-Badr, had attempted to check opposition by appointing a Zeidi and a nationalist, Abdullah as-Sallal, as head of his bodyguards. But he owed al-Badr no loyalty, and began preparing a coup. A separate group of Nasirists had also developed in the army officers' corp, a typical social base for modernising Arab nationalists. They had been planning their own coup for September 1962, but were beaten to the punch by as-Sallal, whose tanks shelled the palace in Sanaa, the capital of the north, taking control of the city. They declared a Yemen Arab Republic in the north, quashed the Imamate, liquidated the property of some landowners, outlawed slavery, and set up a new currency as well as a series of institutions to help transform the north into an independent centre of capital accumulation. Badr fled to Saudi Araba from where he launched a royalist counterattack, with Prince Hassan returning from New York to rally opposition to the royalists' side. At the same time, a number of local tribal leaders took the opportunity to declare their own Imamates. There began a civil war that consumed approximately 4% of the North Yemen population, with Egypt and the USSR backing the Republicans, and the US and Saudi Arabia backing the royalists. But the royalists had the greater resources at their disposal, and as territories held by the YAR fell, Egypt's involvement in the war became very unpopular domestically, as well as among some tribal forces constituting themselves as a 'third force' hostile to both the royalists and Egyptian involvement. Nasir decided to cut a bargain with the Saudis, pledging to withdraw his troops if the Saudis would stop aiding the royalists. There were also said to be unpublished agreements that would limit the scope of anti-British resistance in southern Yemen. When as-Sallal flew to Cairo to protest against a deal which they were not party to, they locked him up and imposed a new leadership on the YAR. This particular deal collapsed, but the fact that Egypt continued to prosecute the war in the old ways - attempting to control the republicans bureaucratically, containing their efforts in ways congruent with the interests of the Egyptian state - weakened the YAR's chances, strengthening the 'third forces' who would eventually cut a deal with the royalists and turn North Yemen into a Saudi sattelite.

In southern Yemen, it was the left that took the lead. The anti-colonial insurgency had been given a shot in the arm by the declaration of the YAR, although it would probably have received little support from the north were it not for Britain's decision to back the royalists. The socialist Left had until that time relied on more or less peaceful metods of mass mobilisation, but it now became apparent that a military solution was called for. It had to spread well beyond the capital into the 'hinterland', and embrace forces beyond the left. So, a new National Liberation Front was formed, comprising army officers, pro-republican tribal leaders, workers and intellectuals. It sought to mobilised the hinterland and develop a 'popular revolutionary army', quite distinct from the kind of professionalised army that was in power in Egypt and intervening in north Yemen. The guerilla war it launched sought to tax the British army by drawing it into a territory, hammering it, then vacating as troop concentrations became overwhelming, whereupon a new offensive would begin elsewhere. The policy of igniting the mountainous and rural areas of the 'hinterland' was effective. The British had relied on traditional sultan rule to counterbalance the militancy of workers in Aden and the Gulf. Now they had lost control of the countryside, and the insurgency was about to go urban. Attempts by the incoming Labour government in 1964 to coopt the leadership, appointing a nationalist (albeit a right-wing one) as Prime Minister and putting on a conciliatory face, were futile. They were committed to maintaining the 'Federation' and their base, but the NLF was not willing to accept this as the basis for any agreement. British military repression, and the torture of local residents intended to extract information, were insufficient to quell the rebellion.

In 1966, the Labour government accepted that it could no longer hold the base and included withdrawal from Aden in a Defence White Paper. This did not mean that they would relent on trying to ensure a pro-British government remained in power. And, in fact, when Egypt was defeated in the Six Day War in June 1967, they took this as the cue to reverse course, declare that they would increase aid for the 'Federation' government, and maintain their military presence for at least six months after 'independence'. Meanwhile, the NLF was radicalising, having refused to subordinate itself to Egyptian interests by uniting with the more right-wing bourgeois nationalist group, the Front for the Liberation of South Yemen (FLOSY). Its leadership began to speak of 'Marxism-Leninism', had studied the guerilla tactics of Mao and the Viet Cong, and was preparing for a much more radical struggle for power. Instead of depending on the Egyptians for funding, they would expropriate the bourgeoisie (bank and jewellery shop robberies), and raise whatever contributions they could from supporters. The FLOSY, backed by the Egyptians, began to attack the NLF using their new paramilitary units, to little avail. A right-wing faction within the NLF favoured negotiating with the FLOSY, but this was unacceptable to most NLF militants. And even as Britain was back-tracking on its commitment to withdrawal, an uprising in Crater took place in which the police and army corps rebelled against the British. This threatened Britain's last credible instrument of power, the South Arabian army. The NLF governed Crater for thirteen days, freeing prisoners, distributing propaganda, and handing over British owned villas to the local population. Moreover, the British had failed to anticipate one effect of Egypt's defeat in the Six Day War, which was to discredit the Nasirists and hand the initiative to the most radical currents in the NLF. The British had to flee, and by 29 November 1967 their troops had vacated. At midnight, the People's Republic of South Yemen was created.

The NLF left wanted to take the struggle much futher. They wanted a new kind of state, in which the army was a popular militia, and in which political power rested on popular committees in each locality, which in turn would elect officials to higher bodies. Abdullah Fatah Ismail, writing for the NLF left, maintained that the new state could either be dominated by the petty bourgeoisie and become a capitalist state using socialist phrases, or it could be a state of workers, poor peasants and partisans. Eventually, the NLF left mobilised to defeat the relatively right-wing leadership in June 1969, and the country was renamed the People's Democratic Republic of Yemen.

Thus, the north and south of Yemen were divided along political and geopolitical lines. They embodied, appaarently, competing social systems, the former pro-capitalist and pro-Western, the latter aspiring toward socialism and pro-USSR. But that division notwithstanding, the majority favoured Yemen unity, and such unity was nominally sought by both northern and southern states. However, that usually took the form of one side trying to impose its version of unity on the other. Thus, in 1972, the north invaded the south with Saudi support. Then, in 1979, the south invaded the north. No dice either way. The southern state was never to achieve any of its radical aims - it was a poor state, its leadership fractious, its politics expressed increasingly in the dogmatic canards of 'Marxism-Leninism'. In 1990, after the collapse of the USSR, it agreed to unity with the north's military leader, Field Marshall Ali Abdullah al-Saleh, who it agreed would by head of the new state.

But, again, the northern elite ought unity on its own terms. The south's oil riches were there to be exploited only by the northern bourgeoisie. So in 1994, when the south looked like seceding, al-Saleh embarked on a preemptive civil war against the former rulers of the south, the Yemeni Socialist Party, purging them and pillaging Aden at the end of a ruthless seventy day assault. Al-Saleh, himself a member of the Zeidi Shi'a sect, did not hesitate to use right-wing Sunni Islamists such as the 'Aden-Abyan Islamic Army' in order to win that war. (It was they who were later supposed to have organised the bombing of the USS Cole in 2000, and it is groups like this who are often referred to as 'Al Qaida'. It was supposedly a group like this that trained that numpty who didn't quite blow up an airplane in Detroit). Even following that victory, however, the northern ruling class could not prevent the emergence of regional, tribal and confessional challenges, often taking the form of armed insurgency.

This brings us to the present impasse. The model of Yemen unity that has been imposed since 1994 clearly isn't sustainable, nor does it have the remotest resemblance to the democratic and egalitarian promise of the 1960s. And where the old left and nationalist currents have failed, Islamist currents - often right-wing ones - sometimes took their place. And these in turn intersect with regional disaffection, as the geography of capital accumulation favours a central ruling class, while leaving substantial territories impoverished. That is what has happened in Yemen. The current stale regime, having encouraged Islamist currents in order to purge the left, now finds itself on the receiving end of their fire. Certainly, Sunni Islamists have some support in Yemen, and their numbers may be augmented by support from some refugees from the Somalian civil war, and US aggression there. However, while their ability to act speaks to the weakeness of the regime, they do not pose a serious threat to the state, and nor are they the targets of the Saudi bombings. That would be the Houthi rebellion, which is led by the Shabab al Moumineen group, whose members are Zeidi, and which calls for a Shi'a state in Yemen. They are also hostile to US and Israeli domination, and especially to the state's over-dependence on Saudi Arabia. Far from representing a localised insurgency centred on a single family, as the Yemeni authorities prefer to maintain, they do pose a comprehensive challenge to the authority of the state.

At the same time, a secessionist movement in the south has resumed, as southerners claim - with some justice - that they are subject to severe discrimination by the current rulers. The fact that they have been butchered while holding peaceful protests (eg) has tended to deepen their conviction. The Southern Movement is not an armed insurgency but, with a state in fiscal crisis and with unemployment at 40%, its success would certainly deprive the northern rulers of revenue (notably oil revenue) that they intend to keep. They are not Islamists, but nor are they exactly leftists, though they do have support from exiled leaders of the Yemen Socialist Party. Now, the US is committing $70m to upholding the present Yemen regime, and while its back-up artillery might take out some groupuscule leader deemed 'Al Qaida'. the basic aim of its funding and military intervention is to defend the incumbent regime against far more cohesive opponents. The result will be to encourage the regime to continue to brutalise and slaughter its opponents - indeed, help them to do so - rather than attempting any reforms that might be necessary to integrate them. The US doesn't care, of course. Suffice to say they don't have an alternative to the present model of Yemen unity, any more than al-Saleh does. They want to conserve a pro-American regime in Yemen as a de facto Saudi sattelite, and can't be expected to worry about the petty grievances of these little people with their absurd ideas about self-government and autonomy.

New Iran protests posted by Richard Seymour

There were those, some months back, who tried to characterise the Iranian reform movement as a flash-in-the-pan upsurge of the "Gucci crowd", a collective bed-wetting of the bourgoisie. They were deeply sceptical of a movement whose apparent stimulus was an allegedly rigged election, in which the losing candidate was supported by the 'Modern Right' neoliberal Rafsanjani, of Iran-Contra fame. They reminded people of the synthetic 'colour revolutions' that have taken place. And indeed, it was hard not to think of that spate of spectacles, in which often well-heeled masses turned out for big protests before either facilitating the assumption of power of a neoliberal faction, or dying out entirely. Think of the 'Cedar Revolution' - the Lebanese bourgeoisie, face-painted and out in force, towing their Syrian house servants behind them. That spectacle moistened a few crotches among Anglosphere liberals, but it was immediately outnumbered by more sizeable Hizbollah organised protests, and it didn't last as a mass movement.

The characterisation of the Iranian movement in those terms was false in several ways. For a start, notwithstanding the 'confessions' issuing from various protesters tortured by the basiji, there is no evidence of any US involvement in the 'Green' movement. Secondly, it can't be assumed that the revolt was simply a movement of the comprador bourgeoisie. Ahmadinejad had done relatively little for the working class. Moreover, far from the movement being restricted to some symbolic appearances in big metropolitan centres, the revolts spread to poor working class areas. Even if it had been a movement exclusively of the middle classes, I would have wanted it to win - to win more than it bargained for, in a sense. It was clear, though, that the revolt wasn't just about Mousavi or the sector of capital backing him, and the rebellion persisted even after the bloody state attacks on protests left several people dead and many wounded. Not long ago Al Qods day, Iran's national day of solidarity with the Palestinians, also became an opposition protest - quite appropriately, I might add. Palestine has better allies than Ahmadinejad.

Students in particular continued to speak out and protest, while the most politicised and advanced sectors of the working class were attacked. Some Anglophone readers equate 'students' with 'middle class' (wrongly as it happens), but one result of the Iranian revolution was an explosion in higher education so that it can no longer be considered a preserve of the privileged. Indeed, just as the radicalism of some students in Britain resulted in part from the matriculation of the working classes, so the radicalism of Iranian students could be said to result in part from their poor background and the miserable economic prospects that await them despite their labours.

At any rate, when Ayatollah Montazeri died a week before Christmas, it would have been reasonable to expect some upheaval. Montazeri was no leftist, though he was initially one of the Republic's 'permanent revolutionaries' working for its export internationally. At the same time, he opposed excessive vengeance against the old Shah ruling class, and helped humanise the Republic during the 1980s when it was undergoing some of its most vicious purges, notably the killing of thousands of prisoners in 1988. He opposed the fatwa against Salman Rushdie, and became an ally of the reform movement in the 1990s. Having criticised Ayatollah Khamenei, whose political instincts are usually reactionary, he was placed under house arrest. Most significantly, he issued a fatwa against Ahmadinejad's re-election this year. He instantly became a muse to the 'Green' movement. Upon his death, the protesters didn't mourn - they organised. Protests broke out not only in Tehran, where some reports apparently speak of protesters taking control of the streets, but also in Najafabad (Montazeri's birthplace), Isfahan, and Zanjan, where police allegedly tried to prevent memorial services from taking place. In the protests that followed, the state responded with its usual combination of tact and diplomacy. Yesterday, the day of Ashura, eight were killed and three hundred injured according to Le Monde. The dead reportedly include Mousavi's nephew. But if drowning the last protests in blood didn't work, how can the authorities assume that it will work this time? Look at these protesters:







If those writing the reform movement off as another 'colour revolution' were correct, we probably wouldn't be witnessing such scenes. There is no way that this is over. The old order in the Middle East, from the US-backed Mubarak dictatorship to the Islamic Republic, is breaking apart. A counsel of despair tells us that the only alternative to the current regime in Iran is some schlemiel maintained by Washington. However, this assumes that the current Iranian ruling class is the country's best vanguard against imperialism - an absurd proposition. The reformers are not Washington stooges, and their success would make attacks and sanctions emanating from Washington less plausible. It also assumes that no social class or coalition in Iran has the resources to build a better, more just state under the duress of pressure from the US. That has always been an excuse of developmentalist, and even 'socialist', despotisms. But there is no reason for us to accept this.

The Third Reich in Jerusalem posted by Richard Seymour

The belief that we live in Enlightened times, that the prevailing cosmovision is scientific and rational, is itself a component of an irrational and violent ideology. We do not live in such a time, and the intelligentsia do not produce work reflecting such commitments. Rather, the great bulk of intellectual production is a labour of fabulation. Histories are aesthetic products, stimulating narratives for those bored with the novel, morality tales for those disenchanted with religion, improving sentiments and axioms for those who don't want to spend their tube journey deflecting anxiety about work with a copy of the Metro. The efficacy of these works as aesthetic productions, dealing in irony, allusion and juxtaposition, and using tragic, romantic or comedic modes of emplotment, is part of their proof, part of their ability to persuade.

So, in the interminable era of the 'war on terror', we have been fed a slurry of literature rehearsing the apocalyptic dramaturgy of Oswald Spengler and his epigones. The key actor, the hero, is the corporative entity known as 'The West'. It is locked in a mortal combat, a fight to the death, with the villain, a relentless and tyrannical opponent, known as 'radical Islam' or 'Islamo-fascism' or 'totalitarianism', tout court. The ideas of 'totalitarianism' constitute the deux ex machina, the animating spirit that subjectivates an otherwise inert substrata of humanity, and sends it rushing, ululating, en masse, toward Jerusalem or New York.

The latest installment of this narrative is provided by the American Eustonite, Jeffrey Herf (criticised by Richard Wolin here, resulting in a debate here). Disinterring, once again, the collusion between Haj Amin al-Husseini, the British-imposed Mufti of Jerusalem, and Adolf Hitler, Herf sets out make the case that 'radical Islam' constitutes the third wave of 'totalitarianism' in the world, following communism and fascism. Stop me if you've heard this one before.

Can a gripping narrative be concocted from such hackneyed materials? Not by Herf, it can't. His efforts to add panache and colour to an utterly forlorn parable revolve around the single narrative conceit of 'Hate Radio', in which pro-Nazi broadcasts in Arab countries during WWII, to some extent facilitated by al-Husseini, are 'hate radio with a vengeance'. The sparsity of evidence for the larger case he wants to make is compensated for with tenuous extrapolations and sensational quotations. The denouement involves one particularly bestial broadcast, inciting the massacre of the Jews in the Arab countries, just as the Nazis were embarking on the final solution. Such viciousness, Herf maintains, found a receptive audience. His evidence doesn't permit too much extrapolation - he can refer to 'elements' in the Egyptian officer corps and the Muslim Brothers whom Berlin thought might be willing to act on such ideas. Herf writes:

Two German historians, Klaus-Michael Mallmann and Martin Cüppers, recently uncovered evidence that German intelligence agents were reporting back to Berlin that if Rommel succeeded in reaching Cairo and Palestine, the Axis powers could count on support from some elements in the Egyptian officer corps as well as the Muslim Brotherhood. Mallmann and Cüppers also show that an SS division was preparing to fly to Egypt to extend the Final Solution to the Middle East. The British and Australian defeat of Rommel at the Battle of El 'Alamein prevented that from happening.

I assume that Herf is referring to an article by Mallmann and Cüppers in the journal Yad Vashem Studies, vol 36, in which the two historians outline a plan to send a unit under SS-Obsturmbannfuhrer Walter Rauth to conquer Egypt, and then proceed to Palestine where, the authors write, "it undoubtedly would see action directed primarily against the Jewish population there". This 'undoubtedly' is not warranted by any evidence cited, but even if it were, I am not persuaded that this amounts to evidence of a plan to "extend the Final Solution to the Middle East". Nor is it obvious that the "elements" identified by the Nazis would have proven amenable to such a programme.

For, as Herf's case proceeds, the connections become all the more tenuous. He asks: "How was Nazi propaganda received by Arabs and Muslims in the Middle East?" He cites an evaluation from the OSS referring to 'apathy' in the Middle East regarding the trial of Nazis, and 'sympathy' for those who aided the Axis due to their hostility to the imperialists. This isn't particularly compelling as evidence, nor would it be surprising if it contained some truth, given the jackbooted behaviour of the colonial powers. It explains and demonstrates precious little. An interesting question would be, how did Arab public opinion receive the vicious exterminationist broadcast inciting genocide against the Jews, the one that Herf is at pains to quote at length? Did anyone actually carry out this genocide, or attempt to? Herf demonstrates no such conspiracy. Nor does he demonstrate that antisemitic ideas had much popular traction.

Instead, what he does is show that Hassan al-Banna of the Muslim Brothers celebrated al-Husseini as a "hero" who "challenged an empire and fought Zionism" through his alliance with the Nazis. Now, al-Banna was both an antisemite and and anti-Zionist. His analysis, in common with many variants of Islamism, was that Western imperialism had destroyed and dislocated Islamic forms of sociability, and that this was being driven by a disintegrative Jewish minority. This has to be registered. But in Herf's polemic, anti-Zionism is uncomplicatedly conflated with antisemitism. Obviously, the two are related, but Herf wants to assert a unidirectional causality: Islamists were anti-Zionist because they were antisemitic - not the other way around, and not because Zionism was itself a colonizing movement that posed a grave menace not just to Palestinians but to other Arab countries in their struggle against colonialism.

As Herf indicates in his debate with Wolin, he considers the 'totalitarian' ideas of 'radical Islam' to be responsible for the majority of problems in the Middle East, denying that it is in any sense a response to external aggression. Here, he relies on a red herring, pointing out that Western interventions since 1945 cannot have substantially caused the rise of Islamism, whose key doctrines were in place before that point. As if 'Western interventions' did not include the construction of the Suez canal, the subsequent colonization of Egypt, the scramble for Africa, the Mandates, etc etc. Might it not be of some interest that Mawdudi and al-Banna, two key figures in the founding of modern Islamism, operated in two countries (India and Egypt) which experienced a particularly savage form of colonial domination from quite early on? Does the doctrine of Islamic restoration espoused by Mawdudi have anything to do with the seige mentality created by British rule and its impact on traditional forms of life? Does his success in attracting post-Partition migrants to the Jamaat-e-Islami have anything to do with a cynical 'divide and quit' policy pursued by the British? If one wants to discuss and anatomise the ideas of these movements, it is not possible to do so without discussing the colonial labyrinth in which they fermented, not to mention the post-colonial systems of domination in which they expanded.

But that is not the kind of history that Herf is interested in. He wants to establish a precarious genealogy of ideas, no matter how tenuous and slender the interconnecting branches are. Thus, he notes that Qutb, an intellectual source for that brand of salafism purveyed by 'Al Qaeda', was an antisemite who claimed that Hitler had been sent by Allah to punish the Jews. This stands as one, utterly frail, limb connecting the Third Reich to the 9/11 attacks. He then recites the antisemitism of the Hamas 'charter', having also previously reminded readers of Ahmadinejad's Holocaust-denial, noting that these are forms of antisemitism which originate in Europe. This is, of course, true, but it does not establish a direct channel from the Third Reich to the Islamic Republic of Iran, or the Izz ad-Din al-Qassam Brigades. Yet this is how, through a series of metonymic substitutions, we get from Nazi broadcasts and al-Husseini to Qutb and Banna, to the Islamic revolution in Iran, to Hamas and, ultimately, to Al Qaeda - an extremely diverse range of groups, movements and individuals, who appear to share nothing more than that they have espoused antisemitism and that they want to establish some form of Islamic polity. This isn't so much a narrative as a montage of fragments, quotes, anecdotes, particles of forensic evidence, and extravagant claims.

In fact, this kind of allusion and juxtaposition is central to the case. As Wolin points out, the vectors of 'totalitarian' influence allegedly extend not just through 'radical Islamists', but also through the "Arab radicals" referred to in the original article. Thus, it is pointed out that Nasser recruited a former Nazi to work for his information ministry. This is, Wolin adds, not much of a case for anything given that the CIA recruited many, many Nazis for its global counterrevolutionary programmes. It isn't even particularly germane to the case. A secular anticolonial nationalist who tortured his Islamist opponents, Nasser can neither be considered a promulgator of Nazism or of any variant of 'political Islam'. But, as with previous incarnations of 'antitotalitarian' history, notably that vulgar treatise by Paul Berman written to justify the Iraq war, the point about 'totalitarianism' is that 'Arab radicals', 'Islamists', communists and fascists are all fungible. Or rather, in the puree of 'totalitarianism', they are indistinguishable. Thus, Berman had no scruple about describing Ba'athism as a variant of 'Muslim' or 'Islamic' 'totalitarianism'. Only through such pedestrian narrative devices is it possible to assert that there is at this time a movement against 'the West' that is comparable in its ideas, its coherency, scope and threat, to the Third Reich.

Ahmadinejad on the question of Zionism posted by Richard Seymour

The claim made by the hard right clique around Ahmadinejad has been that they are the most effective defenders of the nation's sovereignty, and that their opponents are either Western imperialist agents or being manipulated by Western imperialist agents. People have been arrested and tortured under this pretext. So, when Ahmadinejad has something to say about Zionism and its moral claims, he speaks with the assumed authority of the Republic, asserting it as an ally of Palestinians and an opponent of Western imperial power. His latest comments, made on Al Quds day when Iranians demonstrate on behalf of Palestine, appear to deny that the Holocaust took place and thereby claim that Israel's moral mandate is fabricated. I would be quite prepared to be sceptical of any negative claims made about the Iranian leadership in the media, since these have been wrong in the past (cf 'wiped off the map'). And, as Israel is blatantly itching to strike Iran in some fashion, one is justified in being wary of anything that could be used in the service of such an attack. However, the attempts thus far to provide a more 'balanced' interpretation of Ahmadinejad's remarks look tentative at best.

First of all, it is patently obvious that Ahmadinejad did mean to assert that the Holocaust never took place, that it is a "lie" and a "pretext" for the founding of Israel. He further asserts that no research is permitted on the topic of the judeocide by "Zionists and Westerners". There is no point in wasting time refuting Ahmadinejad's claims, but it is worth saying a few things about them. Setting aside questions of probity, Ahmadinejad's argument does not even amount to a particularly effective attack on Zionism. It concedes the wholly false idea that the legitimacy of the 'Jewish state' derives from the Nazi holocaust - the logical corollary of his point being that if the judeocide did take place, which it did, then Israel has legitimate grounds for existence. It concedes the lie that Zionism would be a natural and logical response to antisemitism, pogroms and extermination - it was and is nothing of the sort. It is as if the ideological bases for Zionism were not established well before WWII, as if the project was not already well under way under British tutelage, and as if its founders had nothing to be embarrassed about in terms of their relationship to the Third Reich (see Francis R Nicosia's The Third Reich and the Palestine Question). I would infer that the reason for Ahmadinejad's focus on the Nazi holocaust is that he thinks that Zionism is about Jews, not about colonialism or ethnic nationalism as such. He thinks that if he can undermine the claim that Jews have suffered horrendous oppression, he can undermine the moral basis for the "Jewish state". It is an antisemitic argument, precisely because it concedes so many of the intellectual underpinnings of Zionism.

The interesting thing about this is that anti-Zionism among Palestinians is far more historically sophisticated. The PLO never adopted "revisionism", as it is euphemistically called. Its official position was always that the Nazi holocaust did take place, that it was a tragedy, and that this did not remotely justify the oppression of the Palestinians. Even Hamas, who are often attacked on this question, have been increasingly distancing themselves from that idiotic 'charter' with its references to the Protocols of the Elders of Zion. Hamas leaders have been openly denouncing Holocaust-denial, because they understand that it is no alibi to their cause. So what Ahmadinejad is doing is retrograde even in the context in which he would prefer to have it understood, that of the Palestinian struggle.

There is, moreover, a critical context to Ahmadinejad's remarks. First of all, the government is proceeding rapidly with its privatization programme. It is similar in many respects to the programme visited on Russia under IMF control in the 1990s, and is generating a similar class of state-connected 'oligarchs'. In general, the Iranian hard right accentuates external threats just at the point when it is expropriating public goods far more quickly than even the 'Washington Consensus' would recommend. Secondly, as mentioned, Ahmadinejad's remarks were made on Al Quds day. The government obviously expected that some of the protests would turn into opposition rallies, because it explicitly warned the opposition not to make an appearance. The opposition, despite the risk of arrest, torture and forced 'confessions', did turn out as it happens. And Ahmadinejad's remarks were clearly a calculated intervention, an attempt to claim a particularly reactionary and nasty kind of 'anti-Zionism' (the scare quotes are necessary in this case) for the current government.

No doubt Israel's apologists would prefer to cite Ahmadinejad's nonsense as proof of some 'genocidal' intent toward Israel. This is rather cheeky given the frequency of explicit genocidal sentiments coming from authoritative sources in Israel. Consider the Israeli defence minister's threat of a 'Holocaust' in Gaza. Or the rabbis indoctrinating IDF soldiers with exterminationist doctrine and venerations of the racist murderer Baruch Goldstein during the assault on Gaza. Or the messages left by IDF troops and settlers in Gaza and the West Bank: “Arabs need 2 die”, “Die you all”, “Make war not peace”, “1 is down, 999,999 to go”, “Die Arab Sand-n****rs”, “Exterminate The Muslims” and “Arabs To The Gas Chambers”. Ahmadinejad has nothing on these guys. Moreover, his comments are not comprehensible as a geopolitical gesture, but rather as another manoeuvre in a domestic struggle - in a class struggle, to put it bluntly.

Truth and Reconciliation for Iran posted by Yoshie

The following is an extremely good and timely statement, signed by Iranians, some of whom have taken one side or the other regarding the presidential election and post-election conflicts, and others of whom have taken a neutral stand on them. I encourage non-Iranian leftists to support this attempt and others like it.

Truth and Reconciliation for Iran

We are a group of university educators and antiwar activists with diverse political views who are based in Europe and North America. During the past few years we have been active in defending Iran's national rights -- particularly those relating to the peaceful use of nuclear energy -- against the pervasive deception created by western and Israeli-influenced media and official statements. We have consistently taken a stand against the policies of the United States and its allies, including the improper submission of Iran's nuclear file to the United Nations security council, the imposition of sanction resolutions against Iran, covert destabilisation inside the country and repeated threats of military intervention and bombing of nuclear centres on the part of US and Israel.

At the same time, we have advocated the human rights of individuals and democratic rights for various groups and constituencies in Iran. We have emphasised that the guarantee of such rights is necessary not only for Iran's social and political advancement, but also for the vital unity of our people against foreign pressures.

In the current post-election crisis, we see it as our duty to share our views based on years of defending Iran's national rights, and to help develop realistic solutions for the benefit of all our compatriots of whatever political persuasion.

The background to the current situation is the longstanding belligerent policies of the US and its allies, encouraged by the neoconservatives and the Israeli lobby, which peaked during eight years of Republican rule in the White House. Despite President Khatami's conciliatory approach, exemplified by his promotion of "Dialogue Among Civilisations", and despite Iran's co-operation in the overthrow of the Taliban in neighbouring Afghanistan, the administration of George W Bush labelled the Islamic Republic a member of the "axis of evil". Following the illegal invasion of Iraq, Bush pushed for regime change in Iran. These provocative and confrontational policies played a key role in the defeat of Iranian reformists in the parliamentary elections of 2003 and the presidential election of 2005.

During the past four years, a whole series of policies have targeted Iran's right to produce nuclear fuel for peaceful energy, including illegitimate UN/US sanctions, repeated implicit and overt threats of military attack by the United States and Israel, overt and covert well-funded US destabilisation operations, and aid to terrorist forces seeking to overthrow the government of Iran. These policies have created fears of an externally-instigated "velvet revolution" in the leadership ranks of the Islamic Republic. These fears were used to justify restrictions of civil and political freedoms promoted by the reformist administration of Khatami and, as a result, civil society and non-governmental organisations suffered a setback.

According to critics, these social and political pressures, along with government mismanagement caused by the removal of competent technocrats, have negatively impacted the public interest and put enormous pressure on the middle class, the educated class, journalists and artists. These people must be allowed a more open and free environment in order to fulfil their instrumental roles in service of the country.

On the external front, the Obama administration, facing neoconservative pressure and keeping many of his predecessor's policies against Iran, has nevertheless declared its readiness for unconditional negotiations with Iran. He has for the first time referred to Iran as the "Islamic Republic" and indicated that he is not pursuing regime change in Iran. Furthermore, shortly before the Iranian elections, in a first for an American president, Obama admitted the role of his country in the 1953 coup that overthrew the democratically elected prime minister Muhammad Mossadegh. These changes in US politics have created room for active and constructive diplomacy for the purpose of solving conflicts and disagreements between Iran and the United States, and for creating a nuclear-free Middle East.

This year, there was in Iran a record level of participation in the elections, unprecedented television debates and, most important of all, widespread participation in election campaigns. Despite some restrictions, the elections took place in an overall constructive climate, perhaps making Iran a model democracy among Islamic nations of the region. A day before the elections, Senator John Kerry, a key US statesman, was so impressed that he dismissed as "ridiculous" Bush's policy of denying Iran peaceful nuclear energy, which in itself exposes the baseless nuclear accusations levelled against Iran and proves the illegitimacy of security council resolutions against Iran.

However, in the view of a considerable number of Iranians who are discontented and frustrated with the restrictions on civil and political freedoms, there were various irregularities in the elections, including the suspension of reformist newspapers and mobile telephone SMS service on election day. This caused mass public demonstrations in support of nullifying the election. The unrest has created a major rift between the supporters of Ahmadinejad, who deem Iran's national sovereignty to be of the highest priority, and the supporters of the two reform candidates Karroubi and Mousavi, who demand increased civil and political freedoms above all.

Each of these two major wings of the body politic includes millions of people and both play a vital role in Iran's progress. The rift between these two must heal in an environment of calm, without agitation and mudslinging, for the sake of Iran's future. This healing must be pursued through the path of constructive dialogue and reconciliation, so that the unity of our people for safeguarding national rights can be achieved.

Unfortunately, a large number of our protesting fellow countrymen have been attacked and injured and even more regrettably, a significant number of them have been killed. Also, a large group of reformist activists and leaders have been arrested and imprisoned after the elections.

Both Mousavi and Karroubi have stressed that all protests must remain within the law. Following the request of the reformist and Green leaders, almost all protesters rallied completely peacefully, and in the tradition of Mahatma Gandhi, condemned all types of violence, calling the Basijis and Revolutionary Guards their own brothers. Extremist elements who used the opportunity to create chaos and engaged in the destruction of public property were condemned by Mousavi.

The western media, by their one-sided coverage of the post-election developments, portrayed the street demonstrations protesting the election results as the start of a "velvet" revolution against the Islamic Republic. Regime-change advocates also tried to piggy-back on the protests outside Iran for their own purposes. The British government, which claims to follow a policy of non-interference in Iran's internal affairs, did its part by confiscating nearly £1bn of Iranian assets. To make matters worse, the neoconservatives demanded a re-evaluation of the Obama administration's policy of unconditional negotiations with Iran. The US state department also used this crisis to justify its continuation of Bush-era policies of financing anti-Iranian government organisations for the purposes of "spreading democracy, human rights and a government of law and order". For "security reasons" they refused to release the identities of the recipients of the funds. The Iranian government, for their part, deported two British diplomats, accusing them of interference in Iranian affairs and pointing to western governments as the root of the post-election unrest.

Whatever the role of the western media, governments, and regime change forces, it cannot detract from the legitimacy of the massively popular protests. In fact, Mousavi has emphasised his complete loyalty to the Islamic Republic and admonished his supporters abroad to stay away from the anti-Islamic Republic groups. To attribute the roots of the demonstrations by hundreds of thousands of Iranians to external interference or to regime-change groups amounts to questioning the independence of the country which has been gained and consolidated by the sacrifices of hundreds of thousands.

In the opinion of millions of Iranians, the current crisis has been caused by restrictions on political freedoms, particularly freedom of the press, economic discontent, and deficiencies in transparency and accountability on the part of government institutions. Although these issues have been aggravated by the US political, military and economic encirclement and the CIA's destabilisation programmes, in the view of this segment of society the problems are ultimately rooted in the government's own policies. After their unprecedented participation in the elections, millions of Iranians have lost their confidence in the system. Awareness of this reality was expressed by the speaker of the Iranian parliament Ali Larijani, who indicated on live national television that some members of the Guardian Council openly supported a certain candidate, instead of being neutral during the investigation of the election complaints. He also added that the large segments of society who distrust the declared election results should not be regarded in the same manner as the rioters.

On the basis of the above assessment, and in the interest of resolving the present crisis, we direct all officials and fellow countrymen to the following proposals:

1) Arrests and assaults of reformist and Green movement activists and any use of deadly weapons against the protesters are against the national interest and must be stopped and condemned by the authorities. Of the government of the Islamic Republic, we demand, in accordance with the constitution and for the preservation of national unity, that it release the reformist leaders from detention and observe freedom of the press and other civil rights. Iranian state television and radio must provide time to the protesters to express their views. Permits for nonviolent assembly must be given to the protesters. The government must guarantee the safety of the demonstrators against any violence and those responsible for battering and murdering students and demonstrators must be identified and prosecuted.

2) The current division among the people that separates government supporters and dissenters, under conditions of economic, military and political encirclement, must be reconciled with calm and patient negotiations and reasoning, by condemning any kind of violence and by renouncing name-calling and inflammatory rhetoric. We call on the political forces of both sides to move toward building such a constructive climate and toward creation of an economic, political, and cultural agenda that can respond to all social needs.

3) Of the government of the Islamic Republic, we request that in view of the distrust on the part of a great segment of the country's population, it form an independent truth and national reconciliation commission with representation from all candidates, such that it can gain the trust of the people of Iran and find a reasonable solution for the conflict. The votes of a great portion of the Iranian society for both Ahmadinejad and Mousavi show that the best solution is negotiations for reconciliation and creation of a government of national unity from the ranks of Principalists and the Green movement and reformists. With a comprehensive programme based on Iran's national rights and on people's civil rights, such a government of national unity must address the current challenges facing the country and mobilise in an effective way the totality of human resources and expertise for national development.

4) Of western governments, we request that they cease any and all interference in Iranian affairs and end all their illegitimate economic, political and military pressures aimed at the internal destabilisation of Iran. They need to cease any support for the anti-Islamic Republic opposition and lift the economic and scientific sanctions. The Obama administration should emphasise unconditional negotiations and take steps toward creating a nuclear weapons-free Middle East. Only under these conditions, without any foreign threats, can the Iranian people reach their aspirations of freedom and establish their unity in a framework of independence and national sovereignty.

5) To the leaders of the reformists and the Green movement, we suggest that in order to prevent exploitation of the current crisis by western propaganda and opportunist groups, they unambiguously oppose all sanctions and condemn regime change operations and any foreign support for the anti-Islamic Republic opposition.

How Many Leftists Are "United for Iran"? posted by Yoshie

"8,000 people at the [25 July 2009] event in Paris, 4,000 in Stockholm, 3,000 in Amsterdam, more than 2,500 in Washington DC, 2,500 in New York, 2,000 in London. . . ," says United4Iran.org, the sponsor of the global day of action. The numbers suggest that few non-Iranian leftists showed up (when leftists join and mobilize for protests en masse, Paris, for instance, sees hundreds of thousands -- sometimes millions -- of protesters easily). While a number of leftists have made impassioned pleas for solidarity with Iran's Green Movement, (throwing themselves into an obligatory intra-left battle royal that has eclipsed any battle against the power of unelected clerics in Iran), most leftists appear to find it inadvisable to join the protests against the Iranian government (such as United4Iran's) that don't have an anti-imperialist point of unity emphasizing "Hands Off Iran" as much as criticism of the Iranian government's conduct in handling the Green protests.

Statement against the new wave of repression in Iran posted by Richard Seymour

The Revolutionary Flowerpot Society has a translated statement (original here) from Iranian leftists and former political prisoners against the state's latest crackdown:

The act of millions of demonstrators who took to the streets recently in most cities in Iran was a huge show of power by a people challenging the injustice, deceit and the constant oppression of this regime. A challenge that was answered by the exercise of violence by the anti-democratic system of the Islamic Republic and its security forces. Up to now, we have had definite reports of tens of deaths and hundreds of injured. Available reports tell of thousands of detained or disappeared among the activists and dissidents against the regime. Meanwhile, the university dormitories have been among the first targets of the forces of oppression, leading to tens of deaths and innumerable arrests of students. The widespread wave of nightly raids of and arrests in the homes of the youth, journalists and students, and the disappearance of others remind us of the fear and the terror during the 1980s. The masses of the detained, in addition to being sent to known prisons such as Evin or Gohardasht or ... are being sent to military bases, Basij offices and unknown locations...

Ahmadinejad and accumulation posted by Richard Seymour

Oh, I know, this is so last week. It's over already. The twittering has stopped, the protesters have been beaten into retreat, the Youtube videos aren't being uploaded at the same frequency. This week is all about celebrities turned zombie. Still, indulge me for a moment. This image of Ahmadi the pious populist, I think, arises in part from a certain spectacle positioning. After all, the corporate media find it difficult to construe someone as an enemy without also implying that they are some kind of 'commie', one of those heretics who rejects the sacred wisdom of property rights, free markets etc. The election commentary, with its condescending subtexts about Ahmadinejad's ability to win over the ignorant poor by tossing sacks of potatoes their way, surely reflected this. And anyway, it is not within the media's repertoire to explain the underlying divisions in Iran's ruling bloc, or to give anything but a crayola account of the class politics of elections. Partly, I suspect, such crude plot devices is what drove Juan Cole to dismiss the issue of class in his own analysis. Some belated analysis worth paying attention to, then, includes this discussion of labour under Ahmadinejad; this discussion of privatization and accumulation in Iran; and this useful discussion of the elections from the Middle East Research and Information Project.

The main point that arises, I think, is that the division that has been posited between a kind of socially conservative resource populism on the one hand, and a socially liberal austerity programme on the other, is not adequate. The more that comes out about the elections, the more it is clear that they exposed a raging war in the ruling class over political ascendancy and property, with relatively minor differences on other matters exaggerated. The second point is that the right-wing bloc behind Ahmadinejad has tended to use anti-imperialist rhetoric to justify the most naked transfer of wealth from the public sphere to capital, particularly to more influential players in the bazaari class and state-affiliated capitalists. They shake their fists at Washington just as they're about to go further toward neoliberalism than even the IMF proposed. And they justify it by referring to the need to break the sanctions imposed by Washington. This policy is obviously designed not to enrich the poor or sustain them in the long term, or strengthen their bargaining power as workers, but specifically to reduce their long-term wealth and purchasing power by redirecting a larger portion of socially produced wealth to a specific sector of the capitalist class. Ehsani et al are far too soft on Mousavi in their discussion (Ehsani called Mousavi's programme 'social democratic' on a mailing list, which I think is about as credible as Hamid Dabashi's claim that the man was a hardline socialist). This appears to stem from their assessment that the faction backing Ahmadinejad are uniquely dangerous and authoritarian, posing far greater dangers to democracy and labour than even the crooked neoliberals supported by Rafsanjani. Their tone may be unduly alarmist, and their approach to the elections is not one I share, but it is hard to argue with the overall analysis.

Acts of violence in Baharestan Square posted by Richard Seymour

The attempt to drown the protests in rivers of blood have reportedly led to a "massacre" in Baharestan Square, outside the Iranian majles, today. Tens of thousands of basiji reportedly surrounded hundreds of protesters in this small square, and battered them, then opened fire on them. It's not just basiji - multiple reports indicate that young men without uniforms were given batons and let loose. How much of this is true is obviously impossible to tell, but given that dozens have been killed so far, the worst would not be surprising. The regime probably believes it has this situation locked up, for now. And maybe it does: who would dare to guess that protesters will continue to keep putting themselves through this? But the fact of having to resort to this level of brutality is indicative of a state in deep crisis. Police have been nicking protesters and parading them on television with confessions blaming the Western media for leading them astray. This would imply that the Iranian state has roughly the same idea as US neoconservatives - that democracy and protest is somehow the a cultural peculiarity of the 'West', which can only be imposed on Iran from without.

Various statements of solidarity with the protesters are being circulated. The NPA are pledging to join protests to show solidarity with the people and travailleurs of Iran. On the anti-imperialism front, I would draw attention to this statement by Venezuelan socialists. There also is an intervention by Slavoj Zizek, which has been circulated by Iranian academics, and is published here. I don't need to restate my scepticism about Zizek's broader politics, nor do I agree with every last word or emphasis. However, I do think it makes some very important points, perhaps the most important of which is that anyone on the left who doesn't see an emancipatory dimension in the protests is politically defunct. The bloodless lack of enthusiasm for what is manifestly a democratic movement in some of the commentary reflects not anti-imperialist sensibilities so much as political timidity. The key here is universality: these protesters are no different from those who have been beaten or killed in Genoa, in London, in LA, in Athens, and everywhere that the state is challenged by a democratic movement and responds in this way. Their case for solidarity is not diminished by the fact that they live in a society that has been threatened by imperialism. On the contrary, it means we ought to redouble our efforts.

The pitfalls of premature eloquence posted by Richard Seymour

The dilemma faced by commentators of all kinds, not just bloggers, on the Iranian protests can be summarised by a single, annoying portmanteau word: instapunditry. The pressure to take a view prematurely in such a situation can only produce a series of stock responses, either based on CNN filtered news, or speculation from various samizdat-style websites, or material provided by the Iranian media itself. And after all, while these protests had precedent in previous student and workers rebellions, the sheer scale of upheaval had no precedent in the entire history of Islamic Republic. How to relate to that?

It has been possible to be both eloquent and consistent only be relying on an analysis made for a different situation that seems to fit. Thus, right-wing bloggers have tended to interpret the events in terms of the 'colour revolution', involving a relatively smooth transfer of power from a weakened, no longer hegemonic ruling bloc, to a pro-US faction. symbolised by a striking advertising symbol - the purple finger, the green fingers, etc. A few left-wing commentators look at it the same way, but simply reverse the value significations. It is a handy ready-made template, and if it were an accurate reading, then the protesters would have been little more than useful idiots for a comprador elite. But there is little evidence that anything like this is happening. The most we have seen is some bizarre rumours about Israel trying to promote a 'twitter revolution' (probably put about by Twitter, you know). Similarly, prefabricated ideas about Ahmadinejad representing the uneducated poor and Mousavi representing the articulate middle class, have been ubiquitous on all sides. And just the same, they have turned out to be wrong.

The difficulty is amplified by the fact that there doesn't appear to be a clear left-wing pole in this conflict. To try and find that pole, there has been a tendency to feed stereotypes about Ahmadinejad being a firm anti-imperialist and populist, neither of which really bear scrutiny. On the other hand, some have interpreted the reformists and Mousavi in particular as having far more left-wing credentials than they really do. Thus, in a typically interesting and fruitful discussion, Hamid Dabashi claims that Mousavi is universally known as a "hardcore socialist". He is not a socialist, of course. Even when he was on the 'Islamic Left', it would have been a stretch to call him a socialist. Then, he favoured nationalisation and redistribution of wealth, neither of which he supports now. (Of course, back then Mousavi was also co-responsible for quite brutal purges of the left from the government and public institutions, which he may now regret.) But this background is important for mapping out one dimension of the dispute. Since the early 1990s, the 'Islamic Left' that Mousavi represented has tended to retreat to various forms of social liberalism. The catastrophic experience of the Iran-Iraq war, followed by the collapse of the USSR, formed the background to this shift. They also faced increasing difficulty as many of their candidates were struck off the elections lists, and they lost control of the majles to a conservative-centrist coalition. As such, they drifted into the 'reformist' camp, de-emphasised economic statism, and focused more on questions of human rights and democracy. What remains of the Iranian left is almost certainly in the reform movement today.

Another problem with interpretation is that domestic social conflicts interact in a very complex way with imperialist pressure. Thus, even during Rafsanjani's 'pragmatic' reign which sought to improve relations with Europe and the US and expand international trade, Clinton imposed an economic embargo, starting with partial sanctions in 1993, and then a full embargo including on oil production in 1995. Why did he do this? It seems it was partly due to pressure from the pro-Israeli right, which wanted a much more aggresive response to, eg, Iran's support for Hezbollah and Hamas. This strengthened the position of the Iranian hard right who, because of their basis in the bazaar merchants, weren't particularly interested in opening up to international trade anyway. Even Khatami couldn't get the sanctions released, despite overtures to the US. Not because there weren't forces in American ruling circles interested in talking, but because the stubborn fact is that Iran is not about to abandon its geopolitical interests and those matter far more to the US than any internal liberalisation in Iran.

None of the current elite factions are going to deliver Iran to the US as a client regime, and there would be no popular basis for it - this, by the way, is one reason why they haven't been able to impose a 'colour revolution', and why Bush had to resort to violent forms of interference, sponsoring terror groups and bombings and so on. So, it can't just be assumed that a reformist success would necessarily be in the interests of the US - it depends how those interests are construed, and what the reigning strategy is. For example, it really seems at this point as if both the US right-wing and the Israeli leadership would much rather deal with Ahmadinejad, the better to expedite the case for war. This suggests, not that Ahmadinejad is an effective anti-imperialist, but that he and the conservative leadership backing him are actually rather poor defenders of the country. For the realpolitikers around Obama, I suspect regional stability is more important at the moment than either candidate.

In short, just as the neocons and their 'decent' allies are likely to be disappointed by the result of these protests, especially if they manage a decisive win, so there's no reason for leftists to panic at the prospect of the CIA taking control of the situation and engineering another client-state.
